The Douglas County Board of Commissioners is now accepting applications from residents interested in serving on volunteer advisory boards. These advisory boards provide valuable input to the Board of Commissioners on a wide range of issues that directly affect the community. 🙌

Eligibility requirements vary depending on the board; however, all applicants must be residents of Douglas County. Current vacancies include:
👉 911 Surcharge Advisory Committee – 2 positions (1 term expiring Dec. 2027; 1 Local Exchange Carrier Representative, term expiring Dec. 2027)
👉 Planning Commission – 1 position (Partial term expiring Dec. 2027)
👉 Vacation Home Rental Advisory Board – 1 position Non-Permit Holder in the Tahoe Township (within a residential community where VHR permits are allowed, and the member must physically reside at the residence for at least six months during a calendar year)

Douglas County officials are recommending that the Board of County Commissioners take no action at this time on the proposed Stormwater Utility ordinance and rate structure currently scheduled for May 28, 2026, in order to allow additional time for modification of the proposed ordinance, rate structure, and implementation framework. Staff further recommends the establishment of a Stormwater Utility Task Force to assist the County Manager in evaluating options and developing recommendations responsive to community concerns. County staff emphasized that long-term investment in stormwater infrastructure and flood mitigation remains necessary to address drainage challenges, protect public safety, and maintain eligibility for future grant funding opportunities. However, staff concluded that additional review is warranted to ensure the proposed utility structure is fair, transparent, affordable, and responsive to community concerns.

During the course of the public review process, residents and stakeholders expressed concerns regarding:
• Affordability and proportionality of rates
• Classification and calculation of impervious surface areas
• Long-term accountability and oversight of revenues
• Questions regarding implementation timing and process
• Perceived inequities among ratepayer groups
• Concerns regarding future rate escalation
• The relationship between development, growth, and infrastructure funding responsibilities
• Perceived benefits of the utility

“Residents have made it clear they want greater participation in shaping any long-term stormwater funding solution,” said Jenifer Davidson, Douglas County Manager. “Staff believes additional collaboration and evaluation will result in a more balanced and durable framework that better reflects community priorities while continuing to address the County’s critical infrastructure needs.”

As part of the recommendation, staff plans to establish a Stormwater Utility Task Force consisting of community stakeholders, residential property owners, business representatives, agricultural interests, technical experts, and other affected parties. The Task Force will assist in reviewing:
• Utility governance and oversight;
• Budget and operational requirements;
• Proposed rate methodologies and alternatives;
• Service level expectations;
• Potential credits and affordability measures; and
• Long-term implementation strategies.

The County Manager’s Office expects to bring forward a proposed framework for the Task Force during the June 4, 2026, Board of County Commissioners meeting, including recommendations regarding the membership and role of the Task Force for Board discussion and direction.

Additionally, under the current recommendation:
• Several agenda items related to the Stormwater Utility program, capital planning, and related infrastructure planning efforts on the May 28th agenda would be referred back to staff for additional evaluation and future consideration.
• Proposed Ordinance 2026-1670 establishing the Stormwater Utility and Resolution 2026R-033 establishing utility rates will still be presented during the May 28th public hearing to allow the Board and staff to continue receiving public comment and feedback. While the board may discuss these items, ask questions, and respond to public comment, staff will recommend no action be taken to adopt the ordinance or rates for the Stormwater Utility at this time.

The Board of County Commissioners is expected to discuss the staff recommendations for the Stormwater Utility at its upcoming meeting on May 28, 2026.

Following significant public feedback regarding the proposed Stormwater Utility rates, County staff will present an additional option for consideration by the Board of County Commissioners aimed at improving fairness, predictability, and public confidence in the program.

The proposed adjustment would eliminate the highest residential rate tier currently included in the draft rate structure and instead cap single-family residential properties at the existing “Large” tier, representing a maximum of 15,000 square feet of impervious surface area for billing purposes. If adopted, rates for a single-family residential ratepayer would be capped at $22.30 per month for all three components of the rate (base, local, and capital surcharge) combined. The recommendation comes after the County released proposed parcel-level rates and launched an interactive online mapping tool that allowed property owners to view estimated charges associated with individual parcels. While many residents expressed support for the need to address stormwater infrastructure, flooding, and regulatory requirements, the County also received substantial feedback regarding the magnitude of rates assigned to some larger residential properties.

County staff acknowledges that some proposed rates exceeded public expectations discussed earlier in the process and recognizes the frustration expressed by members of the community.

“The County recognizes that trust is built through transparency, responsiveness, and a willingness to adapt when concerns are raised,” said County Manager Jenifer Davidson. “Public feedback has meaningfully shaped this discussion, and the County remains committed to working collaboratively with ratepayers and the Board of County Commissioners to develop a stormwater utility program that is equitable, understandable, and sustainable over the long term.”

The County emphasized that the core purpose of the Stormwater Utility remains unchanged: creating a sustainable and dedicated funding source to maintain aging drainage infrastructure, implement the Douglas County Stormwater Master Plan, improve water quality, and comply with state and federal stormwater regulations.

Staff believes the revised option strikes a better balance between the County’s long-term infrastructure needs and concerns regarding affordability and proportionality.

The Board of County Commissioners is expected to discuss the proposed adjustment at its upcoming meeting on May 28, 2026.
