Today we recognize Telecommunicator Howard McGinnis with his completion of Excellence in Dispatching Certification. A series of 3 courses over many hours, just another commitment by one of our staff.

May is Mental Health Awareness Month - and in emergency services, this matters more than many people realize.

Every day, EMS providers, firefighters, dispatchers, and other responders carry the weight of calls that most people never see. The stress, the trauma, the cumulative impact of "just one more tough shift" - it adds up. Taking care of your mental health isn't a luxury in this work. It's essential.

At Seven Mountains EMS Council, we want every responder in our region to know this: You are not alone, and support is always within reach.

Our Critical Incident Stress Management
(CISM) Team, led by a licensed clinician, serves all nine counties of Region 8 - Centre, Clinton, Columbia, Juniata, Mifflin, Montour, Northumberland, Snyder, and Union - as well as Lycoming and Sullivan Counties.

CISM team members are trained through the International Critical Incident Stress
Foundation (ICISF) in both group and individual debriefing techniques. They understand the unique pressures of emergency services because they've lived it, trained for it, and are committed to walking alongside responders after difficult calls.

🚨To activate the CISM Team:

☎️ Lycoming County Office of Public Safety:
570-433-3166

☎️Mifflin County Office of Public Safety:
717-248-9607

Whether it's a single tough incident, a series of challenging shifts, or a moment when you realize you're carrying more than you should - reaching out is a sign of strength, not weakness.

This month and every month, we honor the resilience of our responders and commit to supporting your mental, emotional, and spiritual well-being. You matter. Your health matters. And we're here for you.

📢 Important Legislative Update for Public Safety in Pennsylvania 📢

The Pennsylvania Chapter of APCO is sharing important information regarding House Bill 453, which is scheduled for consideration by the Senate Veterans Affairs & Emergency Preparedness Committee on Tuesday, April 21.

This legislation would formally recognize 9-1-1 Telecommunicators as first responders under Pennsylvania law, a long awaited and meaningful acknowledgment of their role in emergency services.

From the first ring of a call, Telecommunicators are already in action providing lifesaving instructions, coordinating critical resources, and supporting responders in the field. They are the calm voice in chaos, the unseen link between the public and emergency response.

Recognition isn’t just symbolic it reflects the reality of the work being done every single day across the Commonwealth.

We encourage awareness and support as this important legislation moves forward.

Thank you to everyone who followed along and supported us throughout the week. From generous donations of gift cards and food to the kind messages and encouragement—every gesture meant a great deal to our team.

This year, we were proud to recognize our telecommunicators with Years of Service certificates and challenge coins honoring milestones of 1, 5, 10, 15, and 20 years. These individuals represent the very best of public safety—showing unwavering dedication, professionalism, and commitment every single day.

We are grateful for their service.

2026 Telecommunicator Week

Day 7

Telecommunicators are often the very first point of contact in an emergency—the critical link between a moment of crisis and the arrival of help. When someone dials 911, it is the dispatcher who answers, immediately stepping into a high-pressure situation with calm, clarity, and purpose. Their role is essential to public safety, as they gather vital information, assess the situation, and ensure the appropriate response is sent as quickly as possible.

They provide reassurance and guidance during some of life’s most difficult moments. Dispatchers patiently talk elderly individuals through the aftermath of a fall, helping them stay calm and safe until assistance arrives. They direct law enforcement to individuals facing dangerous situations such as break-ins, domestic violence, or other threats. They guide fire departments to active fires, sometimes involving trapped victims, ensuring responders have accurate, up-to-date information before they even arrive on scene. In many cases, dispatchers also give life-saving instructions over the phone, helping callers perform CPR, control bleeding, or take protective actions.

Despite their importance, much of their work goes unseen and unrecognized. Many people think of dispatchers simply as the voices on the other end of a call, but their responsibilities go far beyond answering phones. They must think quickly, communicate clearly, and remain composed under intense pressure—all while managing multiple calls and coordinating with various emergency services. The job demands emotional strength, sharp decision-making skills, and unwavering focus.

What truly sets telecommunicators apart, however, is their compassion. Even after long hours, stressful calls, and emotionally draining situations, they continue to show patience, empathy, and care for every caller. They are not only skilled professionals but also deeply human, often carrying the weight of the emergencies they help manage.

The next time you encounter a dispatcher or telecommunicator, it’s worth taking a moment to recognize their impact. A simple thank you can go a long way in acknowledging the vital role they play in keeping individuals and communities safe every single day.
