MONROE TOWNSHIP MAN INDICTED FOR
VEHICULAR HOMICIDE AND
KNOWINGLY LEAVING THE SCENE OF A MOTOR VEHICLE CRASH RESULTING IN DEATH
Ocean County Prosecutor Bradley D. Billhimer announced that on May 28, 2026, Artice Norvell, 54, of Monroe Township, was indicted by a Grand Jury sitting in Ocean County on charges of Vehicular Homicide and Knowingly Leaving the Scene of a Motor Vehicle Crash Resulting in Death, both in connection with a motor vehicle crash that occurred in Little Egg Harbor Township on November 5, 2025, resulting in the death of Domenico Russano, 68,of Little Egg Harbor Township.
On November 5, 2025, at approximately 4:00 a.m., Officers from the Little Egg Harbor Township Police Department responded to the intersection of Center Street and Oak Street for a report of an injured pedestrian. Responding Officers subsequently found Mr. Russano lying on the roadway with serious injuries. Mr. Russano was transported to AtlantiCare Regional Medical Center in Atlantic City where he succumbed to his injuries.
An investigation by the Little Egg Harbor Township Police and Ocean County Sheriff’s Office Crime Scene Investigation Unit revealed that a white Ford F-650 box truck struck Mr. Russano as he was walking on the sidewalk and then fled the area. Continuing investigation led to the identification of Norvell as the individual operating the truck at the time of the crash. On March 6, 2026, Norvell was charged with Vehicular Homicide and Knowingly Leaving the Scene of a Motor Vehicle Crash Resulting in Death. On March 9, 2026, Norvell turned himself into police custody without incident. He was transported to the Ocean County Jail and subsequently released as a consequence of New Jersey Bail Reform.
Prosecutor Billhimer acknowledges the diligent efforts of Senior Assistant Prosecutor Stephen Burke who presented the case to the Grand Jury on behalf of the State and commends the Little Egg Harbor Police Department and Ocean County Sheriff’s Office Crime Scene Investigation Unit, for their collaborative efforts in connection with this investigation.
The charges referenced above are merely accusations and the press and public are reminded that all defendants are presumed innocent unless and until proven guilty beyond a reasonable doubt in a court of law.
