On Monday, Mayor Elizabeth Slamka issued a proclamation declaring August 31, 2026, as Jackie Phillips Carter Day in Middletown.

After 28 years of dedicated service to the City of Middletown, Health Commissioner Jackie Phillips Carter retired. As part of Monday's presentation, Mayor Slamka also presented Jackie with the Key to the City.

In her proclamation, Mayor Slamka wrote, "For 28 years, Jackie Carter has exemplified the highest ideals of public service through her compassion, leadership, advocacy, collaboration, and tireless dedication to creating healthier opportunities for all."

After 28 years of dedicated public service, Middletown Health Commissioner Jackie Phillips-Carter is retiring.

Throughout her distinguished career, Commissioner Carter has been a steadfast advocate for protecting and improving the health of Middletown residents. Her leadership guided the Health Department through periods of growth, transformation, and unprecedented public health challenges, always with a commitment to serving the community with integrity, professionalism, and compassion.

Under her direction, the Middletown Health Department expanded vital programs, strengthened regional partnerships, and enhanced the delivery of essential public health services. Her vision and dedication have improved the quality of life for countless individuals and families while advancing the department's mission of building a healthier community for all.

Please join us in thanking Commissioner Carter for her years of service and wishing her all the best in retirement.
