Stanislaus Council of Governments StanCOG is the Regional Transportation Planning Agency for Stanislaus County in California

StanCOG is the Metropolitan Planning Organization (MPO) for the Stanislaus Region as designated by the federal government, and the Regional Transportation Planning Agency (RTPA) as designated by the State of California. An MPO/RTPA is a public organization that works with local governments and citizens in its region by dealing with issues and needs that cross city and county boundaries. StanCOG is

a council of city and county governments comprised of the Cities of Ceres, Hughson, Modesto, Newman, Oakdale, Patterson, Riverbank, Turlock and Waterford, and the County of Stanislaus, that was established in 1971 by a Joint Powers Agreement (JPA) to address regional transportation issues. It is responsible for developing and updating a variety of transportation plans and for allocating the federal and state funds to implement them. While regional transportation planning is its primary role, StanCOG is also involved in other issues that affect the entire region such as air quality. StanCOG provides the forum that brings mayors, city council members and county supervisors together to work on regional issues in a setting that promotes the involvement of the public in the planning process for the Stanislaus region.

Every four years, the FHWA and the FTA jointly complete this type of review, and we invite the public to share written comments with us by email on how to improve the StanCOG regional transportation planning process.

The public comment period will be open for 45 days. Written comments will be accepted beginning Monday, August 17, 2026, through Wednesday, September 30, 2026, by email. Please submit comments to [email protected].

The Stanislaus Council of Governments invites you to attend our public hearing on the 2026 Regional Transportation Plan, Sustainable Communities Strategy, 2027 Federal Transportation Improvement Program, Air Quality Conformity Analysis, and Environmental Impact Report.

The 2027 FTIP is a near-term listing of capital improvement and operational expenditures utilizing federal and state monies for transportation projects in Stanislaus County during the next four years. The 2026 RTP/SCS is the region’s long range transportation plan through 2049 and is an update to the 2022 RTP/SCS. The accompanying Conformity Analysis contains the documentation to support a finding that the 2027 FTIP and 2026 RTP/SCS meet the air quality conformity requirements for ozone and particulate matter.
