San Gabriel Valley Council of Governments The San Gabriel Valley Council of Governments is a regional government planning agency that aims to maximize the quality of life in the San Gabriel Valley.

We are the largest and most diverse sub-regional council of governments in Los Angeles County. Founded in 1994, the San Gabriel Valley Council of Governments (SGVCOG) is a Joint Powers Authority (JPA) of 31 incorporated cities in the San Gabriel Valley, the three Supervisorial Districts representing the LA County unincorporated areas in the San Gabriel Valley, and the Valley's three water agencies
