MILLSBORO POLICE DEPARTMENT • PRESS RELEASE

ARREST: Millsboro Man Charged Following Sexual Assault Investigation

On May 20, 2026, Millsboro Police responded to the Millsboro Village Apartments regarding the sexual assault of a minor.

Through a detailed investigation, detectives determined that 38-year-old Keith Cooper lured a 10-year-old victim into his residence and sexually assaulted the victim multiple times.

On June 3, 2026, Cooper was arrested and charged with the following offenses:
-Three counts of R**e 1st Degree
-One count of R**e 3rd Degree
-One count of Kidnapping 2nd Degree

Cooper was arraigned and committed to the Sussex Correctional Institution (SCI) in lieu of a $370,000 cash bail.

🚨 RELEVANT INFORMATION NEEDED 🚨This investigation remains active and ongoing. Evidence uncovered during the investigation suggests there may be additional victims.

🏀 Thank You for an Incredible 3v3 Basketball Tournament! 🏀

On Saturday, the Millsboro Police Department was proud to host our annual 3v3 Basketball Tournament, and what a great day it was! With 15 teams competing, the event was filled with friendly competition, sportsmanship, and community spirit.

We would like to extend our sincere appreciation to our sponsors whose support helped make this event possible:

If you’re looking for something meaningful (and a little challenging) to do this summer, the Millsboro Police Department is hosting its Youth Academy—and we’re now accepting applicants.

This program gives students the opportunity to work alongside officers, build confidence, and learn valuable real-world skills in a structured, team-focused environment.

One trend that stands out in this data is the increase in Part III offenses while serious crimes continue to decline.

Part III offenses are typically lower-level issues such as ordinance violations, traffic-related complaints, and quality-of-life concerns. While some may see these as “minor” problems, addressing them early is often what helps prevent more serious crime from taking hold in our community.

At the Millsboro Police Department, we believe proactive policing matters. When officers stay engaged with the smaller issues, build relationships with residents, and maintain a visible presence in our neighborhoods, it creates an environment where more serious criminal activity is less likely to occur.

The continued reduction in Part I and Part II crimes reflects the hard work of our officers, town staff, and community members working together every day to keep Millsboro safe.
