🔍 IDA Myths vs. Facts

Myth: "IDAs Operate in the Shadows"

❌ MYTH: IDAs operate with no accountability and make backroom deals.

✅ FACT: Every Industrial Development Agency (IDA) in New York State is subject to strict transparency and accountability requirements.

Each year, every IDA must:
📊 Undergo an independent audit
📋 Submit detailed annual reports to the State Authorities Budget Office (ABO) and the Office of the State Comptroller (OSC)
📈 Report project-specific data including:
• Jobs created and retained
• Tax exemptions granted
• PILOT (Payment In Lieu of Taxes) payments collected

These reports are publicly available on every IDA's website. Failure to comply can result in an IDA losing its authority to grant tax exemptions. Additionally, projects include clawback provisions, requiring companies to repay benefits if they fail to meet agreed-upon commitments.

Transparency in Action:

✔️ Every board meeting is open to the public and livestreamed
✔️ Every project application is presented publicly and posted online
✔️ Every project requires a public hearing, giving residents an opportunity to provide input
✔️ Every project seeking incentives must be approved by a vote of board members appointed by the local governing body
✔️ A 2015 New York State reform standardized application requirements for all IDAs statewide

Why it matters: Transparency isn't a promise—it's the law.

These state-of-the-art stages supported over 4,000 high-paying film industry professionals who worked on Choice Films productions last year alone — a testament to the real, lasting economic impact taking root in our community.

With the IDA's support and newly approved incentives for a second studio, Choice Films is poised to create an additional 800 high-paying jobs in the Town of Montgomery. That's transformative growth — and it's cementing Montgomery's reputation as the premier destination for film industry talent in the Hudson Valley.

IDA Myths vs Facts

"Taxpayers Foot the Bill"

MYTH: "IDA tax abatements come out of taxpayers' pockets."
FACT: They don't. Here's why.

An IDA abatement reduces taxes on the NEW value a project creates — not on what was already being collected. Despite what some may say, there is no new tax burden on the tax payers. A vacant or underused property generates very little property tax. Once it's developed, even a discounted PILOT payment is usually much more revenue than the local tax base was getting before.

In the Town of Montgomery in 2025, for example, 6 IDA-supported properties paid $1.95M in PILOT payments to the school district. Without the IDA, those same properties would have generated only about $78,840 in school taxes — because the properties would not have been developed and have stayed at its pre-development value.

That's not a giveaway. That's a $1.87M gain for the school district.
