Due to COVID 19 the DOT announced yesterday that teen drivers may qualify to upgrade to intermediate license remotely, saving a trip to the office once we are open to the public. Visit the website for more information and to complete the Remote Issuance Parent’s/Guardian’s Consent Form. Once submitted for review and processed a DOT customer service representative will reach out to you during regular service center business hours (Tuesday-Saturday) to begin the process. Parents and students may be seeing information about Skip The Trip Permit Testing at home. Testing is being made available for parents of youth wanting to take the permit test at home. For information go to iowadot.gov and search Skip The Trip. A parent is required to administer the test and an electronic device (not a phone or tablet) will be required with an internet connection.

The child must be at least 14 years old. The parent will be required to complete and submit the Application to Proctor Knowledge Exam form. Once the application is approved the parent and student will receive an email with instructions to administer and take the test. After the test is completed the student will receive an email with test results and instructions.

Please keep in mind we are not processing DL transactions at this time. Once we are opened back up to the public it will be necessary to contact the office for issuance.

NOTICE: With the Governor’s proclamation continuing the State Public Health Emergency Declaration property tax interest and penalty is now waived through April 30, 2020. Penalty will apply May 1, 2020. Please remember taxes were due March 31 and are still considered delinquent. This extension allows additional time to pay without penalty.

Extensions for driver’s license and motor vehicle are now through April 30 as well. For information on driver’s license questions please go to iowadot.gov. Driver’s license services have been suspended at most county locations with no issuance until further notice.

The building remains closed to the public at this time. We are answering calls, processing mail and drop box transactions. 642-464-3230

Governor Reynolds proclamation dated March 19, 2020, waives late interest and penalties on March property tax payments. There will be no interest and penalty charged on payments postmarked, paid online or dropped off to the courthouse by April 16, 2020. Penalty will apply April 17, 2020 unless the waiver is extended further. Please remember the courthouse is closed to the public for the time being. We continue to work in office to answer phones and process both motor vehicle and property tax transactions. The Lions Club drop box is available at the west entrance. As always, call us at 641-464-3230, 8 am to 4 pm Mon-Fri if you have questions or need assistance.

Official Iowa DOT: Renewing your Iowa driver's license or ID card

COURTHOUSE CLOSING TO THE PUBLIC
Effective March 18, 2020- until further notice: Due to COVID-19 and public health concerns, all Ringgold County offices are closed to the public.

A drop box has been placed outside the west entrance of the courthouse and tax payments may be left there as well as vehicle registration renewals. This box will be checked throughout the day. We also encourage online property tax payments and vehicle renewal payments. Online payments can be made at iowatreasurers.org. Payments may be sent by mail and are considered timely if postmarked on or before March 31, 2020.

Staff will be in office and daily operations will continue with the exception of Driver License, which is closed. Please call with questions at 641-464-3230.

PLEASE NOTE: Per Governor Reynolds proclamation March 17, 2020 some expiration dates regarding driver’s license and motor vehicle have been extended. You may search Press Release at the link provided.

Beginning January 1, 2020 a BILL OF SALE will be REQUIRED on ALL transfers. We will accept a handwritten bill of sale signed by both parties. Bill of Sale should include date of sale, vehicle description including make/year/model, amount paid to the seller and both the buyer and seller's signatures. A standard Bill of Sale form is available online at www.iowatreasurers.org. Go to Motor Vehicle drop down and select Forms. Forms are also available in our office. Call 641-464-3230 if questions.

The beautiful Veteran's Memorial placed on the northwest corner of the courthouse lawn.

Eighmy Monument is at it again! They installed the six benches representing the Civil War, WWI, WWII, Korean War, Gulf Wars and Vietnam. This project is coming together wonderfully! Next step will be the placement of bricks leading to the front of the monument. Stay tuned!

NOTICE! The 2019 PROPERTY TAX SALE will be held next Monday, June 17, 2019 at 8:30 a.m. Delinquent Taxes were published last week in the Mount Ayr Record News. A copy is posted and updated upon payment in our office. Any amount of tax or special assessment due and remaining unpaid will be offered for sale.

THE LAST DAY TO PAY TAXES prior to the sale is FRIDAY, JUNE 14 by 4 p.m. in the office. Last day to pay online is Thursday, June 13 at 11:59 pm. Guaranteed funds are required if paid in the office. Cash, cashier's check or money order.

Snakes, Rattles and Holes at Dragoon Trace Nature Center!!!

Slither into the Dragoon Trace Nature Center east of Mount Ayr to view an amazing traveling exhibit about snakes. Whether snakes make you nervous or if you are totally fascinated by them, this exhibit if for you!! Don’t miss the opportunity to view this museum quality exhibit in your own neighborhood for free!

Ringgold County Conservation is pleased to host this traveling exhibit featuring a 69 foot long, 10 foot high plywood rattlesnake model. Exhibit visitors can walk inside the ribs and observe dioramas and graphics teaching facts about snakes. This exhibit also includes several exciting hands on stations. Snakes, Rattles and Holes was created by Purdue University, purchased and brought to Iowa by Dallas County Conservation.

We are excited to announce that Ringgold County Conservation and the Dragoon Trace Nature Center received the Iowa Tourism Award for Outstanding Attraction! We are so honored and thrilled to be recognized at the state tourism level.

February 7, 2019 (Des Moines, Iowa) — The Iowa Tourism Office and the Travel Federation of Iowa presented 27 awards recognizing excellence in the tourism industry at a ceremony today in Altoona during the 2019 Iowa Tourism Conference.

Awards to both metro and rural areas were made in 13 award categories.Tourism in Iowa generates more than $8.5 billion in expenditures and $507 million in state taxes, plus employs 69,600 people statewide.

Thanks to Kate Zimmerman and the Dragoon Trace Nature Center for the meeting space and the informative presentation on owls during our “non-work” session. 13 counties were present. Thanks to Jamie Miller and staff for the wonderful, efficient lunch at Jamie’s Coffee Mill and Deli.

All property tax statements for the 2017 taxes payable 2018-2019 have now been mailed out. The first half taxes are due by September 30, 2018 in order to avoid penalty. Please notify the office of any address change as we have already had some returned due to incorrect mailing address on record.

Delinquent tax publication is in the Mount Ayr Record News this week, June 6. An updated copy is posted in the our office. Per delinquent notices, taxes that were unpaid by May 25 are listed. Taxes remaining unpaid as of Friday, June 15 at 4:00 pm will be sold at tax sale on Monday, June 16 @ 8:30 a.m. You may contact the office concerning updates on payments received after May 25. NOTICE! Delinquent property tax notices were mailed out April 30 for amounts due and not paid. Friday May 25 is the last day to pay in order to avoid publication for the tax sale. Taxes paid after this Friday, May 25 will require guaranteed funds. Taxes may be paid online at www.iowatreasurers.org. The annual property tax sale will be held on Monday, June 18 and any remaining tax due after Friday, June 14 will go to tax sale.

Our Treasurer's Christmas tree outside our office on the 2nd floor! Green lights (the color of money), paper money garland, license plates, Santa convertible ornaments and Santa's Driver's License under the star at the top of the tree! We think it's fun... sadly there are no canned food/non perishables in the box underneath the tree. 🙁 Won't you please stop by the courthouse and check out the trees on display and vote for your favorite? You can vote by placing a canned food or non perishable item under the tree.

Property Tax - YES you can make payments! You are welcome to make payments at any time - no need to set up a payment plan - pay as you like! Interest does apply on any balance that is delinquent after the due date - i.e. if any of the September installment remains unpaid after September 30, penalties accrue at 1.5% interest. If the March payment remains unpaid after March 31st, again penalties apply on any unpaid balances at 1.5%.

You can pay in office or by mail. You can also set up payments online for current tax only, not on delinquent amounts (fees apply).

Did you know that each time you title a vehicle, trailer, or camper you must have an Iowa Application for Certifiicate of Title? This is not a new policy but it seems often times customers are not aware and have to be sent away for signatures, especially on private transactions. Just a heads up - all persons to be included on the title MUST sign the application for title as titles are legal documents of ownership. If you want to sign it in advance, you can acquire the application from the iowatreasurers.org website under motor vehicle drop down, then forms. Call if questions! 641-464-3230
