As a follow-up to Monday’s school board meeting and the approval of the district’s health insurance provider, here is additional clarification on my “No” vote…

I am voting 'No' because while I recognize the board's duty to control costs, I believe the Reference-Based Pricing (RBP) model shifts an unacceptable level of financial and legal risk onto our teachers and staff. Without a guaranteed provider network, we risk exposing our employees to balance billing and credit damage, which will ultimately harm our ability to recruit and retain the high-quality educators our students deserve. I believe there are more stable ways to achieve fiscal solvency without putting our staff in the crosshairs of hospital and provider billing departments.

Reflecting on this post after tonight’s board meeting one year later...

After successfully passing this PPEL, Woodbury Central raised $2.4M over the next 10 years and is now starting the following projects:

This Summer or Already Done
✅ Pave all parking lots
✅ Add wrestling room shower (this has become a wrestling room addition that will allow for a new multi-purpose room)
✅ Remodel middle school and high school classrooms
✅ Replace entire HVAC system
✅ Refinish middle school gym ceiling (Updated)

Summer of 2022
✅ Resurface and update the elementary school playgrounds
✅ Replace baseball / softball concession stand

On the ballot, Woodbury Central will be presenting a Physical Plant and Equipment Levy (PPEL) that you will have an opportunity to approve. A PPEL is a local levy that effects property and income taxes and can only be used to improve Woodbury Central's facilities.

82% of all schools in the state of Iowa have a voter-approved PPEL. And Woodbury Central is not one of them.

This PPEL has an opportunity to raise up to $2.5M over the next 10 years and help raise money for some key infrastructure projects including:
- Pave all parking lots
- Resurface and update the elementary school playgrounds
- Remodel middle school and high school classrooms
- Replace baseball / softball concession stand
- Add wrestling room shower
- Refinish middle school gym ceiling

The $1.34 PPEL will have a maximum tax impact of ~$10/month on a $175k home, ~$20/month on $200k in commercial property, or ~$20/month on 240 acres of ag property. In the meantime, the tax rate within Woodbury Central has gone down from a rate of $14.56 in 2010 to $11.46 in 2020.
