NEXUS is introducing another featured speaker for The Price of Relief: Amendment 3 and the Future of Local Government, on October 20 in Coral Gables.

Senator Ana Maria Rodriguez represents District 40 in the Florida Senate, which covers Monroe County and part of Miami-Dade. She was elected to the Senate in 2020 after serving a term in the Florida House and, before that, on the Doral City Council.

She will bring the state legislative perspective to a discussion of what Amendment 3 could mean for local governments and the communities they serve.

NEXUS is introducing the speakers for The Price of Relief: Amendment 3 and the Future of Local Government, starting with Mayor Daniella Levine-Cava and Dr. Steve Gallon III.

Mayor Levine-Cava was elected Miami-Dade County's first woman mayor in November 2020 and re-elected in August 2024. She oversees roughly 23,000 County employees and an annual budget of approximately $12 billion, serving nearly 3 million residents. Her initiatives include tackling the housing crisis.

Dr. Gallon is the Miami-Dade County Commissioner-Elect for District 1. First elected to the School Board in 2016 and re-elected unopposed in 2020 and 2024, he was then elected without opposition to the County Commission and will take office in January 2027. Before that, he was a classroom teacher and went on to serve as a principal and Superintendent of Schools.

Florida voters will see Amendment 3 on the ballot in November. Among its provisions, the amendment would substantially increase the homestead exemption for non-school property taxes and reduce the annual cap on assessment increases for non-homestead properties.

On October 20, NEXUS, an initiative of the Builders Association of South Florida, will host The Price of Relief: Amendment 3 and the Future of Local Government. The conversation will look at what added tax relief could mean for homeowners, and what it could mean for the local governments that rely on property tax revenue to pay for services like public safety and transportation.

Florida's housing market continues its upward trend. Home sales and median prices are both up year over year, marking eleven consecutive months of gains, according to Florida Trend.

South Florida remains a hotspot within that trend, with sustained interest across residential, multifamily, industrial, and mixed-use development. BASF stays focused on keeping members informed about market activity, regulatory changes, and the opportunities shaping our industry.

The International Code Council has finalized the 2027 I-Codes, closing out the 2024 to 2026 development cycle, and a few changes are worth flagging for South Florida builders.

Off-site construction gets real standardization: the IBC and IRC now reference the ICC 1200, 1205, and 1210 standards, giving modular homes and buildings uniform construction and inspection requirements. On the flood side, flood-resistant design requirements in the IBC and IRC now extend to the 500-year floodplain and flood elevation, a meaningful expansion from current code.

NAHB reported an 85% success rate on proposals affecting residential construction this cycle, though not every outcome went its way. The codes will publish in stages through the rest of 2026 and into early 2027, with the IBC, IFC, and IWUIC expected this September and the IRC following in February.

The Greater Miami Chamber's Workforce Housing Committee is hosting a program on Florida's Live Local Act, focused specifically on the development opportunities available on government-owned and school district-owned land.

Speakers will cover how public land can be used for housing development, recent updates to the Live Local Act, and the tax incentives and strategies available to support workforce housing projects across Miami-Dade County. The program is designed for real estate developers, investors, lenders, architects, general contractors, and business leaders working on housing affordability.
