Re: Juvenile curfew reminder

The Michigan City Police Department would like to remind parents, guardians, custodians and children of a few juvenile curfew laws now that school has ended for the summer hiatus. Juvenile curfew laws are in effect year-round across Indiana with the primary purpose of keeping our children safe. The Michigan City Police Department is requesting parents, guardians and custodians to monitor their children more closely now that school is not in session to help keep our community safe. Indiana’s current law for juvenile curfew states:

● Children 15-17 years of age may not be in a public place:
o Between 1:00 a.m. and 5:00 a.m. on Saturday or Sunday;
o After 11:00 p.m. on Sunday-Thursday; or
o Before 5:00 a.m. on Monday-Friday

● Children younger than 15 years of age may not be in a public place:
o After 11:00 p.m. or before 5:00 a.m. on any day

The City of Michigan City also has a juvenile curfew ordinance which states:
● Children 15-17 years of age may not be in a public place:
o Between 12:00 a.m. (midnight) and 5:00 a.m. on Saturday or Sunday;
o After 10:00 p.m. on Sunday-Thursday; or
o Before 5:00 a.m. on Monday-Friday

● Children younger than 15 years of age may not be in a public place:
o After 10:00 p.m. or before 5:00 a.m. on any day

Exceptions to these juvenile curfew laws include:
● A juvenile that was emancipated;
● Under Indiana Code 31-37-19-27;
● By virtue of having married; or
● In accordance with the laws of another state or jurisdiction; at the time the child engaged in the prohibited conduct;
● A juvenile who is accompanied by a parent, guardian or custodian, or adult;
● A juvenile participating in, going to, or returning from lawful employment, a school-sanctioned activity, a religious event or engaging in the right of assembly;
● An emergency involving the protection of a person or property from an imminent threat of serious bodily injury or substantial damage;
● Participating in an activity undertaken at the prior written direction of the child's parent, guardian, or custodian; or
● Engaged in interstate or international travel from a location outside Indiana to another location outside Indiana.

Juveniles who are found to have violated the juvenile curfew laws will either be:
● Detained by officers and released back into custody of the child’s parent, guardian or custodian; or
● Arrested by officers and transported to the LaPorte County Juvenile Services Center in LaPorte where the child’s parent, guardian or custodian will be responsible for retrieving them and attending future court hearings for the curfew violation.

Yesterday, our law enforcement community was reminded how quickly lives can change.

La Porte County Sheriff's Office Deputy Jon Samuelson was critically wounded while responding to a situation at Franciscan Hospital after what began as a simple act of helping another person. Those who know Deputy Samuelson know his actions yesterday were a direct reflection of the kind of man and officer he is — courageous, selfless, and always willing to put others before himself.

For many within MCPD and across this region, Deputy Samuelson is more than a fellow officer. He is a brother and a friend. Incidents like this leave a deep and lasting impact on our officers, our families, and the entire law enforcement community.

We also want to sincerely thank our community for the overwhelming support shown to Deputy Samuelson, his family, the LaPorte County Sheriff’s Department, and all responding officers. The prayers, meals, visits, and support have meant more than words can express.

Please continue to keep Deputy Samuelson, his family, and our brothers and sisters at LCSO in your thoughts and prayers as his recovery continues.

Earlier this morning an incident transpired at Franciscan Health Hospital - Michigan City Campus.

This was an isolated incident and there is no immediate threat to the public.

Sheriff Ronald C. Heeg has requested the assistance of the Indiana State Police to lead the investigation.

All media outlets inquiring about the matter shall contact ISP - Lowell PIO Sergeant Glen Fifield.

***UPDATE-Franciscan Hospital remains open to the public. The hospital is accepting patients however, police activity will continue to take place on campus. There is no ongoing threat to the community.

Re: Arrest made in homicide investigation

On May 15th, 2026, at approximately 4:30 PM, the Michigan City Police Department received a call regarding a juvenile that was shot in the 300 block of West 11th Street. Officers quickly responded to the scene and located 14-year-old Michigan City resident Devin Porter suffering from a life-threatening gunshot wound. Responding officers provided life saving measures to Porter before LaPorte County EMS transported him to Franciscan Health Hospital in Michigan City where he later succumbed to his injuries.

Investigators from the Investigative Division and Evidence Response Unit processed the scene for evidence. Detectives worked tirelessly since this incident occurred to interview witnesses, attempt to identify asuspect(s), search for video surveillance and collect additional evidence. Detectives identified 19-year-old Michigan City resident Marcus Ballinger Jr. as a suspect during this investigation. Ballinger Jr. was located and taken into custody in the 1200 block of Ohio Street on May 19th at approximately 11:15 AM.

Detective Brock Moore submitted a probable cause affidavit to the LaPorte County Prosecutor’s Office for a probable cause review. LaPorte County Circuit Court Judge Julianne Havens found probable cause on May 21st to charge Ballinger Jr. with one count of Murder, a felony. Ballinger Jr. was issued a $1,000,000 cash bond and his booking photo is attached to this press release courtesy of the LaPorte County Jail. This investigation is ongoing and additional arrests are expected to take place. No further information will be released at this time.

Michigan City Police responded to a shooting at approximately 4:30pm on 05/15/2026 near 300 block of W. 11th Street. One individual was injured. The incident is under active investigation. At this time, there is no known ongoing threat to the community, and we will provide updates if additional information becomes available.
