LEGISLATIVE UPDATE
Representative Richard White
Commencement: A new chapter for Kentucky’s future

As the academic term comes to an end, thousands of Kentuckians will experience one of life’s most meaningful milestones: walking across the stage to receive a college degree. It is a moment that represents years of perseverance, sacrifice, and determination. With proud parents, grandparents, siblings, and friends looking on, graduates will be celebrated not only for earning a diploma, but for demonstrating the discipline and resilience required to reach this extraordinary achievement.

Graduation is more than a ceremony. It is a testament to countless late nights, difficult exams, financial challenges, and personal sacrifices. For many students, it is the fulfillment of a dream that began years ago. For others, it is the culmination of hard work while balancing jobs, raising families, or overcoming obstacles that at times may have seemed insurmountable. Regardless of the path taken, every graduate has earned the right to feel immense pride in what they have accomplished.

This year’s graduating class enters a broad and dynamic workforce filled with opportunity. They will begin careers in classrooms, hospitals, factories, farms, law offices, laboratories, and businesses across the Commonwealth and beyond. Yet the value of their education extends far beyond a profession or paycheck. These graduates possess the tools to improve their communities, strengthen our economy, and shape Kentucky’s future for generations to come.

Among this class are students who earned technical and vocational degrees to fill critical positions in advanced manufacturing, information technology, welding, and the skilled trades. These graduates will help keep Kentucky’s industries competitive and ensure our state remains an attractive destination for business investment and job creation. We also celebrate future nurses, physicians, pharmacists, and therapists who have devoted years of study to caring for others. Their work will save lives, provide comfort to families, and improve access to quality healthcare in every corner of our state, from our largest cities to our most rural communities.

Likewise, our law school graduates will go on to serve as attorneys, judges, prosecutors, and public servants dedicated to upholding justice and defending the rule of law. Future teachers will inspire the next generation of Kentuckians. Engineers will design the infrastructure that supports our economy. Entrepreneurs will create new businesses and innovative solutions that move our Commonwealth forward.

The world our graduates inherit presents significant challenges. Our nation faces economic uncertainty, technological change, and important debates about the future of our communities and our country. But history has shown that Kentucky’s greatest strength has always been the character of its people. Time and again, Kentuckians have met adversity with determination, innovation, and an unwavering commitment to one another.

To the Class of 2026, my advice is simple: remain grounded in your values, work diligently, and never forget where you came from. Success is not measured solely by titles or salaries, but by the integrity with which you conduct yourself and the positive impact you make on the lives of others.

Use your education as a tool for service. Seek opportunities to mentor, volunteer, and lead. Invest in your hometowns and neighborhoods. Participate in civic life. Whether you stay in Kentucky or pursue opportunities elsewhere, remember that your talents and character can make a lasting difference. I also encourage you to keep faith at the center of your journey. There may be moments of uncertainty and setbacks along the way. During those times, trust that God has a purpose for your life and that perseverance, guided by humility and gratitude, will lead you forward.

To the families, professors, and mentors who supported these graduates, thank you. Your encouragement, sacrifice, and belief in their potential made this achievement possible. Graduation is a celebration of individual accomplishment, but it is also a reflection of the communities that helped shape each student’s success.

Kentucky’s future is bright because of the men and women receiving diplomas this spring. They are prepared to lead with knowledge, conviction, and compassion. They carry with them the hopes of their families and the promise of a stronger Commonwealth.

Congratulations to the Class of 2026. May your lives be marked by purpose, your work by excellence, and your service by a commitment to improving the communities you call home. Wherever your path leads, know that Kentucky is proud of you, and we look forward to the many ways you will help build a better future for our Commonwealth and our nation.

FDR once said, “Those who have long enjoyed such privileges as we enjoy forget in time that men have died to win them.” Memorial Day is set aside to honor and remember our fallen heroes. Thank you to the brave men and women who have made the ultimate sacrifice. May we never forget what you gave so that we can enjoy our freedoms as Americans.

Valerie and I traveled to Somerset earlier this week, where Chairman Rogers welcomed my colleagues in the Mountain Caucus and me to his office. He took the time to ask about the top priorities in our districts and where additional funding is needed most. I’m grateful for his partnership and his genuine commitment to Eastern Kentucky.

Thank you, sir, for your continued support and dedication to making our region stronger for generations to come.

Senator Steve West and I were honored to serve as the guest speakers at this month’s Morehead-Rowan County Chamber of Commerce, Inc. luncheon. I was especially proud to officially announce and present the $111 million in funding coming to Rowan County.

I want to thank MSU President Dr. Morgan, along with Councilmembers Edna Schack, Mike Kash, and Darrell Littleton, for their partnership and leadership on behalf of the city. I also want to extend my appreciation to Judge Harry Clark and Dylan Lambert for their continued partnership and commitment to our community.

Today I had the opportunity to speak at the Morgan County Chamber of Commerce meeting, where I shared highlights and key achievements from this year’s General Assembly, including progress on infrastructure improvements, investments in education and workforce development, and initiatives to strengthen rural communities. I also provided an update on the $11,314,000 in funding awarded to Morgan County, which will support critical local priorities and help drive continued growth and opportunity across our community.

I also had the privilege of watching a Kentucky Student Technology Leadership Program (STLP) presentation by Abby Engle and Sarah Jenkins, two outstanding 11th grade students from Morgan County High School. These talented young women earned Best Technical Project in the state and will go on to represent Kentucky at the national competition in Orlando later this summer, an incredible accomplishment!

Wishing them continued success as they take this next exciting step, Morgan County is proud of you both!

My wife Valerie spent Saturday connecting with people across the district. She started the morning at the 504 Fire Department Pig Roast in Elliott County and finished the day at the Blackwater Fire Department’s Fish Fry in Morgan County.

We’re always grateful for the chance to support our hardworking local fire departments, the folks who keep our communities safe and strong.

April is Child Abuse Prevention Month, a time to pause to remember that far too many children in our Commonwealth face abuse and neglect. These colorful pinwheels, each one representing 17 Kentucky children born in the last year, are a powerful symbol of our commitment to protecting Kentucky’s most vulnerable and building a safer, brighter future for our children.

Every child deserves to grow up safe, loved, and protected.
