This letter was read at the Carroll County Board meeting last night in support of Carroll County Transit.
October 1, 2026
Chairman and Members of the Carroll County Board:
On behalf of the Carroll County Veterans Assistance Commission, we support Carroll County Transit and the residents who depend on it.
For veterans, transportation means access to medical care and services they have earned. For seniors, people with disabilities, and residents without reliable transportation, it means independence and access to everyday necessities.
We know that individuals from Carroll County approached Reagan Mass Transit about changing our transit service. The public deserves to know who initiated those discussions, why they began, and what problem this proposal is intended to solve. We still have not been given a clear explanation.
If there are problems with management, finances, staffing, or service, identify them publicly and provide supporting information. Give Carroll County Transit a fair opportunity to correct those problems before deciding to transfer the service.
How can this Board justify changing a public service without clearly explaining the reason or asking the people who depend on it?
Our veterans face a serious concern. Based on the service information available to us, Reagan Mass Transit does not provide the out-of-state medical transportation our veterans need. It utilizes Greyhound bus service to Davenport, Iowa. That does not get our veterans to appointments in Iowa City or Madison, Wisconsin.
These destinations are essential to veterans’ medical care. Without an arrangement preserving those trips, veterans will lose transportation they depend on.
We also need clear answers about scheduling, longer rides, and departure and return restrictions. Transportation must accommodate medical appointments and treatments.
We ask this Board to publicly explain the proposed change, disclose the information supporting it, and hold a public meeting specifically to hear from riders, families, veterans, and others affected.
Postpone any vote on a transfer until the public has been heard and continued access to essential medical transportation has been established.
Public input must help shape the decision while options remain open. Our residents deserve transparency, a meaningful voice, and confidence that their needs come first.
We urge you to support Carroll County Transit, address documented problems openly, and protect the dependable transportation our residents need.
Thank you.
Wayne Leonard
