The City of Moline Community & Economic Development Department includes business resources, zoning and land development, property management and housing programs. Customer Assistance:
Whether it is opening a new business, land use planning, transactions regarding City-Owned property, buying a first home, or making emergency home repairs for those in need of assistance, among other things, the City

of Moline's Community & Economic Development Department professionals and technicians are committed to assisting all customers to achieve their goals. With an eye toward continuous improvement of our community and the services we provide, we look forward to the opportunity to assist you. Business Assistance:
The City of Moline works with various organizations at the local and state level to respond appropriately to requests for assistance. With its partners, the city can respond to requests for small business development, workforce development issues, financing, and other issues. In addition, depending on the location and if the business qualifies, the City can provide tax increment financing (TIF) assistance, façade improvement assistance, enterprise zone benefits, and low interest secondary financing loan programs. The Land Development Division responsibilities include:
•Assisting with land use planning
•Monitoring development activity throughout the community
•Administering development related codes - zoning code, subdivision code, sign code, and flood hazard prevention code
•Coordinating the annexation of new territory
•Providing technical and professional support to the Moline Plan Commission and Zoning Hearing Officer

Property Management Division:
The Property Management functions of the City of Moline encompass property transactions and maintenance for City-Owned property and public right-of-way. The City must also manage all public right-of-way throughout the City, through permitting, licensing and in some cases vacating or dedicating right-of-way. Housing Programs:
The housing programs office of the Community Development Division focuses on providing safe, decent, affordable housing. Maintaining and enhancing the City’s housing stock is seen as a foundational component of stabilizing local neighborhoods and enhancing the community’s overall quality of life. By extending the life of the local housing stock and expanding the availability of affordable housing, we believe we are making significant contributions towards a more sustainable community. Location and Staff Availability:
We are located on the first floor of Moline City Hall and open Monday through Friday from 7:30 am to 5:00 pm. Division hours vary. Land development (zoning) staff are generally available from 7:30 am - 4:30 pm. Administrative, economic development, property management, and community development staff are available from 8:00 am - 5:00 pm. The City of Moline Community & Economic Development Department strives to create a healthy and strong city community with beautiful neighborhoods and a thriving economy. The department provides a full array of economic development, planning and zoning, and neighborhood and housing improvement services and programs.

📍 Wrapping Up National- Community Development Week 2025 |

As we close out National Community Development Week, we’re proud to spotlight the impactful work of Moline’s Community Development Division and our Community Development Manager—where commitment, collaboration, and compassion come together to strengthen our community.

KJ plays a important role in coordinating the City’s housing and neighborhood initiatives, all with a focus on enhancing quality of life for Moline residents. Through the administration of the Community Development Block Grant (CDBG) and other funding sources, the division supports a wide range of efforts—from housing rehabilitation and contractor outreach to environmental compliance and small business assistance. Each program is built through careful analysis of community needs and delivered with support from local, state, and federal partners.

✔ Affordable housing rehabilitation for low- to moderate-income families
✔ Local contractor outreach and workforce development
✔ Environmental compliance to ensure community safety
✔ Grant funding access for residents and small businesses

📣 Team Spotlight: Meet Tara Osborne! - Hello, Moline! 👋

Behind every successful community initiative is a strong financial foundation—and at the heart of ours is Tara. As the financial backbone of the Community and Economic Development Department, she plays a critical role in ensuring our CED projects and programs are not only visionary but also fiscally sound. With a deep well of financial expertise, Tara skillfully administers the financial management of multiple federal and state grants, special service areas, Tax Increment Finance (TIF) Districts, and Business Districts.

Her role extends far beyond balancing budgets. From preparing detailed monthly, quarterly, annual, and ad hoc financial reports to developing the department’s annual budget, her work ensures transparency, accountability, and long-term sustainability. She also serves as a key liaison for the City’s Façade Improvement Program and Revolving Loan Fund Program, helping local businesses access the resources they need to thrive.

Tara doesn’t just manage the numbers—she empowers our city’s future through them.

“When you walk through the City and see children laughing on brand-new playgrounds, neighbors strolling safely along freshly paved sidewalks, or a once-forgotten street transformed with new lighting and landscaping — all made possible through CDBG funding — the impact is clearly visible. 📣 Team Spotlight: Meet Bettinna Diaz! - Hello, Moline! 👋

“I have to start by saying—I truly love my job! I feel incredibly privileged to work for the City of Moline as a Bilingual Community Development Program Coordinator, where every day brings something new and meaningful.”

Meet Bettinna Diaz, our Bilingual Community Development Program Coordinator! Bettinna supports a range of federally funded programs that assist Moline residents with everything from home repairs and rental assistance to food access and homeownership. She also provides translation services and helps ensure city resources are accessible in multiple languages 🌍

Whether she’s guiding residents through applications, supporting grant work, or ensuring projects meet federal regulations, Bettinna’s passion shines through. “Helping someone in need is the most rewarding part of it all,” she says. No two days are the same—and she wouldn’t have it any other way!

Our Community Development team has seen exciting growth over the past year, and this week we’re introducing (and reintroducing!) the amazing people behind the work we do.

First up, please help us welcome the newest member of the team: Jessica Anderson, Community Development Program Coordinator!

Jessica helps coordinate and implement grant-funded programs, manages intake for housing initiatives, connects residents to services, and supports future funding efforts. We're excited to have her on board!
