💧 Understanding Milliken’s Water Rates and New Water Meters

The Town of Milliken has released a statement to provide clear, factual information about recent utility bills, water rates, seasonal water use and the community-wide meter replacement project.

Residents who believe their bill may be incorrect are encouraged to contact Town Hall for an individual account review. Staff will review the account’s usage history, meter readings, billing period and applicable rate tier. Any verified billing or meter error will be corrected.

⚠️ IMPORTANT WATERSCOPE AND WATER-METER NOTICE

The WaterScope app is not yet ready for residential use in the Town of Milliken.

The Town is continuing to work with Metron to configure and test this new system and prepare accurate registration instructions.

When WaterScope is ready, residents will receive the information and step-by-step materials needed to create an account and connect to the correct meter.

Protecting the Town’s Water System
Water meters, meter pits, valves, wiring, meter seals, remote-reading devices, and related equipment are part of the Town’s water supply system. For your safety and the protection of this public infrastructure, residents must not enter, open, access, alter, operate, damage, move, disconnect, reconnect, or otherwise interfere with a water-meter pit or its equipment without Town authorization.

Milliken Municipal Code Section 13-2-40 makes it unlawful for an unauthorized person to:
• Trespass upon property of the Town’s water supply system;
• Tap a water main or make an unauthorized connection;
• Interfere with water-system property, equipment, mains, valves, hydrants, or other appliances;
• Change or alter the position of a valve or appliance regulating water flow;
• Tamper or interfere with a water meter, remote meter, wiring, meter seal, or meter bypass so that water use is not accurately recorded;
• Access or use water without permission after service has been discontinued; or
• Interfere with a Town employee performing duties necessary for the repair, maintenance, or operation of the water system.

Section 10-5-80 prohibits criminal tampering with utility property, including altering, obstructing, or interfering with a meter without authorization.
Section 10-5-100 prohibits damaging, moving, removing, destroying, or injuring property belonging to or controlled by the Town without authorization.
Section 13-2-420 provides that the Town maintains the water meter.

Potential Consequences
Unauthorized access, tampering, interference, damage, or reconnection may be investigated and could result in a citation requiring an appearance in Milliken Municipal Court.

Under Sections 1-4-20 and 2-4-120, a person convicted of violating the Municipal Code may be fined up to $2,650. The actual penalty in an individual case is determined by the Municipal Court.

Section 13-2-825 also establishes the following tampering fees for unauthorized reconnection of water service:
• First unauthorized access: $100 tampering fee;
• Second unauthorized access involving one or more of the same property owners: applicable reconnection fee plus a $200 tampering fee; and
• Third and subsequent unauthorized access: $300 for each subsequent reconnection.

These fees apply specifically to unauthorized reconnections and are separate from court fines, repair costs, reconnection charges, or other remedies that may apply.

Accounts Created Before the Official Launch
Any unauthorized residential WaterScope account created before the Town officially launches the app will be disabled.

Residents have not yet been provided with the information or authorization needed to connect an account to a water meter. Because information needed to establish an account may only be obtained by accessing the meter or meter pit, creating an account before the official launch may provide the Town with evidence that Town water-meter equipment was accessed without authorization.

If you have questions about your meter, water usage, or utility bill, please contact the Town of Milliken. Do not attempt to inspect, operate, adjust, or repair the meter equipment yourself.

đź’ł UPDATED NOTICE: CARD PROCESSING FEE

Effective September 1, 2026, the Town of Milliken will implement a 2.5% card processing fee on applicable electronic card payments.

ALL utility payments made by card are EXEMPT from the processing fee.

The Town incurs processing costs when accepting card payments. Rather than absorbing these costs into the Town's operating expenses and passing them along to all customers, the processing fee is paid by customers who choose to use an applicable card payment method.

The Durbin Amendment and Federal Reserve Regulation II regulate certain debit-card interchange fees charged or received by card issuers and payment networks. They do not establish a general federal prohibition against a local government charging a separate processing or convenience fee to a customer.

Customers who wish to avoid the card processing fee may use an available payment method that does not carry the fee, such as cash or check.

Starting September 1, a 2.5% processing fee will apply to all NONUTILITY credit and debit card transactions.

Here are the key details you need to know:
• 💡 Utility Bills Exempt: This processing fee does NOT apply to utility bill payments.
• 💳 Statement Line Items: Card transactions will show as two separate charges on your bank/card statement—one for your payment amount and one for the 2.5% fee.
• 💵 Fee-Free Alternatives: You can avoid this fee by paying via cash, check, or electronic bank transfer (ACH).

💧 NEW SMART METERS ARE HERE — WHAT TO EXPECT

The Town of Milliken has completed the installation of new Metron smart water meters throughout the community!

Have questions about your bill? We want to help.
Contact the Town of Milliken Utility Billing Department by phone or stop by Town Hall. Staff can review your account with you and, in person, show you the new system — including your water-use patterns, possible spikes, and whether usage appears to be coming from irrigation or household use.

đźš§ Temporary Closure: Ehrlich Lake Trail

The south side of Ehrlich Lake Trail will be temporarily closed beginning Wednesday, August 26, 2026, for a pipeline removal project being conducted by Western Midstream. The closure is expected to last approximately one week.

Please Note: All access points to the trail will be closed during this time, and the dock will not be accessible.

Public Works Advisory: Railroad Marking Installation

Public Works will continue installing pavement railroad markings at one crossing on Monday, August 24, 2026, from 8:00 AM – 3:00 PM.

Safety & Traffic Reminders:
Traffic will be reduced to one lane in work zones—please plan for minor delays.

Watch for flaggers and follow all posted safety signage.
