Vibrant Communities Grant
· Description: FY22 Vibrant Communities Grants support single art projects such as an art exhibit, a theatre production, a series of workshops for children, or an artist residency.

· Grant Request: Between $1,000 and $5,000

· Match Requirement: 50% match of request amount

· Projects Must Take Place: October 15, 2021-June 1, 2022.

· Eligible Applicants: Non-profit organizations, government entities, public libraries, schools and colleges/universities in counties in which no organization receives a Project, Partner or Arts Education Program Grant.

· FY22 Vibrant Communities Grant Applications: August 31, 2021, at 11:59 p.m.

I am Pat Betchik, better known as a local newspaperman with Press Publishing but I am also retired Navy with a good relationship with Trident Refit Facility, (TRF) Kings Bay. On Friday, December 11, I spoke with Senator Perdue and Kings bay will get the first of a new class of submarine. In February the TRF will open its apprenticeship program The thing is NOW is when people have to prepare for the opportunity. They are REAL jobs, not jobs careers, they are union, start north of $16 an hour, plus free college education. being union they have all benefits from day 1.
The main requirements are to be at least 18 on your first day of work, but juniors can begin this year for next in high school. It has had a lot of more experienced workers join the program and they are welcomed. Other requirements-what ends most Camden participants is a felony conviction or the drug test. The Physical exam is little to nothing. If 18 to 25 be registered with selective service, be a US citizen, and take the Accu-placer test, (I am offering 10 scholarships with registration to Coastal Pines Tech College.) The main roadblock in Brantley seems to be transportation.
I'd like your help in getting the word out on this program, and if needed help in the transportation area. On January 9 a Saturday at Christ's Outreach Mission, 455 Lee Street, Kingsland, GA I'll be holding an introduction to the program, and test-taking tips, I built a computer lab there and we'll have seats for practice test taking. Hello GEDA Development Authority Executive Committee Members,



I heard from Clint Mueller of the Association of County Commissioners (ACCG) today about disbursing federal funds (up to $700 million) as part of the Coronavirus Relief Fund (CRF). He contacted me at the suggestion of Kelly Farr, Director of the Governor’s Office of Planning and Budget, who mentioned Development Authorities as possible vehicles for getting money in the hands of Georgia businesses.



I talked with Cal Wray, GEDA Chair of the Development Authority Executives Committee, and President of the Augusta Economic Development Authority, and Josh Fenn, Vice-Chair of the DA Execs, and Executive Director of the Henry County Development Authority, both of whom recommended that we get this word out to you right away. There are certain restrictions that make this a high hurdle for many. Nonetheless, we figured we would get the word out and see if anyone can successfully navigate the requirements to get cash into the hands of your local business people.



The funds must be used for COVID-related causes. Businesses can’t be eligible, or have received approval, for other federal COVID programs, such as the Payroll Protection Program (PPP), the Economic Injury Disaster Loans (EIDL), the SBA Express Bridge Loans or SBA Debt Relief. Of course, the use of this program cannot breach the Gratuities clause in Georgia. Perhaps the most difficult requirement to meet is that the funds must be expended before the end of this calendar year. Any potential projects would probably have to be ready to go or already started. Attached is a copy of the Coronavirus Relief Fund FAQs related to reporting and recordkeeping from the U.S. Treasury. I asked Clint about grant and loan programs, and he responded that grants would not be required to be repaid, but loans would.
