Nearly one million people live and work in the Upper District's 144 square mile service area. Annually, demand for treated, untreated and recycled water in the Upper District service area averages more than 78 billion gallons. The Upper District partners with many public and private entities to provide a sustainable, high quality water supply to residents and businesses within the greater San Gabr

iel Valley. Consistent with its motto of “Where Solutions Flow,” the Upper District is widely recognized for its customer service orientation, community involvement, and creativity in promoting water quality, water recycling, and water conservation. The Upper District is governed by an elected five member Board of Directors. Each Director serves a 4-year term and represents one of five specific geographic divisions within the Upper District's service area boundaries. The Upper District's current 2021 Board of Directors is lead by:
- Director Anthony R. Treviño, Division 2
- Director Ed Chavez, Division 3
- Director Katarina Garcia, Division 4
- Director Jennifer Santana, Division 5

As one of the 26 member agencies of the Metropolitan Water District of Southern California (MWD), the Upper District appoints one representative to sit on the MWD Board of Directors. Through MWD’s facilities, supplemental water is brought into the San Gabriel Valley; first from the Colorado River, and also from the State Water Project. Today, the Upper District also provides recycled water and facilitates efforts in water stewardship, including conservation and stormwater capture. The Upper District also has representation on the Boards of the San Gabriel Water Quality Authority and the Main San Gabriel Basin Watermaster.

Upper Water is excited to share that the Residential Plant Voucher Program is back! This program gives residents within our service area an opportunity to create beautiful, drought-tolerant landscapes while supporting water conservation efforts. 🪴

Eligible residents can apply for a $250 plant voucher redeemable at Garden View Nursery in Irwindale. ⏳ The program will remain open until all funding is used, so early applications are encouraged.

✅ After submitting an application, Upper Water staff will review eligibility and issue a unique voucher number.
