As a reminder, the courthouse opened for walk in transactions on July 6. You may come in for motor vehicle and tax transactions without an appointment. At this time Driver’s License remains by appointment.

First half 2019 property tax is due at this time and will be subject to penalty beginning Oct 1. If you have not paid the 2018 tax due to COVID delays, those taxes now accrue penalty. Call if questions! 641-464-3230

Reminder! The first half 2019 property tax is due by September 30 and are delinquent October 1!

The 2018 property tax that was due in March, began accruing penalty on August 1 as the Governor’s Proclamation waiving penalty expired at that time.

Remember we accept partial payments on regular tax (tax sale balances or special assessment charges must be paid in full).

The current extension of the emergency proclamation pertaining to property tax expires on July 25th (subject to change). Tax payments due March 31, 2020 remain penalty free at this time.

Property tax statements for 2019 will be mailed out in early August for taxes due on September 30.

With our re-opening July 6th, please be patient as we can only accommodate 2 individuals at the counter at a time. We ask that one person come to process any in person title transfers, renewals, etc. and encourage continued use of the drop box, mail, and online services for tax payments and vehicle renewals.

✔️ I would ask family members/friends to wait outside the building to maintain distancing, unless a parent signature is required for DL. If that isn’t possible, call the office at 641-464-3230 and we will work to accommodate your transaction.

✔️ Driver’s license remains by appointment and we are working on implementing a plan to resume drive testing in a safe manner in the coming weeks.

✔️ Delinquent property tax payments are appreciated! No penalty at this time. 2019 tax will be processed soon and 1st half due September 30.

🌟Ringgold County Re-Opening Facilities July 6th🌟

With some limited exceptions, County departments will be available for in-person service during regular business hours, M-F 8am – 4pm, beginning July 6th. During this time, several steps will be taken in an attempt to reduce the possibility of spreading the virus.

✅Where it remains reasonable to do so, County Offices may continue attempts to schedule in-person contact by appointment. Appointments will be required for driver’s license (641-464-3230), passports and vital records (641-464-3231). People are encouraged to call ahead for court-related services (641-464-3234).

✅A drop box will remain available at the west entrance of the Courthouse and remote/electronic (phone, email, online, etc.) service delivery will continue to be encouraged by all county offices.

✅All Courthouse staff will make enhanced efforts related to cleaning and disinfecting.

✅Proper social distancing measures will be encouraged within the Courthouse.

✅Courthouse staff may screen visitors upon entry to any office. Personal protective equipment is not required, but encouraged.

The Ringgold County Board of Supervisors appreciates everyone’s flexibility and understanding throughout this epidemic. Diligence in preventing the spread of this virus is greatly appreciated. The Supervisors will continue to evaluate these matters as we move forward with opening county facilities.

DRIVER'S LICENSE, MOTOR VEHICLE AND TAX INFO:

The courthouse remains closed to the public, to be re-evaluated June 29th.

Our office is currently scheduling in office appointments for DRIVER'S LICENSE ONLY. If you have a Driver's License that expired during the Governor's disaster proclamation, and especially during February, March, April or May, please call to get scheduled. Some renewals may be done online at https://iowadot.gov/#/services. The current proclamation expires next Thursday, June 25, unless extended.

For Registration Renewals and Property Tax Payments:
1) Drop box at the west entrance to the courthouse
2) Mail to Ringgold County Treasurer

You will need Plate # and PIN #
from your renewal notice or Audit # from current

Courtesy notices on delinquent property taxes were mailed on Thursday, May 28. Due to the extensions of the COVID 19 emergency declarations, payments remain penalty free through June 25 (subject to change). These notices are a reminder only. With everything that is happening we wanted to touch base, as it’s easy to forget. There is no property tax sale scheduled at this time for 2020 and no publication of delinquent tax. If you have questions, feel free to call.

Taxes are considered delinquent however penalty on the March payment has been waived until the end of the emergency declaration, currently May 27. On May 28, penalty will be added, unless the emergency declaration is extended.

Due to COVID 19 the DOT announced yesterday that teen drivers may qualify to upgrade to intermediate license remotely, saving a trip to the office once we are open to the public. Visit the website for more information and to complete the Remote Issuance Parent’s/Guardian’s Consent Form. Once submitted for review and processed a DOT customer service representative will reach out to you during regular service center business hours (Tuesday-Saturday) to begin the process. Parents and students may be seeing information about Skip The Trip Permit Testing at home. Testing is being made available for parents of youth wanting to take the permit test at home. For information go to iowadot.gov and search Skip The Trip. A parent is required to administer the test and an electronic device (not a phone or tablet) will be required with an internet connection.

The child must be at least 14 years old. The parent will be required to complete and submit the Application to Proctor Knowledge Exam form. Once the application is approved the parent and student will receive an email with instructions to administer and take the test. After the test is completed the student will receive an email with test results and instructions.

Please keep in mind we are not processing DL transactions at this time. Once we are opened back up to the public it will be necessary to contact the office for issuance.

NOTICE: With the Governor’s proclamation continuing the State Public Health Emergency Declaration property tax interest and penalty is now waived through April 30, 2020. Penalty will apply May 1, 2020. Please remember taxes were due March 31 and are still considered delinquent. This extension allows additional time to pay without penalty.

Extensions for driver’s license and motor vehicle are now through April 30 as well. For information on driver’s license questions please go to iowadot.gov. Driver’s license services have been suspended at most county locations with no issuance until further notice.

The building remains closed to the public at this time. We are answering calls, processing mail and drop box transactions. 642-464-3230

Governor Reynolds proclamation dated March 19, 2020, waives late interest and penalties on March property tax payments. There will be no interest and penalty charged on payments postmarked, paid online or dropped off to the courthouse by April 16, 2020. Penalty will apply April 17, 2020 unless the waiver is extended further. Please remember the courthouse is closed to the public for the time being. We continue to work in office to answer phones and process both motor vehicle and property tax transactions. The Lions Club drop box is available at the west entrance. As always, call us at 641-464-3230, 8 am to 4 pm Mon-Fri if you have questions or need assistance.

Official Iowa DOT: Renewing your Iowa driver's license or ID card

COURTHOUSE CLOSING TO THE PUBLIC
Effective March 18, 2020- until further notice: Due to COVID-19 and public health concerns, all Ringgold County offices are closed to the public.

A drop box has been placed outside the west entrance of the courthouse and tax payments may be left there as well as vehicle registration renewals. This box will be checked throughout the day. We also encourage online property tax payments and vehicle renewal payments. Online payments can be made at iowatreasurers.org. Payments may be sent by mail and are considered timely if postmarked on or before March 31, 2020.

Staff will be in office and daily operations will continue with the exception of Driver License, which is closed. Please call with questions at 641-464-3230.

In some instances you may renew your driver’s license online. The DOT link is provided below.

PLEASE NOTE: Per Governor Reynolds proclamation March 17, 2020 some expiration dates regarding driver’s license and motor vehicle have been extended. You may search Press Release at the link provided.

Beginning January 1, 2020 a BILL OF SALE will be REQUIRED on ALL transfers. We will accept a handwritten bill of sale signed by both parties. Bill of Sale should include date of sale, vehicle description including make/year/model, amount paid to the seller and both the buyer and seller's signatures. A standard Bill of Sale form is available online at www.iowatreasurers.org. Go to Motor Vehicle drop down and select Forms. Forms are also available in our office. Call 641-464-3230 if questions.

The beautiful Veteran's Memorial placed on the northwest corner of the courthouse lawn.

Eighmy Monument is at it again! They installed the six benches representing the Civil War, WWI, WWII, Korean War, Gulf Wars and Vietnam. This project is coming together wonderfully! Next step will be the placement of bricks leading to the front of the monument. Stay tuned!

NOTICE! The 2019 PROPERTY TAX SALE will be held next Monday, June 17, 2019 at 8:30 a.m. Delinquent Taxes were published last week in the Mount Ayr Record News. A copy is posted and updated upon payment in our office. Any amount of tax or special assessment due and remaining unpaid will be offered for sale.

THE LAST DAY TO PAY TAXES prior to the sale is FRIDAY, JUNE 14 by 4 p.m. in the office. Last day to pay online is Thursday, June 13 at 11:59 pm. Guaranteed funds are required if paid in the office. Cash, cashier's check or money order.

Snakes, Rattles and Holes at Dragoon Trace Nature Center!!!

Slither into the Dragoon Trace Nature Center east of Mount Ayr to view an amazing traveling exhibit about snakes. Whether snakes make you nervous or if you are totally fascinated by them, this exhibit if for you!! Don’t miss the opportunity to view this museum quality exhibit in your own neighborhood for free!

Ringgold County Conservation is pleased to host this traveling exhibit featuring a 69 foot long, 10 foot high plywood rattlesnake model. Exhibit visitors can walk inside the ribs and observe dioramas and graphics teaching facts about snakes. This exhibit also includes several exciting hands on stations. Snakes, Rattles and Holes was created by Purdue University, purchased and brought to Iowa by Dallas County Conservation.

We are excited to announce that Ringgold County Conservation and the Dragoon Trace Nature Center received the Iowa Tourism Award for Outstanding Attraction! We are so honored and thrilled to be recognized at the state tourism level.

February 7, 2019 (Des Moines, Iowa) — The Iowa Tourism Office and the Travel Federation of Iowa presented 27 awards recognizing excellence in the tourism industry at a ceremony today in Altoona during the 2019 Iowa Tourism Conference.

Awards to both metro and rural areas were made in 13 award categories.Tourism in Iowa generates more than $8.5 billion in expenditures and $507 million in state taxes, plus employs 69,600 people statewide.
