Tonight, the people of the Twin Cities were awarded the prestigious 2026 JFK Profile in Courage Award! Our neighbors were recognized for risking their lives to protect our neighbors and immigrant community members. I’m deeply appreciative of our neighbors, patrollers, observers, watchers, and everyone who helps with mutual aid.

I also think it’s important to acknowledge our immigrant neighbors who have resisted, shown courage, and persevered in the face of a devastating occupation.

I want to thank Carolina Ortiz, Imam Yusuf Abdulle, Natalie Ehret, and Zena Stenvik for receiving this award on behalf of the Twin Cities.

On Sunday, street entrepreneurs/vendors, many volleyball players, and neighbors cleaned up Powderhorn Park and 5 blocks surrounding the area. 30 bags of trash were collected, and they are interested in doing regular cleans-ups moving forward. If people are interested in joining in the future, please let me know.

I’m proud of this initiative they took on. They are active and caring members of our community. They care about our park and do work to benefit our community.

They have also heard the concerns coming from neighbors and want unity and support in finding pathways to street entrepreneurship. My office is working closely with staff to address this.

Eid Mubarak! Wishing everyone celebrating a peaceful and happy Eid al-Adha. I am also saddened to hear about the killing of Khalid today in the parking lot outside the Canterbury Park Expo Center, while he was attending a prayer service.

Dear neighbor,

Myself, Council Member Aurin Chowdhury , Majority Leader Aisha Chughtai, and Vice-President Jamal Osman, are excited to announce the Law Enforcement Agency Agreements Accountability ordinance that is being brought forward to the Public Health, Safety and Equity committee for a public hearing on June 3, 2026, at 1:30PM (350 S. 5th St., Minneapolis, MN 55415 - Room 380, City Hall).

This ordinance prohibits the city from entering or amending any law enforcement joint powers agreement (under Minn. Stat. § 471.59) with any agency unless that agency’s officers are prohibited from concealing their identity while performing activities under the agreement within the city of Minneapolis. The prohibition applies regardless of dollar amount. The prohibition will contain exceptions like wearing a shield or eye protection that does not conceal the officer’s face to protect the officer’s face or eyes from harm, among others.

When law enforcement agencies allow officers to obscure their identities, it erodes the trust that is necessary for effective law enforcement, and it harms the general welfare of the residents of the city. Across the country, law enforcement officers respond to calls in full uniform, including calls to dangerous situations, or situations that may threaten their well- being, and do so without relying on a facial covering to obscure their identity. Masked law enforcement makes accountability nearly impossible when misconduct occurs and creates dangerous confusion. This ordinance is needed to build trust.

I understand that this is not everything the community is asking for, but it’s a start, and I’m committed to continuing to find ways to support our neighbors. The occupation of Minneapolis by the federal government served as a reminder of the need for transparency within all law enforcement agencies and how we can do things better here in Minneapolis. This is a step towards addressing that while understanding that more needs to be done.

I want to thank Director Amanda Harrington for the invitation to walk with the violence interrupters on the East Lake Street corridor. It was great to see the work of TOUCH Outreach and the passion they have to help address community safety concerns.

Chief O’Hara has resigned as Chief of Police for the Minneapolis Police Department. Mayor Frey has known about complaints surrounding his nomination for months. Including overspending and findings from after-action reviews.

There wasn’t discipline for this previously, nor was he put on administrative leave. He still brought him forward and told the council we needed to be “clear-eyed about the consequences” of not supporting the nomination.

Under Mayor Frey’s leadership, we have seen a consistent lack of accountability at MPD and this was no different. My hope is that Mayor Frey will work with the City Council in finding a new Chief and Commissioner for the Office of Community Safety.

Six years ago, George Floyd was murdered by the Minneapolis Police Department. This injustice caused a worldwide racial reckoning and highlighted the disparities facing Black residents. These issues are still prevalent today and they must be addressed.

His murder by MPD initiated immediate investigations. It found that the City of Minneapolis and MPD engage in a pattern or practice of race discrimination in violation of the Minnesota Human Rights Act. Additionally, the U.S. Department of Justice found MPD to engage in a pattern or practice of conduct in violation of the U.S. Constitution and federal law.

Sadly, the city’s independent monitor confirmed MPD did not meet all of its year one goals which has severe implications. Progress has been held back by poor coordination, communication failures from leadership, and unfilled vacancies in accountability units. This needs to change.

My heart is heavy today. I think about George Floyd, his family, our community, and the desperate need for police accountability and justice. I think about how policing as an institution has not fundamentally changed despite troubling findings. I think about how Black, Brown, and Indigenous people have to act when they are stopped by the police in hopes that they will make it out alive. I think about how his murder is used to push for shiny new training facilities for police instead of investment in community. I think about how we all felt on May 25, 2020, and remind us what is needed to truly bring justice into this world.

As I began drafting this message I was thinking about what has changed as a result. But I also think about how the city has been more focused on policing as an institution than reform. It has set record-setting salary increases for MPD, it codified its coaching practices via the police contract, and has handed out millions in taxpayer settlements because of police violence.

I hope today reminds us of the real work that is needed for police accountability and the desperate investment needed to address the disparities facing our Black communities.

On Thursday, the Minneapolis City Council voted to give authority to Minneapolis Animal Care & Control (MACC) to establish a “Sponsor a Kennel” program. This will help generate community-supported funding for the care and enrichment of animals in its custody.

Under this program, individuals and businesses would be allowed to donate money to sponsor a kennel or cat condo for one year. Sponsors would have a personalized plaque posted on the kennels in recognition of their partnership. Through this program, donors will help offset the growing cost of providing essential care to the animals in MACC’s shelter, including:

* Veterinary services
* Enrichment toys
* Other supplies not covered by the City’s annual budget

These services are instrumental in furthering MACC’s successes as they work to help as many animals as possible and to maintain a No-Kill status as a shelter.

MACC Pack will lead this effort from start to finish: accepting the donations, acquiring and hanging the signage, and following up with the donor to share when an animal successfully found its forever home.

On Thursday, the Minneapolis City Council approved a Joint Powers Agreement with the Hennepin County Attorney’s Office to provide funding for a full-time advocate dedicated to assisting survivors of domestic violence in Minneapolis through the Domestic Abuse Service Center (DASC). The advocate will educate individuals experiencing domestic violence about the criminal and civil justice system to eliminate barriers and address a lack of system coordination that prevent survivors from participating in the justice system itself.

This was created to respond to the needs of victims of domestic violence through a trauma informed lens, delivered by a diverse and inclusive staff that reflect the communities they serve. This will provide help, guidance, and support in one centralized location for survivors. Services include advocacy, filing orders for protection, connecting with prosecutors, and legal consultation and representation from pro bono attorneys.

Sincerely,

Jason Chavez

Minneapolis has officially earned its renewal of its UNICEF Child Friendly City designation, making it the first U.S. city to achieve this milestone.

A Child Friendly City designation recognizes a city’s progress in advancing child rights and commits the City to eliminating discrimination against children through local government policies and actions. It also fosters inclusive participation by engaging young people through child and youth councils and reflects a comprehensive process that includes community assessment, development of a detailed Local Action Plan, and meaningful implementation of that plan.

As the Chair of the Public Health, Safety, and Equity Committee, I looked forward to ensuring the city’s second Local Action Plan comes to fruition to ensure that children and youth in Minneapolis live in the best city.
