Join the Green Mountain Care Board this Wednesday, August 26 at 10:30 a.m. for a public update on Vermont’s implementation of reference-based pricing (RBP) for hospital services.

The Board will hear about the work underway to implement RBP, including the development and testing of the methodology that will be used to establish payment benchmarks.

Reference-based pricing is one part of Vermont’s broader effort to address rising health care costs and improve affordability for Vermonters.

The Green Mountain Care Board invites you to join us on Wednesday, August 26th at 10:30am, for a public update on Vermont’s implementation of reference-based pricing (RBP).

Since the passage of Act 68 of 2025, the Board and staff have been working to build the data, methodology, technical capacity, and regulatory framework needed to implement a durable statewide commercial reference-based pricing program for hospital services.

That work has included
• developing a clearer picture of current hospital prices
• building the core elements of an RBP methodology, including how Medicare benchmarks and critical access hospitals will be addressed
• completing a competitive procurement process and beginning work with outside experts to test and refine the methodology
• using the Board’s existing regulatory processes to prepare hospitals and health insurers for implementation

At the August 26 Board meeting, staff will update the Board and the public on what has been accomplished, the work currently underway, and the path ahead.

Reference-based pricing represents a significant change in how commercial hospital prices may be established in Vermont, and we know there is considerable interest in this work. We encourage you to join us on August 26th to learn more about where things stand and what comes next.

📢 Health Insurance Rate Review Hearings Begin Next Week

The Green Mountain Care Board will hold public hearings on BlueCross BlueShield of Vermont and MVP Health proposed 2027 health insurance rates on July 20, 21, 22, and 23.

These hearings provide an opportunity for the public to learn more about the rate requests and hear testimony from the insurance carriers, the Department of Financial Regulation, GMCB staff, and members of the public.

This position serves as a key member of our administrative team, coordinating the day-to-day operations that keep the agency running smoothly.
