On August 4th, the people of Newton County sent a clear and unmistakable message.

By overwhelming margins, voters rejected Amendment 4 with 72.8% voting no and Amendment 5 with 81.47% voting no. Those results weren't close, they were decisive. They show that the people of Newton County are tired of being told, "Just trust us." We expect our elected officials to earn our trust through their actions, not demand it.

This election wasn't just about two amendments. It was about accountability. It was about reminding every elected official that they work for the people, not the other way around.

Our representatives should be listening to the needs of our communities and making decisions based on what is best for our neighbors, our children, and future generations, not simply following party talking points or political pressure.

As we move toward the General Election, we should carefully consider the records of those who supported these amendments and ask whether they truly represent the values of the people they serve.

Our priorities are not complicated. We want strong, fully funded public schools. We want affordable, accessible healthcare, including mental health services. We want to support our veterans, who have sacrificed so much for our country. We want to stand with our farmers, who feed our families and strengthen our local economy.

Most of all, we need leaders who remember that before we are Republicans, Democrats, or Independents, we are neighbors. We are parents, grandparents, workers, veterans, farmers, teachers, and small business owners. We all want the same basic things: affordable healthcare, reasonably priced groceries, safe homes, good schools, and the opportunity to build a better future for our families.

This is how you love your neighbor! You make sure children have a quality education. You make sure veterans receive the care they earned. You support the farmers who feed our communities. You ensure families can access affordable healthcare, including mental health services. You work to keep groceries, housing, and everyday necessities affordable.

Loving your neighbor isn't just something we say, it's something we do through the policies we support and the leaders we elect.

It's time to stop electing cookie-cutter politicians who vote the party line instead of listening to the people they were elected to represent.

On November 3rd, the voters of Newton County once again have a chance to speak out. Now it's time for our leaders to listen and to truly love their neighbors by putting people before politics.

As a dedicated public servant and proven leader I will listen to your voice and carry your values to Jefferson City.

NO ON AMMENDMENT 4 & 5

The Hancock Amendment was sponsored and led by Mel Hancock, a conservative businessman from Springfield, Missouri. Instead of going through the state legislature, Hancock bypassed lawmakers by launching a statewide citizen initiative petition drive to put the tax-limiting measure directly on the ballot.

Key Facts About the Amendment

Core Purpose: It acts as a tax and expenditure limitation. It prevents Missouri state and local governments from increasing taxes or spending beyond a set limit without explicit voter approval.

Historical Inspiration: Mel Hancock modeled the 1980 measure after Michigan's 1978 Headlee Amendment and drew strong inspiration from California's famous Proposition 13.

Passage: Missouri voters officially approved the amendment on November 4, 1980, with a 55% majority vote. It is codified in Article X, Sections 18–24 of the Missouri Constitution.

Political Legacy: Due to the immense popularity of the amendment, Mel Hancock was later elected to public office, serving four terms as a Republican U.S. Congressman representing Missouri's 7th District from 1989 to 1997.

If we vote yes on Ammendment 4 and 5, it will be nearly impossible to have a citizen led petition pass again, and will bypass the Hancock Amendment for the next 5 years while politicians figure out how to make up for lost revenue.

How It Works During Circulation.

The Full Text Requirement: When circulators collect signatures, the petition pages must contain the complete, unabridged legal language of the statutory or constitutional change. This ensures voters can read exactly what the law would do before signing.

The Affixed Ballot Title: In addition to the full text, states require the officially certified "ballot title" and summary (usually prepared by the Secretary of State or Attorney General) to be prominently printed on or affixed to the petition sheets.

What Voters See on Election Day
When voters enter the voting booth, they do not typically see the entire, multi-page petition text on their standard paper ballot due to space constraints. YES, funding from foreign nationals for ballot measures was already banned under Missouri state law prior to the introduction of Amendment 4. While federal law contained a loophole that bans foreign nationals from donating to individual candidates but allows them to fund issue-based ballot initiatives, Missouri closed this loophole at the state level through separate legislation.

The legislation that banned foreign money in Missouri ballot measures is Senate Bill 152 (SB 152).The bill was sponsored by Senator Ben Brown and co-sponsored by Representative Jim Murphy. It was signed into law on July 9, 2025, and officially took effect on August 28, 2025.

Key Provisions of SB152Contribution Prohibition: Bans campaign and ballot measure committees from accepting donations, financial contributions, or in-kind support from foreign nationals.

Expenditure Rules: Restricts non-candidate committees and other entities from using foreign national funds to directly or indirectly support or oppose any ballot measures.

Donor Certification: Requires any donor who contributes more than $2,000 to legally certify that they are not a foreign national. It also requires verification that they have not received more than $10,000 from foreign nationals within the preceding four years.

Strict Enforcement: Grants the Missouri Attorney General the explicit authority to investigate violations and file civil actions.

The law effectively closed a federal loophole handled by the Federal Election Commission (FEC), which previously allowed foreign entities to fund standalone state ballot initiatives under the umbrella of "issue advocacy".
