Middletown Economic and Community Development Our department provides grants/loans for Housing Rehabilitation and Small Business Loans.

The Office of Economic and Community Development Housing Rehabilitation Program provides Grants and Loans for qualifying single and multi-family homeowners. Eligible repairs include: Roof, windows, paint, siding, plumbing, heating, electrical, etc. Guidelines to qualify for the program:
-The property must be in the City of Middletown
-Must be income eligible
-Taxes, water and mortgage must be up t

o date
-Multi-family limited to 3 units or less


The OECD also offers assistance to small business owners who already have, or are looking to start a business in the City of Middletown.

NOTICE TO BIDDERS
Housing Rehabilitation Program

The Office of Community Development will be accepting bids for the rehabilitation of the following residences:

Highland Ave. – exterior paint
Irwin Ave. - roofing
Gardner Ave. – roofing and general construction
East Main St. – roofing and general construction

Basic work consists of roofing, painting and general construction. Any plumbing or electrical work performed in the City of Middletown MUST be completed by a licensed City of Middletown plumber or electrician. General construction contractors must have Certification of Completion of Lead Safe Work Practices and EPA /RRP Certification.

Specifications and information for bidders are available at the Office of Economic and Community Development, 16 James Street, 3rd Floor, Middletown, NY 10940, Monday thru Friday, between the hours of 8:30 AM and 4:30 PM. Phone (845)-346-4170.

Precise locations will be in the bid packets. There is NO pre-bid meeting.

Bids are due on Wednesday, April 29, 2026 at 4:00 PM.

The public bid opening will be held in the Community Development Office located at City Hall, 16 James Street, 3rd Floor, Middletown, NY 10940 on Wednesday, April 29, 2026 at 4:00 PM.

We reserve the right to reject any and all bids.
