The Village of Fairchilds would like to inform all residents that the project schedule for the proposed regional toll road has been officially updated. According to the latest coordination efforts between the Village and Fort Bend County Toll Road Authority (FBCTRA) representatives, all segments of the proposed Fort Bend Parkway Toll Road from Sienna Plantation across the Brazos River to its terminus at State Highway (SH) 36 are expected to go under contract simultaneously, and vehicle traffic on all segments is now expected by 2029. This update is based on new information obtained following the recent town hall meeting on July 9, where Village representatives shared timelines and construction plans based on previous communications.

According to FBCTRA officials, the toll road remains a priority infrastructure project aimed at improving transportation access and supporting local economic growth. The Village understands that residents still have many questions and concerns about this project, and we appreciate your patience and continued support as we coordinate with FBCTRA while they press forward with this project. Sugar Land, July 10, 2025- Public scoping meeting will present alternatives on 36A route-

Work continues on the ongoing TxDOT study being prepared for the proposed Highway 36A corridor, with a public scoping meeting planned for August.

TxDOT has divided the project into two segments, north and south. An individual Environmental Impact Statement (EIS) is being developed for each segment, with Jacobs Engineering handling the southern segment. The southern segment is about a year ahead of work on the northern segment. The public scoping meeting in August will discuss work on the southern segment in Fort Bend County.

TXDOT anticipates the proposed corridor to be, in total, approximately 65 to 75 miles in length and located in Fort Bend and Waller counties.

The official announcement and meeting date will be made this month in the Federal Register, along with other notifications in the media, online, and in emails.

After the public scoping meeting, Jacobs and TxDOT will gather the comments from the meeting, review them and take them into consideration as they begin narrowing the eight alignments down to just three potential road alignments. All of that will be presented again to the public next year, and then officials will select a preferred alignment that will be rolled out to the public in late 2027 or 2028.

Today, Commissioner Buckingham announced that applications for home rebuilding and repair reimbursement programs are now available in 27 federally designated counties impacted by multiple disasters in 2024.

The Village of Fairchilds is aware of plans by Fort Bend County to construct a new toll road in our area. We recognize that this proposed project has generated significant interest, questions, and concerns among our residents and property owners. We also recognize that this project, being fully funded, managed, and constructed by the County, is intended to follow the route set in the Major Thoroughfare Plan first published in 2007 (https://www.fortbendcountytx.gov/government/departments/commissioners-court/county-judge/brazos-river-corridor), and again in 2015 (https://www.fortbendcountytx.gov/government/departments/engineering/major-thoroughfare-plan), with multiple updates between 2016 and the present. With these plans, Fort Bend County has provided all of its residents with opportunities to comment and urge our elected officials on a proper course of action.

Project Overview:

Fort Bend County has announced plans for a toll road intended to improve regional traffic flow, support economic development, and provide regional connections throughout the County. At this time, the County is leading the planning, design, and funding process for this project, while the Village has limited input on routing and right-of-way decisions.

Village Position:

The Village of Fairchilds understands that any major transportation project has the potential to impact our community’s rural character, property values, traffic patterns, and quality of life. As such, Village officials are committed to:

• Staying Informed: Closely monitoring the project’s development, timelines, and proposed routes. Specifically to note:

o The Village is not building this Toll Road, but has the interest of the Residents as its number one priority. That includes negotiating for the best possible route (if the Toll Road has to be built), maximizing the Resident’s benefit, and shielding as many Residents as practicable from the ensuing development surge, per the 2024 Comprehensive Planning Study.

o Based on preliminary estimates, the Toll Road and all of the associated developed that comes with it may require up to 600 acres of floodplain mitigation.

o While currently on-going and preliminary, final estimate traffic counts and necessary funding requests have not been finalized by Fort Bend County.

• Advocating for Residents: Representing the concerns and interests of Fairchilds residents in discussions with County and regional transportation authorities, understanding the Village has approximately 864 residents in 323 households split across three watersheds. The Village is responsible to all 864 residents and looks forward to everyone’s voice being heard.

• Encouraging Public Participation: Ensuring that our community has opportunities to learn about the project, ask questions, and share feedback directly with decision-makers. As taken from the 2024 Comprehensive Planning Study, the Village understands the desire of the Residents to remain a predominantly agricultural, bedroom community with open spaces, livestock, sunsets, and a slower paced country life. Despite the advancing sprawl, the Village is committed to minimizing these effects on current Residents as much as practicable.

We encourage all residents to:

• Attend Public Meetings: Fort Bend County will be holding public meetings and hearings where community input is welcomed and recorded.

• Stay Updated: Monitor official announcements from both the County and the Village for new information, maps, and opportunities to provide comments.

• Share Concerns: Let Village officials know your thoughts so we can effectively advocate on behalf of all of the Residents of the Village, not just outspoken individual interests.

A Town Hall is scheduled for July 9, 2025 from 7 pm to 8 pm at the Village of Fairchilds Volunteer Fire Department located at 8715 Fairchild Rd, Richmond, TX 77469. The Town Hall will be a Presentation presented by the Village Council, followed by a 30 minute question and answer session. Additionally, the Village is launching a new website in the coming months that will provide additional information.

The Village of Fairchilds is committed to proactive planning to ensure our community remains a vibrant, sustainable, and welcoming place for all residents—now and for generations to come. As part of our ongoing comprehensive planning efforts, the Village is sharing preliminary population projections for the next 20 years. Based on current trends, regional growth patterns, and input from state and local planning agencies, the Village of Fairchilds may see a moderate to large increase in population over the next two decades.

Key Points:

• Projected Growth: Current estimates suggest that Fort Bend County could grow by as much as 90% between 2025 and 2040 ( https://fortbendcounty.com/data-and-research/demographics andhttps://www.h-gac.com/getmedia/e19f5c4a-2de4-41c5-9e3b-4fcc1a034914/10-Fort%20Bend-County-Profile2.pdf ) With its larger tracts of available, privately owned land, the Village of Fairchilds will experience one of the the largest percentage of growth and development.

• Community Planning: These projections will guide infrastructure improvements, roadway development, public services, housing, and land use to preserve our rural character while accommodating responsible growth. The Village is currently undertaking planning level studies for a host of issues that will determine the course and direction of development.

• Public Involvement: Residents’ input is vital. Community meetings and public hearings will be scheduled to discuss how best to prepare for this anticipated growth and to address residents’ priorities and concerns. The Village previously completed a Comprehensive Planning Study between 2023 and 2024, and received input from dozens of Residents. When coupled with the upcoming studies related to drainage and municipal water and sewer systems, the Village of Fairchilds is establishing a vision for its future with essential input from its Residents
