Association of California Cities, Orange County ACC-OC represents the interests of Orange County cities on regional public policy issues.

Our mission at the Association of California Cities โ€“ Orange County (ACC-OC) is to provide Orange Countyโ€™s 34 cities a powerful, regional voice on the public policy issues of today and tomorrow. We achieve this mission through: education that empowers, policy that is collaborative and advocacy that is service-oriented.

Next in our 2026 Board of Directors series, the Association of California Cities โ€“ Orange County is proud to introduce our Large City Representative, Hon. Norma Campos Kurtz, Council Member for the City of Anaheim.

First appointed to the Council in 2023 and elected in 2024, Council Member Campos Kurtz represents District 4 in central-south Anaheim, including the neighborhoods around The Anaheim Resort. A longtime Anaheim resident, she brings decades of public service and policy experience to local government, having previously served as District Director for former State Senator Joe Dunn and former Assemblymember Tom Daly, as Vice President of the California Medical Association, and as Director of Workforce and Economic Development for the Orange County Labor Federation.

Before joining the Council, she served on the Anaheim Public Utilities Board and spent eight years on the city's Housing and Community Development Commission. Her work on the Council is focused on addressing homelessness, expanding affordable housing, strengthening public safety, and supporting senior and neighborhood programs across Anaheim.

Get an inside look at the agencies shaping Orange Countyโ€™s transportation future. Join ACC-OCโ€™s Transportation & Infrastructure Committee, chaired by Hon. Patrick Harper, Council Member for the City of Fountain Valley, for our next BOLD Program: an exclusive Executive Briefing with the Transportation Corridor Agencies (TCA).

This session offers a comprehensive look at TCA's role in OC's transportation infrastructure and the key initiatives driving the region's mobility and economic future. You'll hear an overview of TCA's mission and governance, updates on capital programs, toll operations, and regional partnerships, and TCA's strategic plan, plus a tour of the Tomato Springs Toll Plaza to see TCA's toll technology first-hand. Lunch will be provided.

This program is ideal for elected officials, city managers, municipal and county staff, transportation and public works departments, planners, and other regional stakeholders engaged in infrastructure, mobility, and public policy across OC.

Today, ACC-OC commemorates Juneteenth, a significant milestone in our nationโ€™s continuing pursuit of freedom, equality, and opportunity for all.

On June 19, 1865, news of emancipation reached the last enslaved African Americans in Galveston, Texas, marking a pivotal moment in American history.

As we reflect on the meaning of Juneteenth, we recognize the importance of civic engagement, inclusion, and the shared responsibility of building stronger communities. ACC-OC remains committed to working alongside our member cities to advance opportunity, representation, and a brighter future for all.

ACC-OC welcomed Orange County elected officials and members to a special Better Opportunity for Learning and Development (BOLD) program on June 10, offering an exclusive behind-the-scenes look at OCVIBE, one of the largest privately funded development projects in Southern California.

Hosted by ACC-OC's Economic Development & Tourism Committee, chaired by Irvine Vice Mayor James Mai, the program began at the ARTIC Transit Center in Anaheim with welcome remarks by Anaheim Councilmembers Norma Campos-Kurtz and Kristin Maahs, followed by a project overview presentation by Matthew Hicks, Vice President of Public Affairs for OCVIBE. Attendees learned about the vision, scale, and long-term economic impact of the transformative $5 billion development before participating in a guided construction tour of the site.

Backed by the Samueli Family, OCVIBE will reimagine the 100 acres surrounding the Honda Center into a vibrant mixed-use destination featuring residential neighborhoods, dining, entertainment, office space, public gathering areas, and world-class venues. The first phase of the project is expected to open to the public in early 2027.

The BOLD program provided participants with valuable insight into one of the most significant private investments in the region's history and highlighted the role innovative development projects play in shaping Orange County's economic future.

ACC-OC extends its appreciation to the OCVIBE team for hosting this informative program and providing members with a firsthand look at this exciting project.

ACC-OC member city Fountain Valley kicks off its annual FV Summerfest this Thursday, June 18, with four days of community fun running through Sunday, June 21 at the Fountain Valley Sports Park. What began in 2009 as a local car show has grown into one of central Orange County's largest community events, bringing thousands of residents from Fountain Valley and surrounding cities together for carnival rides, live music, food, and family fun.

This year's festival features a packed lineup on the Floor & Decor Stage, carnival rides and games in the Fun Zone, a community performance stage, food courts, and craft vendors. Opening Thursday includes the festival's popular $3 Ride Night, with programming running into the evening on Friday and Saturday before wrapping up Sunday afternoon.

Organized by the Summerfest Committee in partnership with the Fountain Valley Recreation Center, Summerfest is a great example of how an ACC-OC member city brings people together and keeps civic life vibrant.

The Association of California Cities - Orange County is proud to continue introducing our 2026 Board of Directors with our Legislative & Regulatory Committee Chair, Hon. Bob Ruesch, Council Member for the City of Mission Viejo.

A longtime Mission Viejo resident, Council Member Ruesch was elected as the first representative for the cityโ€™s new District 1 in 2022 and served as Mayor in 2025. He brings decades of leadership experience to local government, having founded five businesses, held executive roles across the private sector, and served on a Presidential Task Force during the Reagan administration.

Prior to joining the City Council, he served on the Community Services Commission and the Planning and Transportation Commission, where he participated in the cityโ€™s acquisition of the Oso Creek Golf Course. He also serves as Vice Chair of Operations on the Orange County Fire Authority Board of Directors and as President of the Orange County Mosquito and Vector Control District.

Congratulations to the Orange County Council of Governments (OCCOG) board and staff on a very successful 2026 Annual Conference this week. ACC-OC Executive Director Kris Murray, Director of Member Services Kathryn Morrison, and Director of Legislative Affairs Wendy Strack attended the event, where regional leaders, transportation experts, and technology innovators came together to explore the future of mobility and community infrastructure.

This yearโ€™s conference focused on emerging technologies shaping Orange County and beyond, including autonomous vehicles, advanced air mobility, wildfire response innovation, and evolving transportation solutions to meet growing community needs. The event provided valuable insight into how local governments can prepare for rapid technological change while continuing to build safe, connected, and resilient communities.

The Association of California Cities โ€“ Orange County is proud to continue introducing our 2026 Board of Directors with our 2nd Vice President, Hon. Crystal Miles, Council Member for the City of Villa Park.

First elected to the Villa Park City Council in 2018 and re-elected in 2022, Council Member Miles also served as Mayor in 2021. She brings a distinctive blend of scientific, business, and community leadership experience to her role, with a background in biomedical research and tumor immunology and years of experience co-operating an Orange County wholesale distributing business.

A longtime Villa Park resident and active community volunteer, she has served as Governance Chair for the Villa Park Community Services Foundation and Vice Chair of the Bridges at Kraemer Place Advisory Commission, supporting one of Orange Countyโ€™s key homeless shelter and services programs. She currently serves as Chair of the Orange County Status of Women and Girls Commission and previously served as Chair of the Orange County Older Adults Advisory Commission. She also served for six years as a Trustee of the Orange County Mosquito and Vector Control District (OCMVCD).
