The Board of Trustees, Village of Monroe, held their regular monthly Board meeting at the Gymnasium at 6:00 PM on May 6, 2026. Trustees present were: Connelly, Westerhoff, Baxa, Micek, and Reeder. Those absent: None

The meeting was called to order and the open meetings act was acknowledged. The minutes of the previous meeting were approved.

Warren Raymer and Sharon Ziegler were present at the meeting. Discussion on nuisance properties. Parking lines downtown. Discussion on the auditorium building.

The following bills were presented for payment:

Motion by Westerhoff, seconded by Connelly to pay the Bill’s April overtime locating water

Motion by Connelly, seconded by Micek to bldg. permit #427 Louis Eads pole shed. Motion carried 5-0; Westerhoff-yes, Reeder-yes, Baxa-yes, Micek-yes, and Connelly-yes.

Discussion was held on Resolution #233 from the State to update their records for Hwy. 22 speed. Attorney will draft the Resolution for the

Motion by Connelly, seconded by Reeder to approve armor coating bid from The Road Guy. Motion carried 5-0; Westerhoff-yes, Reeder-yes, Baxa-yes, Micek-yes, and Connelly-yes.

Motion by Micek, seconded by Reeder to approve going out for bids according to the Engineering proposal submitted by Advanced Consulting Engineering Services for water drainage on Gerrard Avenue. Motion carried 5-0; Westerhoff-yes, Reeder-yes, Baxa-yes, Micek-yes, and Connelly-yes.

Ziegler Street drainage discussion.

Motion by Reeder, seconded by Micek to approve Resolution #234 speed limit for RR Avenue/CVA Property. Motion carried 5-0; Westerhoff-yes, Reeder-yes, Baxa-yes, Micek-yes, and Connelly-yes.

Discussion was held on auditorium auction rates. $450 one week auctions.

Maintenance report – working on locating water lines due to current road work. Bore under Hwy. 22 for fire hydrant.

Property report – discussion on park sign.

Discussion was held on motorized bikes and scooters on Village streets. The Village attorney indicated that the State likely already regulates this activity and that he will research further and bring back a report at the next Board meeting.

Nuisance Ordinance Enforcement – a list of to do items to be done by June.

Park clean-up day was set for May 5 at 5 PM. Park sign is being powder coated and Love’s will be contacted to put the new sign in place.

Clerk report – computer and trees.

The June board meeting will be held on Wednesday, June8 , at 6:00 PM at the village office.

Motion by Connelly, seconded by Baxa to approve Resolution #232 Authorizing Rural Fire District Fire Hall to Connect to Municipal Water and Sewer Services. Motion carried 5-0; Westerhoff-yes, Reeder-yes, Baxa-yes, Micek-yes, and Connelly-yes.

Discussion was held on a License Agreement for Recreational Basketball/Volleyball at the gymnasium.

Motion by Micek, seconded by Reeder to approve going out for bids according to the Engineering proposal submitted by Advanced Consulting Engineering Services for water drainage on Gerrard Avenue. Motion carried 5-0; Westerhoff-yes, Reeder-yes, Baxa-yes, Micek-yes, and Connelly-yes.

Maintenance report – working on locating water lines due to current road work. Cars and trucks will be rerouted with Hwy. 22 traffic. LED shop lights and fan have been installed.

Discussion was held on motorized bikes and scooters on Village streets. The Village attorney indicated that the State likely already regulates this activity and that he will research further and bring back a report at the next Board meeting.

Discussion was held on Gertsch Street. The Engineering proposal submitted by Advanced Consulting Engineering Services was reviewed. Proposed work to begin in 2027.

Discussion was held on employee computer policy. Legal will draw up a policy and present at a future meeting.

Motion by Connelly, seconded by /Westerhoff to approve the audit engagement letter received from Dana Cole & Company. Motion carried 5-0; Westerhoff-yes, Reeder-yes, Baxa-yes, Micek-yes, and Connelly-yes.
