Missing Endangered Teen
The JCSO needs your help to locate 14-year-old Zoe. She was last seen leaving her home in the 6500 block of S. Balsam Ct. this morning, but she never made it to school at Ken Caryl Middle School. Zoe is a Hispanic female, 5ft. tall, 100 lbs., with blonde and green highlights in her brown hair. She was last seen wearing jean shorts and a black oversized sweatshirt, as seen in the photo. She has nose piercings in each nostril and an eyebrow piercing. Zoe may be a threat to herself. If you have any information, please call 911.

Great time in Baton Rouge and New Orleans, Louisana, working with EBRPSO during multiple weeks of training courses: RSI, RSII and UFO. They are a disciplined, creative, and an enthusiastic team utilizing LCI techiniques with great success! We've been coming here for 3 years in a row. Get to enjoy my travel time and what little down time i have. Great eats. Big thanks and salute to all the dedicated assistants and role players we bring out to make the BEST ... "training as real as it Gets ... Intense!"

I praise GOD for HIS Blessings and for keeping everyone safe during very intense day/night operations. No unusual incidents outside of the usual. We look forward to the next group combining teams from Louisiana, Missouri, and Arkansas! Lets get rolling!

Finished eight weeks on the road with training courses in Houston, Texas and various cities in Colorado. Many good memories made with new and old friends. As usual with our training, many day/night adventurous tales from the streets during the most realistic training provided to law enforcement. A big Thank you to all the agencies for their assistance and hospitality.
All safe and sound! Praise goes to YAH!

Our team completed a long stretch (2nd half of the year) of training classes in Castle Rock, CO, Reno, NV, Seattle, WA, Palm Springs, CA and were now ready to roll in Albuquerque, NM with RSI and RSII! Its been a rewarding experience, as always, working with local, state and federal LE agencies from throughout the U.S. These teams were motivated, determined and enthusiastic about learning our techniques, accomplishing their objectives and goals while working safely in a realistic setting. They were all very successful. We have the best working team of role players and assistants. Second to none.

Castle Rock Rolling Surveillance® and the RATTCAT's ™ team did a great job making 5 of 7 locations and identifying additional suspects connected to the criminal organization. They learned new techniques, gained valuable experience, and recognized the importance (for safety and success) of applying these LCI techniques while stationary and on the move. They were an enthusiastic group who were motivated and it showed. It is always great coming to Colorado and working with the Law Enforcement personnel here.

ROLLING SURVEILLANCE® course nets

Two (2) felony arrests (wanted felons) made with the recovery of a stolen/loaded handgun, Fentanyl and Methamphetamine (sales amount) during the Rolling Surveillance® course in the Denver, Colorado area. Great job by the Lincoln Surveillance units during the field training scenario. The actions/behavior of the suspects in their vehicle, observed by the surveillance unit, were consistent with the counter surveillance tactics they, the surveillance team, were being trained in. Another great job by the team!

It has been a fun start to the year with training in Southern CA, Albuquerque, NM, Phoenix, AZ and SO CA again. As we get ready for our annual training in Colorado we still have some availability for our "Chop Shop Investigations - Vehicle ID/VIN Switching with Field exercises" course being held in Pueblo Colorado in July and still some spots available for our Rolling Surveillance courses in Palm Springs, Reno and Albuquerque during the second half of the year. All other courses are filled and closed. We are now booking classes into 2026. I am thankful to Julianne for her hard work and dedication on the admin side of things, all of our role players/assistants, the agencies who have trusted and supported our training over two decades, the many attendees who continue to come back and the spread the word about our training, and I am most Thankful to YHWH (GOD) and HIS many Blessings in my life. Memorial outside of the Las Cruces Police Deaprtment for Fallen Officer Jonah Hernandez who was murdered in response to a trespassing call in the city of Las Cruces, NM. The perpetrator was a homeless man with a criminal history. Officer Hernandez was reportedly stabbed with a kitchen knife. The suspect was shot and killed by a citizen. Officer Jonah Hernandez (from El Paso, TX.) leaves behind a wife and two children (Boys 10 nd 2 yrs.).
Officer Hernandez is the first Las Cruces Police Officer to die in the line of duty. He will be greatly missed. Please pray for his family, friends and the personnel of Las Cruces Police Department.

2023 was another great year for LCI Services Law Enforcement Training. We closed out the year in Imperial County, CA which took the team late into the night into Yuma, AZ to identify their prize locations. Our training, once again for the year, was spread out through the U.S. with attendance by many great local, state and federal Law Enforcement agency personnel. We are Blessed with the previlige to be working with the greatest profession in this Country. Now in our 21st year, we get ready to start our training, for 2024, in Southern California at Murrieta Police Department. This class is projected to be filled to capacity with the inclusion of agents from outside the United States. We look forward to their participation. 2024 here we come!
