According to Wayne County Sheriff Tim Catron a Wayne County man has
been arrested after an investigation conducted by Deputy James Barnett of
sending s*xual type messages/photos to an underage female.

On August 24, 2026, Deputy Barnett received the complaint from a family
member of the juvenile victim and receiving the juvenile’s cell phone.
Deputy Barnett then began his investigation. Once locating the suspect in
this case Deputy Barnett conducted an interview and was able to obtain the
cell phone that was used by the suspect to send the s*xual type text
messages/phots to the juvenile. These messages began back on August
15,2026, with numerous text messages and pictures were sent to each
other.

At 4:26 pm, on August 24, 2026, Deputy Barnett charged and arrested
Shawn E. Lawhorn of Monticello, KY. for 2 counts of possessing matter of
s*x performance of a minor (greater than 12 but less than 18 years of age),
and procuring or promoting a use of a minor by electronic means. Deputy
Barnett’s investigation is continuing with the cell phone being sent to ROIC
Agency to obtain any deleted evidence.

The Wayne County Sheriff Office also made the following arrests.

Sandi J. Stringfield of Somerset, KY. was arrested on a Wayne County
District Court Warrant of Arrest for failure to pay or show cause on the
underlying charge of operating a motor vehicle under the influence of
alcohol.

Timothy M. Kelley of Monticello, KY. was arrested on a Wayne County
Circuit Court Warrant of arrest for failure to appear for a Child support
Hearing.

Stringfield was lodged in the Wayne County Detention Center with Kelley
being released from custody after posting a Bond.

Wayne County Sheriff Tim Catron reports the following arrest.

Douglas C. Monday of Nancy, KY. was arrested on a Wayne County District Court Complaint Warrant of Arrest for assault-4th degree.

Monday was released from custody after posting a Bond.

Wayne County Sheriff Tim Catron reports the following arrest.

Kayla D. Tucker of Monticello, KY. was arrested on a Wayne County District Court Complaint Warrant of Arrest after Deputy James Barnett conducted an investigation after receiving a complaint on Tucker made by the victim. Deputy Barnet applied for and received the complaint warrant then arrested Tucker charging her with stalking-2nd degree, terroristic threatening-3rd degree, and harassing communications.

Tucker was lodged in the Wayne County Detention Center.

Wayne County Sheriff Tim Catron reports the following arrests.

Aiyah J. Runyon of Falmouth, KY. was arrested for alcohol intoxication in a public place.

Stephen J. Smith of Alpha, KY. was arrested on a Wayne County District Court Forthwith Order of Arrest for violation of an Order or Judgement of the Court.

Daniele F. Hall of Monticello, KY. was arrested on a Wayne County District Court Complaint Warrant of Arrest for unauthorized use of a motor vehicle, and theft by failure to make required disposition of property. \

Runyon, Smith, and Hall were lodged in the Wayne County Detention Center.

Wayne County Sheriff Tim Catron reports the following arrest.

Nickolas Shook of Monticello, KY. was arrested for public intoxication-controlled substance (excludes alcohol), possession of drug paraphernalia, and possession of ma*****na.

Robert L. Lowe of Monticello, KY. was arrested for public intoxication-controlled substance (excludes alcohol).

Shook and Lowe were lodged in the Wayne County Detention Center.

The Wayne County Sheriff Office also served Jerry Lowe of Monticello, KY. with a Cumberland County District Court Criminal Complaint Summons for leaving the scene of an accident-failure to render aid. He was given a date to appear in Cumberland County District Court.

Sheriff Catron and his staff would like to congratulate Rudy Branscum on completing a two week Court Security Officer basic training at the Department of Criminal Justice Training in Richmond KY. Rudy is now a certified Court Security Officer and will work the front desk at the Judicial Center and will bailiff court.

Wayne County Sheriff Tim Catron reports the following arrest.

Jonathan Ferrell of Monticello, KY. was arrested on 5 Wayne County Circuit Court Warrants of Arrest for Probation Violations and failure pay or show cause on the underlying charges of burglary-3rd degree, receiving stolen property ($10,000.00 or more), and possession of a controlled substance-1st degree (methamphetamine).

Ferrell was lodged in the Wayne County Detention Center.

According to Wayne County Sheriff Tim Catron a local man has been arrested on a North Carolina Warrant of Arrest for s*x related charges.

The North Carolina Arrest Warrant stated that on July 26, 2026, the Monticello man made inappropriate statements and then sent an unlawful s*xual type video to a Franklin, North Carolina City Police Department Undercover Detective believing it was going to an underage female. The Detective then obtained the arrest warrant for the Monticello man after identifying him and his location here.

On August 5, 2026, Deputies with the Wayne County Sheriff Office located the man at his residence with Deputy Zachary Bybee arresting Joshua L. Brooks of Monticello, KY. for being a fugitive from another state. The North Carolina Arrest Warrant list Brooks charges as being 2 counts of indecent of liberties with child (both felonies), and disseminate obscene material by exhibiting (misdemeanor).

Brooks was lodged in the Wayne County Detention Center awaiting extradition proceedings before he can be released to North Carolina Officials to face those charges.

Wayne County Sheriff Tim Catron reports the following arrests.

Jacob J. Coffey of Monticello, KY. was arrested on a Wayne County Circuit Court Indictment Warrant of Arrest for criminal mischief-1st degree, burglary-3rd degree, tampering with physical evidence, possession of burglary tools, and persistent felony offender-2nd degree.

Michael Carrender of Monticello, KY. was arrested on a Wayne County Circuit Court Commitment Order of Arrest for sentenced today with judgement to follow.
Jack T. Watson of Monticello, KY. was arrested on a Wayne County District Court Warrant of Arrest for failure to pay on the underlying charges of strangulation-1st degree (non-domestic violence), assault-2nd degree, and assault-4th degree.

According to Wayne County Sheriff Tim Catron an owner/operator of a local towing company business has been arrested after illegally posting a vehicle for sale on Facebook Marketplace.

On July 1, 2026, Hicks Towing was dispatched by the Wayne County 911 Dispatch Center to a vehicle accident on Kentucky Highway East 92. Hicks Towing was the next available towing company in line on the rotating wrecker list at the Dispatch Center after the vehicle’s owner did not have a personal request for any certain towing company to remove the vehicle from the accident scene.

On that date Hicks Towing did remove the vehicle from the accident scene and took it to their storage lot. On July 27, 2026, Wayne County Sheriff Office Deputy Nick Bertram received a complaint about an unauthorized vehicle listing on Facebook Marketplace under the towing companies owner/operator’s personal account. Deputy Bertrams investigation into the complaint revealed that the towing companies owner/operator did not contact the vehicles owner before it was listed for sale, did not legally transfer ownership of the vehicle, and did not following the Kentucky Statutory Requirements where the companies owner/operator could obtain a legal right of ownership before the vehicle could be sold. On July 27, 2026, the vehicle did not fall into the category of the statutory requirements where the towing company could even obtain a legal ownership as well. Deputy Bertram applied for and obtained a Wayne County District Court Complaint Warrant of Arrest for Troy K. Hicks of Monticello, KY., owner/operator of Hicks Towing for felony charges of theft by unlawful taking or disposition-auto ($1,000.00 but less than $10,000.00) and tampering with physical evidence.

On July 28,2026, Deputy James Barnett arrested Hicks on the Complaint Warrant of Arrest then lodged him in the Wayne County Detention Center.

Wayne County Sheriff Tim Catron reports the following arrests.

Terrie E. Parris of Monticello, KY. was arrested on a Wayne County District Court Warrant of Arrest for failure to appear for a Motion to Revoke Diversion Hearing on the underlying charge of failure of non-owner to maintain required insurance.

Jordan R. Hunter of Monticello, KY. was arrested on a Russell County District Court Warrant of Arrest for failure to pay on the underlying charges of operating on a suspended or revoked operator’s license, possession of ma*****na, and a traffic violation.

Parris and Hunter were released from custody after posting a Bond.
