A provider opted out of Medicare but has a client with a Blue Cross Blue Shield supplement. Can they bill the supplement? The answer is no. Supplemental plans are secondary to Medicare. If Medicare isn't paying, the supplement won't either. Providers must bill private pay. If the client can't afford it, they need to be referred to a provider who accepts Medicare.
