Did you know Warren County, IL was formed on January 13, 1825? A county government was later organized in 1830, with Stephen S. Phelps being elected as the first Sheriff of Warren County.

To observe the 200th year of Warren County’s existence, Warren County Deputies selected a commemorative badge to be worn by members of the Sheriff’s Office during this bi-centennial year. The badges were purchased individually by the deputies (personal funds, NOT tax dollars) and will be retained by the member when the badge is retired at the end of the year. Happy 200th birthday Warren County!

The Warren County State’s Attorney’s Office (WCSAO) has received reports of unsolicited offers to purchase “vacant land” (farm land) from several landowners in Warren County, which have raised consumer protection concerns. The organization making the offers identifies itself as a nationwide real estate investment company prepared to pay cash for land. The offers are accompanied by a “Purchase Agreement” intended to bind an owner to sell the property at the price offered. While no available evidence indicates that the solicitations are in any way illegal, the WCSAO urges citizens of Warren County to be cautious of unsolicited offers of any kind.

While not apparently fraudulent, illegitimate, or criminal in nature, the specific solicitations of which the WCSAO is aware may be fairly described as “unconscionable;” offering to pay owners a small fraction of the true value of the land. While most landowners will immediately recognize the terms as obviously “unfair,” others may be vulnerable to being taken advantage of, even though no criminal fraud has taken place.

Parties are free to buy and sell property at prices that do not reflect “fair market value,” which is not, by itself, criminal. Failure to exercise due care could be a costly mistake for landowners who later feel they have been unfairly taken advantage of, or “scammed.” Anyone receiving unsolicited purchase offers is urged to proceed with caution. In the absence of criminal behavior, this office is unable to charge anyone for merely making an unfair contract. It is up to the citizens of Warren County to beware of unscrupulous offers.
