**Wetherby Park Update**

At last Thursday's City of Middletown public meeting, the Mayor and 3 of the 4 Commissioners voted to move forward with this preliminary concept for improvements at Wetherby Park.

The current concept includes:

* **Dark red:** New restroom facility (approved in June to proceed to construction RFP)
* **Light red:** Potential pavilion
* **Dark gray:** Proposed parking lot

During the discussion, the Commission requested that the design team:

* Move forward with only the **left portion of the proposed parking lot and entrance drive** at this time.
* Shift the parking area farther north in an effort to preserve as many existing trees as possible.

The proposed parking lot would be located where the former house on the property was recently demolished. Alternative parking locations were also discussed, including placing parking along the existing maintenance access road but they were not chosen to move forward with.

The project will continue through the design process, including the development of cost estimates, before any construction bids are requested.

There is also positive news regarding funding. The City's application for **$500,000 in Community Project Funding** through Congressman McGarvey was approved and included as a line item in **H.R. 9170**, the FY2027 Transportation, Housing and Urban Development Appropriations Act. The bill has been introduced in the U.S. House but has not yet been enacted. If ultimately approved, those funds can only be used for improvements to Wetherby Park.

As this project moves forward, I hope we continue developing a comprehensive master plan for the entire park—not just individual projects—so residents have a clear vision of how Wetherby Park will serve our community for years to come.

A great time at Frank Otte Nursery and Garden Center and Marietta’s Market this afternoon. The weather did not stop them. It was great to meet members of the community, enjoy the music and participate in a traditional cake walk! Last picture is of the beautiful succulents we picked up to go in Caitlyn’s room. She’s named them Susan, Steve and Simon from back left clockwise. Just finished replanting them.

Thank you to The East Louisville Chamber for letting me join in your end of year luncheon at the Louisville Zoo! It was wonderful meeting with businesses within and around Middletown. Amazing to hear how many events and ribbon cuttings were done this past year and can’t wait to see what the next year has in store for you all!

The weather could not have been better for the Middletown Concert in the Park! Big thanks to the H***y Tonk Rewind Band for the fantastic performance. They got the crowd up to do some two steps! Let’s bring an even bigger crowd out for the next one on Sunday, July 5th as we celebrate America’s 250th birthday with The Checkmates and an incredible drone display! 🇺🇸
I also wanted to share a comprehensive recap from Thursday’s public City Commission meeting. Keeping our community informed and transparent is a top priority. Here is what you need to know:
👉 Park Upgrades Approved: There is excellent news for our local park infrastructure. The Commission approved the budget and plans for brand-new restrooms and 6 covered benches! Plans for additional parking and other park features are still undetermined, so I highly recommend coming out to the July meeting to see the next phase of planning.
👉 Police Training Facility Discussion: State Representative Jason Nemes was on hand to celebrate Middletown securing $25M in state funding for the facility. Chief of Police Rob Herman spoke next but was unable to provide tangible details regarding long-term operational expenses or confirm any signed agreements with other municipalities. He described the operational model as being "like a wedding venue," where Middletown will charge a fee and outside agencies will bring everything they need to conduct their training. Our own officers will use it to fulfill their required two weeks of fi****ms training per year. While the initial capital is secured, we must continue to ask questions about what the long-term operational costs will mean for our city's financial future.
👉 Business Licensing & Occupational Tax: A second reading and approval took place for the Business Licensing & Occupational Tax Ordinance. Existing Middletown businesses will continue to pay their current $50 fee. The city has introduced a new $25 fee for temporary businesses (including food trucks and vendors at festivals, fairs, or farmers' markets). The Commission noted this fee serves an administrative purpose to track who is operating within city limits and manage occupational taxes.
👉 Property Tax Rate Confirmed: The property tax rate for the fiscal year ending June 30, 2027, was set at $0.115 per $100 of assessed property value. Property owners whose assessments haven't changed should see a lower bill this year, while those with increased valuations will pay roughly what they did in 2025. It remains an open question how these rates might adapt once the training center becomes fully operational.
Our city thrives when residents stay informed and engaged. I hope to see many of you at the next commission meeting on Thursday July 9th at 6 pm to keep the conversation going!

Today the house owned by the City of Middletown was demolished to make way for future updates to Wetherby Park. Hopeful the community will be able to influence the next phases and that it will include inclusive, safe features that will be used by families and friends of this great community. $25 million in state funding for our community is a massive opportunity, but a project of this scale requires transparency—not a closed-door decision with a rushed 90-day countdown to groundbreaking. The City of Middletown announced a training facility off N English Station road to serve Middletown Police and other local municipalities with a target gun range.
As someone running to serve as your next Mayor, my priority is ensuring our city grows responsibly, safely, and with your voice at the table. Moving forward on a regional tactical training facility at 10351 Equity Place with zero public town halls, zero neighborhood feedback, and no Planning Commission workshops is a major red flag for local governance.
Before we break ground, the current administration needs to answer the tough questions for Middletown taxpayers:
💲The Financials: State grants cover construction, but who covers the permanent, high-volume operational and specialized HVAC filtration maintenance costs over the next 10–20 years? Will our local general fund be on the hook if other municipalities end up not using the facility? How much have we as taxpayers already spent on purchasing this land/property?
🤝 The MOUs & Inter-Agency Agreements: This is a regional hub. Have the legal Memorandums of Understanding actually been finalized with neighboring departments? Middletown taxpayers need to know exactly what fee structures are in place so we aren't subsidizing the training costs and liability of outside cities.
🛣️The Infrastructure: Where is the independent Traffic Impact Study for the daily influx of more vehicles on N English Station? This has been known to have significant traffic constraints for many years now and the need for district 5 of the Kentucky Transportation Cabinet to move forward with the widening of this thoroughfare.
🚩The Environmental Controls: What strict containment measures are locked into the contract to guarantee zero acoustic or lead dust impact?
Public safety and public trust must go hand in hand. I’ll be at Thursdays meeting ready with my 3 minute prepared public comment on this project to point out all the concerns I’ve noted and any others you want to share with me!
