PUBLIC COMMENT/OBSERVERS
Karen Knowles, J. Hardin, Betty Young, Brenda Buechele, and Sharon Ridgley were present for public comment. Brenda Buechele expressed her concerns of the nature of Buechele Road. Michael Caputo and Mike Symons, project leads for the Google site were in attendance and addressed Ms. Buechele's concerns.

Gary Roesner and Jacob Roesner spoke to the Commission about the Senior Tax Credit timeline and the Google Announcement that was in the Standard.

DDAB
Dan Cole provided the Commission with an update on activities at DDAB. He reported that, effective July 1, 2026, DDAB will begin offering a new service known as Individualized Supported Living (ISL), which is designed to provide individualized support and assistance to eligible participants within a community-based living environment.

PLANNING AND ZONING REPORT
Donna Viehmann Planning and Zoning Administrator updated the Commission on the overall operations of the department.

MISSOURI SOYBEAN ASSOCIATION AND BRIDGE DEVELOPMENT
Matt Amick with Missouri Soybean Association and Brian Keierlabe with Bridge Guy BK, LLC gave a presentation on how to utilize flatbed railcars as bridge decks.

ROAD AND BRIDGE REPORT
Jeremiah Strube, Montgomery County Road and Bridge Supervisor reported on the operational status of the department to the Commission

IMPROVE I-70
Jeff Niemeyer and Dan Oesch with MoDOT updated the Commission on the I-70 expansion project for the County.

LEASE PURCHASE
Caren Blaue, representing Jonesburg State Bank, presented the lease-purchase agreement for a new patrol vehicle for the Sheriffs Department. Jonesburg State Bank was the successful bidder for the financing. Following review, the Commission approved the lease-purchase agreement and authorized Presiding Commissioner Ryan Poston to execute all necessary documents on behalf of Montgomery County. Associate Commissioner Doug Lensing made the motion to approve the agreement and authorize Presiding Commissioner Poston to sign. The motion was seconded by First District Commissioner Dave Teeter and carried unanimously.

EXPERT TESTIMONY
Alan Schluss addressed the Commission as an explosives expert regarding the proposed quarry operations. Mr. Schloss discussed blasting practices and industry standards , including ground vibration , fly rock, potential structural impacts to nearby properties, noise, and regulatory compliance. Based on his professional experience , he provided information regarding safety measures, monitoring practices, and regulatory requirements associated with quarry blasting and expressed his opinion that modem blasting method s can be conducted safely when performed in accordance with applicable standards and regulations.

PLANNING AND ZONING
The Commission revisited Planning and Zoning Permit No. 226020 submitted by applicant Ben Miller following the public hearing held on May 11, 2026. After review of the application, testimony, public comments, and information presented at the hearing, 2nd District Commissioner Doug Lensing made a motion to approve the permit subject to the conditions outlined by the Commission. The motion was seconded by 1st District Commissioner Dave Teeter.

A roll call vote was taken:

Presiding Commissioner Ryan D. Poston - Yea First District Commissioner Dave Teeter - Yea Second District Commissioner Doug Lensing - Yea

Motion carried unanimously. Planning and Zoning Permit No. 226020 was approved subject to the conditions adopted by the Commission.


ANNEX BUILDING ROOF BIDS
The Commission opened bids for the replacement of the roof on the Montgomery County Annex Building. Representatives of Windsor Valley Construction in attendance included Jacob Davis, Nathan Davis, and Caleb Davis.

The Commission received one bid for the project, submitted by Windsor Valley Roofing. No other bids were received. Following review and discussion of the bid, Second District Commissioner Doug Lensing made a motion to accept the bid from Windsor Valley Roofing. The motion was seconded by First District Commissioner Dave Teeter.

A roll call vote was taken:

Motion carried unanimously, and the bid from Windsor Valley Roofing was accepted.

Ryan Poston, Doug Lensing, Donna Viehmann, and Carole Weeks traveled to 50 Hudson Road to meet with representatives of Brinkmann Constructors and NorthPoint Development for a project update. Representatives present from Brinkmann Constructors and NorthPoint Development included Nick Crawford, Larry Lapenski , Jennifer George, Andrew Scheefer, Kendric Klathem, Adam Jansen, Bob Brinkmann , K***n Kindle , Charlie Hart, and Leo Hagar.

ECONOMIC DEVELOPMENT
Steve Etcher appeared before the Commission regarding a Norfolk Southern Construction Agreement related to proposed improvements at the Ellis Road railroad crossing. Mr. Etcher explained the Commission had previously approved and signed the design and funding agreement for the project, and that this construction agreement is a required portion of that overall agreement for Norfolk Southern ' s review and approval of the final construction plans associated with the project.

Second District Commissioner Doug Lensing made a motion to approve and sign the agreement. The motion was seconded by First District Commissioner Dave Teeter. Presiding Commissioner Ryan Poston called for a roll call vote.

A vote was taken as follows:
• 1st District Commissioner Lensing - Yes
• 2nd District Commissioner Teeter - Yes
• Presiding Commissioner Poston - Yes

The motion having received a majority vote of all members of the Commission, the agreement was approved.

AMAZON
Jennifer requested the Commissioners to read the email sent for the road work on Ellis Rd at the Rail Road crossing. Northpoint is working to keep the road maintained until ready to concrete.

COURT ORDERS
Presiding Commissioner Ryan Poston presented an order establishing the Amazon Industrial Project Fund for the purpose of depositing non-tax revenue associated with the Amazon project. Second District Commissioner Doug Lensing made a motion to approve the order and creation of the fund in Tyler Technologies. The motion was seconded by First District Commissioner Dave Teeter.

A roll call vote was taken as follows:
• Commissioner Lensing - Yes
• Commissioner Teeter - Yes
• Commissioner Poston - Yes

The motion having received a majority vote of all members of the Commission, the order was declared passed and signed by the Commissioners and County Clerk.

PUBLIC COMMENT/OBSERVATION
Brenda Buechele started the session requesting updates on the Buechele Road maintenance. The group also discussed a proposed battery storage facility in the city limits of New Florence. Also present were Tammy Ridgley , Avery Ridgley, Melinda McElligott, Karen Knowles, J. Hardin, Heidi Broyles, Robert McElligo tt, Sharon Ridgley , Dave Ingle, Betty Young.

BRO-BRIDGE
The Commission met with Matt Walker from Hutchinson Engineering and Lori Smith , Jeff Niemeyer with MoDOT, Brent LeCure with Decatur Bridge & Iron, INC for a pre-construction meeting for Montgomery County Bridge Project BRO-R070(018), involving replacement of the County Bridge over C**n Creek. The project consists of a single-span steel I-girder bridge with a contract completion date of December 31, 2026, and 75 working days allotted for construction.
Discussion included contractor responsibilities , utility coordination, labor reporting requirements, OSHA compliance, project scheduling , and inspection expectations. The Commission also acknowledged receipt of MoDOT ' s construction contract approval, concurrence in award, and Notice to Proceed documentation for the project.

PLANNING AND ZONING
A public hearing was held regarding Planning and Zoning Permit No. 226020 submitted by applicant Ben Miller. Those in attendance included Heidi Broyles, Robert McElligott Brenda Buechele, Sharon Ridgley , John Noltensmeyer , Jesse Granneman, Brent Speight , Donnie Watson , Patricia Williman, Bob Sellenriek, Tom Benney, Ron Kraettli, Laura Howkins, Alan Howkins , Kaye Wollenberg , Mark Wollenberg, John Grady, Kara Grady, Mike Poindexter , Shannon Brock, Sam Lock, Ben Miller, Cameron Oliver, Dave Johnson, Eric Merchant, Marvin Miller, Larry Samuelson, Cynthia Miller, Pit Miller, Sam Cope, John McCorkell, Lori Kueny, and Donna Viehmann, Director of Planning and Zoning.

Jesse Granneman, legal counsel for Eric Merchant , spoke in opposition to the proposed quarry and presented concerns regarding the permit request. After hearing discussion and public


comment, the Commission took the matter under advisement and stated a decision would be made by the 21st.

COLLECTOR
Anita Sullivan, County Collector, appeared before the Commission and submitted for inclusion in the minutes a list of personal property taxes deemed uncollectible and recommended for write­ off pursuant to applicable Missouri law, as previously presented to and approved by the Commission on April 9, 2026.
