The Juniata County Conservation District was organized in 1957, as a legal subdivision of local and state government, responsible under state law for conservation work within its county boundary lines. The purpose of the district is to resolve land and water related resource problems through voluntary compliance with landowners, to enlist and coordinate help from all public and private sources tha

t can contribute to accomplishing the district goals, and to make all citizens aware of the inter-relationship between human activities and the natural environment through education. REMINDER!! Any Juniata County or Snyder County residents with children entering 1st – 4th grade, please sign them up for this summer’s Envirocamp event! The event will be Wednesday, June 17th, 2026 & Thursday, June 18th, 2026 from starting at 9:00 AM at Basom Park in Richfield, PA! Use the QR code in the flyer attached to sign them up!

Students this year will learn about aquatics and agriculture, getting to interact with many different stations. Students will also test their knowledge each day with a jeopardy event to wrap-up each day!

For our final highlight, let's talk environmental education & outreach!

JCCD partners with many organizations throughout the year to bring several programs to the County, including all age groups! Events include Juniata-Mifflin Envirothon, Juniata-Snyder Kids EnviroCamp, and Juniata County Fourth Grade Ag Day, Women in Agriculture Event, and various field days like Rain Barrel Workshops, Riparian Buffer Workshops, and others!

The Juniata County Conservation District is able to promote these educational events due to grants and the generous donations of our local businesses! AMVETS Post 122, Benner’s Butcher Shoppe, Buttonwood Campground Inc., Hoober, Inc., JPH Enterprises LLC, Keystone Koating LLC, Mahantango Enterprises, Inc., Maple Lawn Associates Inc., Reinford Farms, Route 333 Supplies LLC, Stella-Jones Corporation, Scotch Hill Solutions, John H. Sheaffer, Inc., Pennian Bank, Trinity Financial Concepts, Kauffman Insurance Agency, Frymoyer & Son Excavation, Johnston & Zagurskie, RTM, Stahl Sheaffer Engineering LLC, National Christian Foundation, Land Pro Equipment, and Alice & Greg Gray!

Every fall, JCCD & partners present the Juniata County 4th grade Ag Day, an ag career awareness day for 4th graders throughout the county! The day is hosted by a local farm where students get to see what a farm operation looks like hands on. In 2025, Hart Brothers Farm hosted the event, with students rotating between 12 stations covering Ag career topics including: ag biosecurity, soils, veterinarians, crop management, dairy promotion, farm equipment, animal housing, manure management, and many others!

JCCD & Snyder County Conservation District hosted their annual Envirocamp event! Envirocamp is an environmental education events covering many different topics offered to students grades 1st through 4th grade in both Snyder & Juniata counties! Each year, the conservation districts partner with local businesses, agencies, etc. to teach the students. In 2025, environmental topics included studying streams, wildlife ID, stormwater management, soils, composting, beekeeping, forest firefighting, lumber production, and others! Smokey the Bear also made an appearance at the 2025 Envirocamp!

CD staff also hosts other environmental education events annually and assists Juniata County schools with many different events! Some 2025 events included a rain barrel workshop, TJHS great outdoors club trout release, JES eel release, JCS owl pellets presentation, Juniata County Library program, JCCD designed educational outdoor signs, and others! Every year, JCCD partners with Mifflin County Conservation District to hold the Mifflin/Juniata Envirothon. Envirothon is an environmental education competition where students grades 9-12 compete on several environmental topics. Teams are comprised of five (5) students with the winning team advancing to compete at the PA State Envirothon! Envirothon tests students’ knowledge on five (5) environmental topics, including: wildlife, forestry, soils, aquatics, and a current issue topic. Chicken Nuggetz from JHS won both the 2025 & 2026 local Envirothon!

JCCD's Watershed Protection Program focuses on improving water quality, providing better habitat for aquatic life, and strengthening our streambanks by protecting them from flooding, as well as monitoring the water chemistry in the county.

Through stream restoration work, JCCD and partners construct log and stone structures in-stream to strengthen stream banks and provide more habitat for aquatic life. Once structures are put in place, they provide great support to prevent flooding and improve water quality of the streams. Constructed structures use stones that should never “float away” during a flood and logs that should never rot away when constructed properly. JCCD works with both private landowners and public areas to complete stream restoration work, and common partners include Western PA Conservancy, PA Fish & Boat Commission, US Fish & Wildlife Service, PA Department of Environmental Protection, and many others. Another popular restoration practice is JCCD’s lawn conversion program. Lawn conversion looks to convert maintained lawn areas to natural areas, including things like native wildflowers, trees, and shrubs. Native wildflowers, grasses, trees, and shrubs have roots that expand much wider and deeper into soils than regular turf grass, helping to hold soils into place much better, especially during rain events. Additionally, the wildflowers, trees, and shrubs provide critical habitat for pollinators, birds, and other wildlife.

Nutrient Management and Manure Management are very important to our farming operations here in Juniata County!

Nutrient Management is the science and practice directed to link soil, crop, weather, and hydrologic factors with cultural irrigation, and soil & water conservation practices to achieve optimal nutrient use and efficiency, crop yields, crop quality, and economic returns while reducing off-site transport of nutrients that may impact the environment.

JCCD reviews Act 38 Nutrient Management plans to verify that organic nutrients and chemical fertilizers are being used to their optimal potential for farming operations in Juniata County. This can lead to reduced costs of chemical fertilizers and reduce over-application of nutrients, which save both time & money!

One of JCCD's newest programs is the Agricultural Conservation Assistance Program (ACAP). To date, there are 20 total contracts since 2023, with $1.78 Million invested in Juniata County agricultural producers and $1.38 Million encumbered in current projects through ACAP!

The ACAP program supports our local Juniata County farmers and agricultural landowners in their efforts to protect & enhance water quality through establishing best management practices such as heavy use areas, manure stack pads, silage leachate systems, stabilized access lanes, watering systems, and establishing waterways to treat and protect our local water resources. In partnership with NRCS, these projects take a systematic and holistic approach to addressing resource concerns on working farms.

All projects have been in partnership with the Natural Resource Conservation Service (NCRS). NRCS provided initial inventory and evaluation, project scope, project design and plans, construction oversight and management of the projects.

Additional partners include: our farming community, the Alliance for the Chesapeake Bay, private-public partnership funding, the Center for Agricultural Conservation Assistance Training (CACAT) at Penn State Extension, and the State Conservation Commission.

Juniata CCD's Erosion and Sediment Control Program aims to prevent accelerated erosion from construction activities from entering our local waterways. .

JCCD reviews Erosion and Sediment Control Plans for both non-permitted and permitted National Pollutant Discharge Elimination System (NPDES) for activities associated with construction activities that are over 1 acre in size. After a plan and permit are issued, District staff complete inspections to verify that the plans are implemented according to plan.

In Pennsylvania, sediment is still the number one pollutant to our waterways. The program aims at keeping sediment contained on construction sites and requires stormwater controls to help protect our groundwater resources. The goals are met through rock construction entrances, silt sock, sediment traps, infiltration basins, and many other best management practices.

Everyone lives downstream! This is one of the many programs that keep Juniata County natural resources sustainable.

On Monday, 04/27, JCCD staff and partners with Juniata County USDA offices (FSA & NRCS) cleaned up 3.4 miles of roads in Juniata County! The cleanup was in partnership with PennDOT’s Adopt a Highway program and Keep Pennsylvania Beautiful’s Pick up PA program! In total, staff collected 24 bags of garbage along William Penn Highway and Horningtown Road!

Please help us keep Juniata County beautiful by holding on to your garbage until you find a proper disposal site! Thank you!

Juniata CCD helps municipalities with rural road drainage issues through the Dirt & Gravel Road Program!

Pennsylvania’s Dirt, Gravel and Low Volume Roads (DGLVR) Program provides funding to eliminate stream pollution caused by runoff and sediment from the state’s comprehensive network of unpaved and low volume public paved roads.

The program was enacted into law in April 1997 as Section 9106 of the PA Vehicle Code, with $5 million in annual funding for “environmentally sensitive road maintenance” for unpaved roads. The goal of the program is to create a more environmentally and economically sustainable low volume road network through education, outreach, and project funding. The program has grown to award $28 million statewide and added the low volume, paved road program in 2013.

JCCD receives annual allocations from the State Conservation Commission (SCC) to administer the program locally which includes technical assistance, project development, application reviews, project ranking, and construction oversight.

Applications are reviewed by the Quality Assurance Board (QAB), comprised of partners from Pennsylvania Fish and Boat Commission and Natural Resource Conservation Service (NRCS). Projects are awarded by the JCCD Board of Directors. JCCD works closely with the Center for Dirt & Gravel Road Studies for technical assistance and training opportunities.
