8/28 at 10:29 am Holley Navarre Fire District responded to Hwy 87 and Eglin 213 for a vehicle fire. E41, SQ44 arrived to find a working vehicle fire. Fire was extinguished without injuries.

HNFD has received A LOT of calls regarding the non-ad valorem fire assessments recently mailed to property owners. We wanted to answer a few of the questions we’re hearing most often:

1. “My square footage is wrong.”
Realtors typically advertise the heated/cooled square footage of a home. Fire assessments are based on total square footage — anything under a roof, because anything under a roof can burn.
You can verify your property’s total square footage through the Santa Rosa County Property Appraiser’s Office at srcpa.gov.

2. “My home is small. Why does my assessment say 2,300 sq. ft.?”
Homes under 2,300 sq. ft. are assessed at the minimum rate. Your notice will simply state 2,300 sq ft, even if your home is smaller.

3. “Why am I paying a fire assessment on vacant land?”
Vacant land still requires fire protection. HNFD responds to brush fires regularly, including two in the past month that threatened nearby homes. These incidents require firefighters, apparatus, equipment, fuel, and other department resources.

4. “There’s a maximum rate listed. Does that mean HNFD plans to raise the assessment to that amount next year?”
No. HNFD has no intention of automatically increasing the assessment to the maximum rate. A maximum rate must be established and disclosed as part of the statutory process. Doing so also prevents the District from having to repeat the costly mailed-notice process every year simply to maintain flexibility below that maximum.

5. “I’m 100% disabled and exempt from other property taxes. Why am I not exempt from the fire assessment?”
These are non-ad valorem assessments based on fire protection need, not property taxes based on home value. Under Florida Statute Chapter 191, these assessments cannot simply be exempted or waived unless another revenue source is available to make up the difference. HNFD has confirmed this with both our District attorney and an attorney specializing in Florida special districts.

We hope this helps clear up some of the most common questions!

Honoring Retired Captain Shayne Stewart

Since the inception of the Holley-Navarre Fire District Cadet Program, Retired Captain Shayne Stewart has played an important role in educating and inspiring the next generation of firefighters.

Captain Stewart brings more than 30 years of fire service experience to our cadets. His career began in 1983 as a volunteer firefighter in Destin. He became a certified, career firefighter in 1985 and continued serving until his retirement in 2013. Even in retirement, his dedication to the fire service has never stopped. He has maintained his certifications and continues to teach fire service and incident command courses.

Through our Cadet Program, Captain Stewart shares much more than knowledge. He teaches our cadets the history, traditions, terminology, values, and pride of the fire service while helping them understand what it truly means to serve their community.

His influence is already making an impact. Since the program began, many of our cadets have developed an even greater passion for the fire service, and three cadets have recently committed to attending the Fire Academy.

We are incredibly grateful to Captain Stewart for volunteering his time, sharing decades of experience, and helping shape the minds of our future firefighters.

8/12 at 1730 hrs Holley Navarre Fire District responded for a vehicle fire at the intersection of East bay blvd / Grand bay blvd. Unit arrived to find a heavily involved pick up truck . The truck bed was full of cardboard. The fire was extinguished without incident.

🚨 THE COST OF FIREFIGHTING HAS CHANGED. OUR RESPONSIBILITY TO PROTECT THIS COMMUNITY HASN’T. 🚨

Take a look at these numbers.
In 2020, the equipment needed to outfit one firefighter cost approximately $6,750.

Today? More than $22,000.
And it doesn’t stop there.

🚒 A fire engine that cost around $400,000 in 2020 can now cost $850,000–$1 MILLION.

These aren't luxuries. This is the equipment our firefighters depend on when someone calls 911.

This is why the referendum matters.

The cost of providing emergency services has increased dramatically, while Holley-Navarre continues to grow. We have to be able to properly equip our firefighters, maintain our apparatus, retain qualified personnel, and continue providing the level of emergency response our community expects.

We are less than ONE WEEK from Election Day - Tuesday, Aug18.

Early voting is happening NOW, and many of our residents have already cast their ballots.

Before you vote, please look at the numbers. Ask questions. Learn what the referendum means for our Fire District and our community.

This week, we are proud to introduce the leader of HNFD, Fire Chief Kevin Lewis!

A fire chief's responsibilities are endless, especially one as involved and invested as Chief Lewis. Whether he is reporting to HNFD's Fire Board, acting as Incident Commander at a 3 a.m. fire, drafting a budget for the new year, or riding on an engine as a firefighter because we are short-staffed (which he will gladly tell you is his favorite job!), Chief Lewis defines what it means to lead from the front. His dedication ensures that the citizens of our community are protected and our firefighters are fully supported, no matter what it takes.
