To our Harrison Family,

It’s been two weeks since the unprecedented tornado hit Harrison Township, comprehending what happened and the personal devastation is probably sinking in for the families most impacted.

I suspect the first week or so was a blur. These families scrambled to assess the damage to their homes and additional losses, sought temporary shelter, addressed their immediate needs of clothing and other necessities, and coordinated with their insurance providers, while many prepared for the first day of school. Add in the emotional impact of experiencing this life-threatening trauma and we can only imagine what the first week must have been like for our neighbors that were impacted.

As the second week unfolded, most of the damaged properties were transformed into worksites, with neighbors, friends, family, strangers, and contractors supporting their “rebuilding” … all working together to clean-up and salvage what they could, while the families asked themselves “where do we go from here”?

This work continues and there is noticeable progress being made, but allow me to state the obvious: “rebuilding” is going to take time, especially for the 36 homes that have been “tagged” with an orange “unsafe structure” sticker by construction officials. This sticker means whatever is left of the structure needs to be demolished and rebuilt or in some cases demolition may not be required, but extensive reconstruction will be necessary.

As the weeks turn into months, those of us not physically impacted by this tornado will be preparing for the holidays, but these families will still be working through their “rebuilding” and many families will be living someplace other than “home”. There are dozens of others, who were fortunate to not have lost their homes, but were still severely affected and will be “rebuilding” as well.

Long after time fades the memory for those of us not directly impacted by the tornado, many families in our community will still be “rebuilding.” We must pledge to provide support and resources to our Harrison families, until they no longer need it. That’s what defines Harrison Strong.

Be aware of possible price gouging in the area by private contractors. If you experience any such behavior, contact the Gloucester County Prosecutor’s Office at 856-384-5500 or file a complaint directly with the NJ Department of Community Affairs
The FEMA-Disaster Recovery Center (DRC) opened on Monday in the Gloucester County Library, Mullica Hill Branch parking lot at 389 Wolfert Station Road. Hours of operation are Monday – Friday 7am – 7pm, Saturday 10am – 5pm and Sunday 1pm – 5pm
Harrison Township has requested an extension of the NJ State Police over-night patrols which will remain in place from 7pm to 7am through Monday morning, 9/19/21. After that, the Harrison Township Police will institute two additional patrols overnight (in addition to the standard four per shift), specifically to monitor the impacted areas.

Gloucester County Emergency Management and FEMA representatives met with the Mayors & Municipal OEM representatives from the five impacted municipalities in the Harrison Township Municipal Building this past Monday morning. The roll out of FEMA’s disaster recovery plan was discussed, including their mobile outreach to residents who do not initiate a claim on their own.

We are working with Gloucester County and NJDEP regarding streams and waterways, in pursuit of getting some of the tree clean-up to fall under their jurisdiction. NJDEP toured the affected areas and are going to evaluate State vs County clean-up strategies.
Gloucester County has played a pivotal role in the tree and debris removal process, and they are continuing to work with us on that front.
I know we all thank God, there was no loss of human life or major injuries in Harrison Township. This miracle is almost hard to believe, as one views the devastated areas.

Almost as miraculous is the incredible outpouring of support from our community. As this tragedy unfolded strangers began providing help to those impacted by the storm. The number of volunteers ultimately rose into the hundreds. From the onset, the physical donations came pouring in at a rate that was overwhelming, exceeding the storage capacity at Clearview. There has been a flow of monetary donations coming from everywhere and there are multiple individual GoFundMe accounts that family, friends, and local organizations set up for impacted residents. An avalanche of Gift Cards are being donated, many coming in from an initiative by the Harrison Township Elementary School. Most of which ended up with the Rotary of Mullica Hill, as they have stepped up in a huge way to help in the field (with crews cutting up trees) and to administer and distribute the Gift Cards totaling in the $30,000 range.

The Rotary of Mullica Hill continues its efforts by working with local business owners to sponsor a fundraising event, the Together We Rebuild event that will benefit those who lost their homes. The event is scheduled for Sunday, October 17th (no Eagles game) from 12 – 4pm in Naples parking lot with food, beer, and entertainment. You can find more details and tickets here.

The response from the community has been incredible and it’s impossible to express the impact and calming atmosphere your response has brought to a tragic and chaotic situation. Ultimately, it is this love, support, and sense of community that is the reason we all love living here as much as we do.

To Our Harrison Residents,

More than a week has passed since the tornado, it is still hard to wrap your head around the devastation that was caused in our community. Fortunately, for most of us, that is just a mental exercise as we see the pictures or drive through an impacted area. But for 140+ families, it is real and a life changing experience.

At last count, 38 properties have been deemed “unsafe”, meaning they are either already destroyed or damaged to the point of being structurally unsound and will likely require demolition; a few of those may be salvaged through massive renovation. Regardless, life took a right-hand turn around 6:20 PM on Wednesday, September 1st for these families and for our community.

There are no suitable words to describe the manner in which Harrison Township has responded and taken action to help as a community. This includes us as a whole, our residents, township personal, businesses and local organizations. Much will be written about this in the coming weeks, but now is a time to focus on those that have suffered, although I assure you, we will tell these stories of kindness in the future.

We do feel it appropriate to give you some insight into how things played out in the immediate response that night and what resources are available for our impacted residents. Our annual Remembrance Ceremony will take place at 1 PM, tomorrow, September 11th at Harrison Township 9/11 Memorial located at Main & Church Streets. Recent events remind us of the gallantry and commitment of our First Responders and Saturday’s event will recognize the heroes and innocent lives lost on that fateful day two decades ago.

IMPORTANT INFORMATION REGARDING PROVISIONAL BALLOTS IF YOU CHOOSE TO VOTE IN PERSON ON ELECTION DAY READ TO THE END:

Do NOT report to your normal polling place, based on your District, as you normally have in previous elections.

Harrison Township will have TWO Polling Places for the 2020 General Election. They are:

Harrison Township Elementary School (120 N. Main Street, Mullica Hill, NJ 08062)
Districts 5-9
Ewan Fire Hall (312 Ewan Road, Mullica Hill, NJ 08062)
Districts 1-4

Take note: District locations are NOT in the same location as every previous election.

Upon arrival at either location, follow the signs until you are greeted by a Board Worker who will direct you to the proper station to obtain your ballot. There will be no voting machines used in this Election (except for handicapped individuals requiring that accommodation).

Four stations will be set up by last name, and voters will report to the appropriate station to receive their ballot and instructions on completing the ballot.

You will then be directed to a secure area where you may complete the ballot confidentially. When finished, you will hand over your sealed ballot to a Board Worker.

Your ballot will be delivered by hand by the Township’s Administrator of Elections, to the Board of Elections after the polls have closed that evening. Delivery of the ballots to the Board of Elections is done with a Police es**rt in an official Police vehicle.

It is important to note that this ballot is known as a Provisional Ballot. In tabulating Provisional Ballots, the Board of Elections will first confirm whether or not your Vote By Mail ballot was received and counted. If it was, your Provisional Ballot is discarded without opening it. If no Vote By Mail ballot was received under your name, your Provisional Ballot will be opened and tabulated.

This ensures that only one vote can be cast by each voter.
This is also the reason that there is an expectation that the final vote totals will not be determined until several weeks after the Election.

OTHER POINTS OF INTEREST:

You will not receive a Sample Ballot in the mail for this Election. A copy of the Sample Ballot will be viewable on the County website at some point.

If handing in your completed Vote By Mail ballot at the polling place on Election Day, you can only hand in your ballot and you will be asked to present ID to do so. Meaning, you may not drop off a family member or friend’s ballot.

Once Vote By Mail ballots are sent out, you will be able to monitor their status, including their receipt by the County once you mail your ballot back. Check on that status here:

Safety protocols will be strictly followed at the polling place on Election Day. This will include maintaining a distance of six feet between voters and the Board Workers. The Board Workers will wear masks and gloves at all times and will be frequently sanitizing high-touch areas. Hand sanitizer, sanitizing wipes and masks and gloves will also be available to voters, if desired. Voters will be required to wear a mask as they enter the polling place.

Please also note that New Jersey law prohibits voters from wearing any type of shirt, hat, button, pin etc. which depicts a political affiliation, candidate or political statement in the polling place. You will be asked to turn your shirt inside-out and/or remove any other item(s) which may be deemed as political in nature.

Voter information for Harrison Township and also locations of Gloucester County ballot drop boxes:

On August 14th Governor Phil Murphy signed Executive Order No. 177 ordering several changes to the November General Election process. These changes include:

ALL active Registered Voters will receive a Vote By Mail ballot for the 2020 Election without filing an application for the ballot.
The County will mail the ballots approximately 30 days prior to the Election, so you can expect to receive your ballot in the first week of October.

OPTIONS TO SUBMIT YOUR VOTE BY MAIL BALLOT:

Each ballot will include a postage-paid return envelope. Therefore, you can simply drop it in any mailbox by Election Day, November 3rd.

To be considered valid, a ballot must be postmarked by November 3, 2020 (Election Day). All valid ballots received by November 10that 8 PM will be counted. This allows for a full week delivery time.

You can deposit your Vote By Mail ballot in any of the County Drop Boxes by Election Day, including any time prior.
