MORRISON โ€“ Illinois State Police (ISP) Division of Criminal Investigation Zone 2 Special Agents arrested 53-year-old Brian S. Coers of Morrison, IL for three counts of Predatory Criminal Sexual Assault (Class X Felony).

In May of 2026, ISP opened an investigation after receiving allegations of sexual crimes that had taken place in Wisconsin and Illinois. Officers identified Coers as a suspect. On August 5, 2026, ISP Special Agents executed a search warrant at his residence in the 500 block of Barden Street in Morrison. Coers was arrested on an arrest warrant for Predatory Criminal Sexual Assault and additional electronic devices were collected. The devices are pending examination, and additional charges may be forthcoming. Coers was held at the Whiteside County Jail for the initial Predatory Criminal Sexual Assault charges.

The Sauk County Sheriffโ€™s Office in Wisconsin, Whiteside County Sheriffโ€™s Office, the Savanna Police Department, Morrison Police Department, FBI (Madison, WI), ISP SWAT, ISP Patrol, and the Illinois Attorney Generalโ€™s Office of Forensics assisted with the investigation.

โ€‹ISP provides resources for parents, for the public to report crimes against children, and survivors to start their path towards healing and recovery. Starting today July 1, 2026, a new law related to E-Motos, E-Bikes, and E-Scooters; the age restriction on operating these transportation devices. The State of Illinois has set a 15-year-old age limit for any type of Low Speed E-Bike or E-Scooter (10-15 mph). All other micro- mobility devices require riders to be 16 years old to have a driver's license, registration, and insurance. (15+mph)

REMINDER:
This is a friendly reminder due to recent issues with multiple violations regarding the operation of bicycles, e-bikes, and other electric transportation devices.

For the safety of pedestrians and motorists, e-bikes, e-scooters, and other similar motorized devices are prohibited from being ridden upon a sidewalk in a business district (SEC. 54-467)

Any person(s) riding/operating all forms of transportation in the roadway is required by state law to abide by the rules and regulations on the roadway (SEC. 54-461)

Any person(s) shall ride as near to the right side of the roadway as practicable, exercising due care passing a standing vehicle or one proceeding in the same direction (SEC. 54-466)

Every bicycle when in use at nighttime shall be equipped with a lamp on the front which shall emit a white light visible from a distance of at least 500 feet to the front and with a red reflector on the rear of a type approved by the Department which shall be visible from all distances from 100 feet to 600 feet to the rear when directly in front of lawful lower beams of headlamps on a motor vehicle, except that a lamp emitting a steady or flashing red light visible from a distance of 500 feet to the rear may be used in addition to or instead of the red reflector. (625 ILCS 5/11-1507(a))

On 01/15/2026 Morrison Police arrested Steven A. Ferrell, age 55, Aurora, for Aggravated Battery to Peace Officer, Kane County. Ferrell was taken to the Whiteside County Jail.

On 1/22/2026 Morrison Police issued a City Ordinance Ticket to Elisha Oneal, age 47, rural Morrison, for Loud Music.

On 01/20/2026 Morrison Police issued a City Ordinance Ticket to Joseph Broughton, age 35, Morrison, for Dog running at Large.



The public is reminded that these are merely charges and all persons are presumed innocent until proven guilty in a court of law.

On 12/31/2025 at 2255, The Morrison Police Department responded to The Whiteside County Courthouse for a Theft of packages at the UPS drop box outside the South Entrance. Several boxes were taken that were placed near the drop box, and the door was pried open and packages inside the drop box were also removed. Please contact The Morrison Police Department at 815-772-7650 if you placed packages at the UPS drop off after Monday 12/30/2025 at 345pm.

On 12/31/2025 Morrison Police arrested Jose I. Estrada, age 32, homeless, for 2 counts Aggravated Domestic Battery, Unlawful Restraint, and Sexual Assault. Estrada was taken to the Whiteside County Jail.

On 12/28/2025 Morrison Police issued a City Ordinance Ticket to Elisha Oneal, age 47, rural Morrison, for Loud Music.

On 12/19/2025 Morrison Police arrested Joshua Evans, age 40, Mt. Carroll, for Aggravated Battery. Evans was released with a court date.

The Morrison Police Department has issued 4 more State of Illinois Citations for traffic violations.
