What is a PILOT?

We get it — PILOTs (Payments In Lieu of Taxes) can be confusing, and there are a lot of misconceptions out there about how they work. The most common one? That homeowners end up footing the bill. So let's clear that up.

Here's the truth: a PILOT does not shift anyone's tax burden onto residents. The existing taxes on a property keep getting paid in full — it's only the NEW taxes created by a new project that phase in over time. That's revenue the community wasn't collecting before, on land that was often sitting idle or underused.

MYTH: "Homeowners pay for it."
FACT: No homeowner's tax bill goes up to make a project happen. It's new money — created, not shifted.

MYTH: "The town loses tax revenue."
FACT: Even at a phased-in rate, it's still new revenue that flows into the school and town budgets. Locally, about 70% of a tax bill goes to our schools — so those dollars help ease the pressure on everyone's property taxes. And when the term ends, the project pays 100% and joins the full tax roll.
