A letter to Muskogee Citizens from City Manager Kendal Francis.

Dear Citizens of Muskogee,
I want to speak directly with you about a difficult financial issue facing our community. Three inverse condemnation cases against the City of Muskogee, dating back nearly twenty years, have now resulted in judgments totaling $29.25 million, plus any applicable interest.

The history is complicated, but the potential impact on our citizens is very real. You deserve to understand what these cases are, how we reached this point, and what your City Council and City Management are doing about it.

City of Muskogee Announces Selection of Chad Farmer as Police Chief.

MUSKOGEE, Okla. August 31, 2026 - City Manager Kendal Francis has selected Chad Farmer to serve as the next Chief of Police for the City of Muskogee following a comprehensive interview and selection process.

Farmer joined the Muskogee Police Department in January 1995 and has advanced through every rank within the department, currently serving as Deputy Chief of Police. Throughout his career, he has held leadership responsibilities in patrol, internal affairs, training, budgeting, policy development and special operations.

“Chad brings extensive experience, a deep understanding of the Muskogee Police Department and our community, and a strong commitment to the officers and residents he serves,” Francis said. “Throughout the selection process, he demonstrated that he understands both the opportunities and challenges ahead and has a clear vision for the future of the department. I am confident in his ability to strengthen community trust, develop the department’s next generation of leaders, and continue providing the professional, accountable law enforcement services our community deserves.”

CITY OFFICES CLOSED FOR LABOR DAY

City of Muskogee offices will be closed Monday, September 7, in observance of Labor Day.

Trash routes will run as scheduled, with no delay in sanitation services.

City offices will reopen for regular business hours Tuesday, September 8.
