Marine Emergency Team 21 Marine Emergency Response Team covering 90 square miles of the upper Chesapeake Bay. Fire, Rescue, EMS That is larger than the entire city of Boston.

Each year thousands of motor, sailing and personal watercraft vessels, enjoy the waterways of the Maryland Chesapeake Bay and its tributaries. Be it for pleasure or for work, vessels are subject to many obstacles that are associated with boating. Have you ever wondered though - what happens when an emergency happens on the open water? If you’re located on the waters of the upper Chesapeake Bay or

its tributaries, chances are Marine Emergency Team 21 will be involved in helping you. Comprised of 35 specially-trained response personnel, two Marine Fire/Rescue vessels, three shallow draft boats, one inflatable craft and several land-based response/towing vehicles, the Community Fire Department of Bowleys Quarters and Vicinity, operates the largest Marine Emergency Team in the Upper Bay area; Marine Emergency Team 21 (MET21). MET21 is one of few teams north of the Chesapeake Bay Bridge that can make year-round emergency responses in any weather condition. Team personnel are trained for all worst-case scenarios that they may be faced with. Common responses include vessel fires, collisions, hazardous material incidents and medical emergencies. Two of our vessels can provide Basic Life Support and when staffed by EMT’s are essentially ambulances on the water. MET21 receives most its distress calls through Baltimore County’s 911 dispatch, direct from the United States Coast Guard (USCG), or through Marine VHF channel 16. MET21’s primary response area covers 90 square miles of open water in the upper Chesapeake Bay. This includes all of Baltimore Counties waterfront communities, various popular boating locations, Hart-Miller Island, Poole’s Island, and the channels leading to and from the Eastern Shore. Secondary responses include mutual aid requests by Harford, Anne Arundel, Kent, Queens Anne's, and Cecil Counties as well as Baltimore City. The team also often works with many commercial tow vessels in the area. Supporting MET21’s response are other agencies such as Natural Resources Police, Baltimore County Marine Police, Aberdeen Proving Ground police and fire, Kent County Fire Department, North Point-Edgemere Volunteer Fire Company, and the United States Coast Guard sector Baltimore. Highly trained personnel as well as well-designed and maintained vessels are a critical component to our success.

Winter pool days are rare — so when we get one, we use every second.

Today, Marine Emergency Team 21 completed our annual Surface Water Rescue Technician qualifications. The morning kicked off with a half-mile swim, multiple stroke rotations, and towing simulated victims. From there, our team moved right into hands-on training: in-water patient care, rescue board operations, packaging, and controlled rescue tows.

We were also excited to welcome two new team members, who completed their initial swim test and began learning the basics of surface water rescue. Great job to everyone who jumped in — literally.

🚤🦃 MARINE EMERGENCY TEAM 21 – THANKSGIVING SPECIAL OPS 🦃🚤

While most of Bowleys Quarters is focused on turkey, stuffing, and who’s in charge of the mashed potatoes… MET-21 remains ready for any holiday emergency — even the saucier ones.

This year, our crews were dispatched for a Gravy Boat Adrift. Units arrived to find one (1) gravy craft taking on… more gravy. A coordinated ladle-and-paddle operation was initiated. The situation is now under control. No mashed potatoes were harmed.

What do you do when they forecast a nor’easter?
That’s easy — you take the team for a swim.

Earlier today, Marine Emergency Team 21 hit the Chesapeake Bay for some real-time training. This wasn’t your average calm-water drill — today’s wind and waves provided the perfect opportunity to test our swimmers’ skills in rough, unpredictable conditions.

Most rescues don’t happen when it’s 70 degrees and sunny with glassy water. They happen when the weather turns, when visibility drops, and when the seas start to fight back. Training in these less-than-ideal conditions gives our technicians the confidence and experience they need to perform when lives are truly on the line.

🚤 Marine Emergency Team 21 in Action 🚨

On Friday evening, Marine Emergency Team 21 was dispatched to assist the U.S. Coast Guard with a medical emergency aboard a vessel near the Patapsco River.

MU217 launched from Beacon Light Marina and located the distressed boat after challenging radio conditions and poor visibility. Our crew assessed a patient showing signs of carbon monoxide poisoning, recorded dangerous CO levels on board, and safely transferred the patient to Medic 106 for pre hospital care with help from Baltimore City Fire-Rescue Boat 2 and the U.S. Coast Guard.

👏 Great teamwork from all marine and EMS partners to bring this patient to safety.

Marine Emergency Team 21 Announces New Rescue Boat

[Bowleys Quarters, Maryland] – [2/18/2025] – Marine Emergency Team 21 (MET21) is excited to announce that it has contracted with Ocean Craft Marine to build a new, state-of-the-art rescue boat. This significant investment will enhance the team's capabilities and improve its response to maritime emergencies throughout the region.

The new vessel will be a 6.5-meter (23-foot) rigid hull inflatable boat (RHIB), designed for easy trailering and deployment across MET21's service area, including tidal waterways and reservoirs. Equipped with a 200hp outboard engine and jack plate for shallow-water operations, the boat will also feature advanced sonar, navigation, communication systems, a 500gpm fire pump, and basic life support equipment. Its low-profile design will facilitate easy access to the waterline for inland rescue swimmers and victim retrieval.

This new RHIB will replace MET Boat 216, significantly increasing the team's rescue capabilities. The limitations of the existing vessel were highlighted during the Francis Scott Key Bridge collapse, where it could not be deployed due to unfavorable conditions. The new boat's design and capabilities will prevent such limitations in the future.

The project is fully funded by generous grants from the Maryland Waterway Improvement Fund, the Baltimore Community Foundation, Chesapeake Marine, and the Mark Kukucka Foundation. MET21 expresses its sincere gratitude to these organizations for their support.

Currently under construction and will be outfitted for fire-rescue use by Ocean Craft Marine. Delivery to MET21 is expected in August 2025, with the vessel going into service after operator training is complete.

Our all volunteer team is now accepting applications for the positions of Deckhand, Mate, and Mate II. A Firefighting or EMS certification is required for Mate positions. No experience necessary for Deckhands.

All applicants are subject to a drug screening, criminal background check, and medical examination.

Applications will close on March 1st, 2024. Training to begin mid March 25'!

Saturday morning MET 21 members gathered to drill in windy and cold conditions.

Team members practiced capture and control of vessels in distress during windy conditions, deploying rescue swimmers, and man overboard recovery missions.
