On August 20, 2026, at approximately 6:11 p.m., the Monroe Public Safety Department responded to E. Elm Avenue near Tremont Street for a motorcycle crash involving a 2015 Yamaha motorcycle and a 2025 Ford F-150. Upon arrival, officers learned the motorcyclist had already left the scene and was reportedly being transported to a hospital by the driver of the Ford F-150. Due to the reported severity of the motorcyclistโ€™s injuries, the Monroe Police Crash Reconstruction Team responded to investigate.

The preliminary investigation indicates the Yamaha motorcycle was traveling westbound on E. Elm Avenue approaching Tremont Street, where the Ford F-150 was stopped in the roadway, also facing westbound. The motorcyclist attempted to stop and laid the motorcycle down, resulting in serious injuries. The driver of the Ford F-150 then transported the injured motorcyclist from the scene. Approximately two hours after the crash, the motorcyclist arrived at a local hospital.

The motorcyclist was identified as a 60-year-old Monroe man and is reportedly in stable condition. He was not wearing a helmet at the time of the crash. As a result of the preliminary investigation, charges of Driving While License Suspended (DWLS) and Leaving the Scene of an Injury Crash are being sought against the motorcyclist. He was also cited for Operating a Motorcycle Without a Cycle Endorsement and Failing to Stop Within an Assured Clear Distance.

The driver of the Ford F-150 has not been identified.

The crash remains under investigation. Monroe Police are asking anyone who witnessed the crash, observed either vehicle before or after the incident, or has information that may assist investigators to contact Cpl. Smithers at 734-243-7500 ext. 7569.

Today, we remember Monroe Police Department Officer Oscar Reinhardt.

Officer Oscar Reinhardt gave his life in the line of duty on August 19, 1923

It was 8:00am on Sunday morning, August 19th, 1923. Officer Reinhardt was patrolling the streets of Monroe on his motorcycle when he noted an automobile southbound on Monroe Street in excess of 50 MPH. Officer Reinhardt gave chase and stopped the speeding vehicle on Monroe Street near what is now Jones Avenue.

Unknown to Officer Reinhardt, the four occupants of the vehicle had robbed a roadhouse in Detroit at 3:00am that morning. During that robbery, five patrons of the roadhouse were shot. The Essex Touring car they were riding in was also stolen.

It is believed that while speaking with the occupants of the vehicle, Officer Reinhardt attempted to get a paper & pencil from his pocket. One of the occupants fired a shot, striking Officer Reinhardt in the abdomen. Although mortally wounded, Officer Reinhardt returned fire, striking the front seat passenger in the head.

After the shooting, Officer Reinhardt lay dying in the street until found by a passing motorist. He was rushed to the hospital by the motorist, but died of his wounds two hours later.

The assailants of Officer Reinhardt abandoned their car in LaSalle, MI and took refuge in the swamps surrounding Lake Erie. Within hours of the shooting, Herman Sokoloff (25) of Brooklyn, NY was arrested on Dixie Hwy. in LaSalle.

After an extensive investigation by Sheriff Frank Gessner. Herman Sokoloff and Jesse Bunker (34) of Boston, Mass. Were charged with the shooting. Bunker was convicted of an unrelated shooting in Detroit and sentenced to prison. At the time of his incarceration, Bunker still carried the bullet wound inflicted by Officer Reinhardtโ€™s return fire.

On April 16, 1924, Herman Sokoloff stood trial in a Monroe County Circuit Court. It took a jury 43 minutes to find him guilty of First-Degree Murder. He was sentenced to life in prison.

At the time of his death, Officer Reinhardt was a four-year veteran of the Monroe Police Department. His wife, mother, father, brother, and a sister survived him. He was a veteran of World War I and was laid to rest at Woodland Cemetery in Monroe with full military honors.

๐’๐‚๐€๐Œ ๐€๐‹๐„๐‘๐“: Callers Impersonating Local Law Enforcement

Monroe Public Safety Director Chad J. Tolstedt and Monroe County Sheriff Troy Goodnough are warning residents about recent phone scams involving callers identifying themselves as representatives of local law enforcement agencies.

In one recent incident, a caller claimed to be a corrections sergeant and requested money to get someone out of jail. Other callers have used Director Tolstedtโ€™s name or claimed to represent the Sheriffโ€™s Office to make their scams sound legitimate.

Scammers may tell you:
โ— A family member is in jail and needs bail money.
โ— You have an outstanding warrant or missed jury duty.
โ— You must pay immediately to avoid arrest.

They often request payment through gift cards, cryptocurrency, wire transfers, or payment apps. Some even use the names of actual employees or manipulate caller ID to make the call appear legitimate.

Neither agency will call and demand immediate payment using these methods to
prevent an arrest or secure someoneโ€™s release from jail.

If you receive a suspicious call, hang up. Do not send money or provide personal
information. Contact one of the following numbers directly:

Public safety is serious work โ€” but every once in a while, we like to have a little fun too.

Last year, local photographer and artist Ken Stumpmier โ€” Lens Ninja โ€” worked with our officers on several photo projects. Along the way, we had the idea to recreate some classic police movie and TV posters using our own officers.

The Untouchables. Blue Bloods. Letโ€™s Be Cops. Brooklyn Nine-Nine... and Tombstone.

While we had some fun with these, these photo sessions also captured many of the men and women of Monroe Public Safety doing the real work they do every day. In fact, youโ€™ve probably seen some of Kenโ€™s photography in several of our recent posts.

Weโ€™re fortunate to have some incredibly talented local artists right here in Monroe, and Ken is certainly one of them. Follow the Lens Ninja (Ken Stumpmier ) and check out his work.

Lieutenant Terese Herrick began her career with the City of Monroe in August 2001, serving with what was then known as the Monroe Police Department. During 15 years on road patrol, she served as a Field Training Officer, Evidence Technician, Bicycle Officer, and Honor Guard member. She later served as a road patrol sergeant before being promoted to Lieutenant in 2016.

Lieutenant Herrick earned an Associate Degree in Criminal Justice from St. Clair County Community College, graduated from the Macomb Police Academy, completed the Monroe County Fire Academy earning Firefighter I and II certification, and graduated from Eastern Michigan Universityโ€™s School of Police Staff and Command Executive Leadership Program.

Throughout her career, Lieutenant Herrick received numerous awards and recognitions, including Monroe Police Department Officer of the Year in 2010, the Monroe Public Safety Department Medal of Honor and Purple Heart in 2020, recognition from POAM and the Michigan Association of Chiefs of Police that same year, the American Red Cross Law Enforcement Hero Award in 2005 for a River Raisin water rescue, and the United Way Law Enforcement Hero Award in 2021.

In her most recent role as Administrative/Professional Standards Lieutenant, she oversaw the Records Bureau, accreditation and policy management, the Community Policing Office, and public safety planning for many City special events. She was instrumental in the department earning its initial MACP accreditation in 2021 and first reaccreditation in 2024.

Looking back, Lieutenant Herrick said some of her fondest memories are the banter during roll calls, friendships formed with coworkers, years volunteering with Shop with a Cop, and the connections she made through community policing and special events.

In retirement, Lieutenant Herrick plans to travel and spend more time with family and friends. We thank her for 25 years of dedicated service to the City of Monroe and wish her the very best in retirement.

The Monroe Public Safety Department is announcing that today 8/13/26 at 5:30 PM, West Elm Avenue will be shut down between Borgess Avenue and North Monroe Street for the Thursday Evening Summer Concert Series at St. Mary's Park. We are expecting larger than normal crowd at this concert and for the safety of the concert goers and motorists, West Elm Avenue will be shut down.

On August 8, 2026, at approximately 3:13 p.m., Monroe Police observed two off-road vehicles being operated recklessly in a gravel parking lot in the 1000 block of E. Third Street. One ORV, a four-wheeler, was observed doing โ€œdonutsโ€ in the gravel lot while a dirt bike circled the area. Other vehicles and pedestrians were present in the parking lot at the time.

An officer attempted to stop both ORVs using emergency lights and siren. Both operators failed to stop and accelerated away at a high rate of speed, traveling through city streets and alleys. Due to the danger associated with pursuing ORVs through residential areas, the officer discontinued the pursuit.

Officers continued investigating and received assistance from several citizens who observed the ORVs traveling through the area. With their help, officers developed information that the vehicles had been concealed inside a garage at a residence in the 500 block of E. Fifth Street.

Road patrol officers maintained the scene while Monroe Police detectives secured a search warrant for the property. The warrant was executed, and both ORVs were located and seized. Detectives also interviewed the suspected operators, identified as an 18-year-old Toledo man and a 24-year-old Monroe man. During those interviews, both men admitted they knew police were attempting to stop them and intentionally fled.

Felony charges of Fleeing and Eluding Police are being sought against both individuals. The case has been turned over to the Monroe County Prosecutorโ€™s Office for review.

Monroe Police appreciates the assistance provided by the citizens who came forward with information during this investigation. Their cooperation, along with the continued work of road patrol officers and detectives, allowed officers to identify the suspects and recover both ORVs without engaging in a potentially dangerous pursuit through residential neighborhoods.

Monroe Police also reminds residents that unregistered ATVs and ORVs cannot legally be operated on public streets within the City of Monroe.
