🚨 THE CHIEF COMPLAINT 🚨

Wayne Dolcefino Consulting latest investigation raises serious questions about Mission Police Department Chief Cesar Torres.

Let’s be clear: leadership matters. A badge and a title do not erase a history of conflict or ongoing concerns about how officers are treated.

The same issues that generated controversy during Torres’ previous leadership are now being raised by officers in Mission. Texas law enforcement deserves chiefs who earn the trust of their officers through integrity, accountability, and leadership—not division.

As the Voice of Texas Law Enforcement, TMPA will continue standing with our members and demanding accountability from anyone entrusted with leading them.

City of Mission / Mission Police Statement
3:52 pm- Jan 21, 2026.

At approximately 2:04 p.m., Mission Police Department officers received a call reporting a kidnapping in progress at 121 South Shary Road at IBC Bank.

During the response, one individual in a white vehicle opened fire at officers and struck several police units and surrounding buildings. Officers returned fire, striking one individual, who was transported to a local hospital. The individual’s condition is currently unknown. A second individual was apprehended by Mission Police with no injuries.

One Mission police officer was transported to the hospital for observation. The officer is expected to be okay.

The Mission Police Department is handling the kidnapping investigation. The victim is currently cooperating with the Mission Police Department.

Per protocol, the Texas Rangers are investigating the officer-involved shooting.

At this time there is no threat to public safety.

The investigation is ongoing.

Differences set aside & coming together for our police department and our members. In the past few months we’ve lost 19 officers for jobs that pay less than we do. It’s not a department issue it’s a leadership one.

$2,523,996.76 over budget & actual number of OT that our Mission FD put out last year. During that same time our Mission Police Officers were not allowed to submit any overtime.

More too come on this issue but last we checked. Nobody moved to a city because they have a nice Fire Department.
