The Anson Chamber of Commerce asked me to answer four questions regarding my candidacy to become your next Jones County Judge. I emailed them my response to their questionnaire and I am providing a copy for all to see here.

Anson Chamber of Commerce Candidate Questionnaire
1. If elected, what do you believe would be your most meaningful impact in this office, and how would you accomplish it?
After retirement from the United States Air Force, I became an accountant with the firm of Mouser and Young, CPAs in Abilene. My experience at that firm gave me the ability to explore the way county or city governments utilize and budget funding and expenditures. As an accountant I gained the ability to track down wasteful spending and redundant expenditures and bring these actions to light for taxpayers to see where their dollars are being spent. Transparency is the key to keep county government in check. As a former forensic accountant, I plan to review ALL county contracts, no matter the size or duration of those contracts, to make sure the taxpayer is getting the “Best Bang for their Buck!”
2. What specific change or improvement would you prioritize if elected, and how would you measure your success in that area?
Jones County just lost its funding for the Emergency Management Director. One of the fundamental duties of the Jones County Judge is to keep the citizens of this county safe. Losing the Emergency Manager’s position will be a great responsibility for an incoming judge; however, I am the ONLY candidate for the Office of Jones County Judge that is accredited by the Federal Emergency Management Agency (FEMA) in Emergency Management. I am also accredited by the Texas Division of Emergency Management (TDEM) by holding the District Radio Officer position for 19 counties in West Texas as a first responder to reestablish communications in the event of a natural disaster. I would prioritize to reestablish the Emergency Management Directors position by seeking funds or grants which would enable to keep this extremely important position open. In the interim, if elected as county judge, I would assume the role as the Emergency Manager and review the procedures that are in place and coordinate with local first responders, state, and federal agencies to see what we in Jones County can do until funding is restored.
3. What do you see as the greatest need in our county right now, and how would your leadership make a measurable difference?
The greatest need for Jones County is with the tremendous growth of the AI community as well as the solar power and wind-generation community. Presently with this explosion of growth, landowners may be pushed aside with these growth companies in the form of easements, rights-of-way, as well as property values being eroded due to industrial complexes. Property owners MUST be educated to what rights they have when it comes to easements, how much property they must sacrifice, or how much of rights-of-way they must fork over. I intend to be an advocate for the property owner to make sure they get a fair shake and that the industrial complexes live up to their agreements when they get a variance on their property appraisals.
4. What makes you uniquely qualified for the position you are running for?
I believe I am the most qualified person to be the next Jones County Judge. I spent 20 plus years as a member of the United States Air Force and in my later years I was the Propulsion Branch Superintendent with a multi-million-dollar budget to produce Jet Engines and Propellers for five military installations. In addition, I was responsible for management of over 100 military personnel in the Propulsion Branch. I am a graduate from McMurry University with a degree in Bachelor of Business Administration (BBA) with a concentration in accounting. As an accountant, I was responsible for the accurate financials of the largest client the firm had and this client had businesses in the Abilene and Amarillo area. Presently, I am the owner of Andrews Ammunition, LLC with a manufacturing plant in Jones County and I am also a co-owner of an army surplus store in Abilene. Once again, I am the ONLY candidate that is trained as an Emergency Management Specialist and recognized by the West Central Texas Council of Government as a first-responder in communications as well as the Texas Division of Emergency Management in Austin at the Emergency Operations Center. For the last two years, I was the Jones County GOP Chairman and was selected as the Texas Republican County Chairman Association (TRCCA) Region 2 Director. My experience also includes being asked and participating for many years as a member of the Jones County Appraisal Review Board.
