📢 Public Review Requested – Updated Title VI Plan

The Harry S. Truman Coordinating Council (HSTCC) has completed an update to its Title VI Plan and is seeking public review and feedback.

Title VI of the Civil Rights Act of 1964 ensures that no person is excluded from participation in, denied the benefits of, or subjected to discrimination on the basis of race, color, or national origin in programs and activities receiving federal financial assistance. Public participation is an important part of maintaining compliance and ensuring equitable access to our programs and services.

SUBJECT: JATSO seeking public comments on FY2026-2029 TIP Amendment 4

The Joplin Area Transportation Study Organization (JATSO) is seeking a 7-day public comment period for an amendment to the 2026-2029 Transportation Improvement Program (TIP). The TIP contains transportation and transit projects in the Joplin Metropolitan Area that are partially funded by Federal transportation programs, or are regionally significant, over a four-year period.



The proposed TIP Amendment 4 containing sixteen (16) new projects and twenty-two (22) project changes was requested by the Missouri Department of Transportation (MoDOT).

The public comment period for this amendment begins at 9 a.m., Monday, June 8, 2026, and concludes at 12 noon, Monday, June 15, 2026. Comments on the amendments can be submitted to Robert Lolley by phone at 417-624-0820 extension 1514 or by e-mail at [email protected].



This public notice, public involvement activities, and time established for public review and comments on the TIP will satisfy the FTA Section 5307 Program of Projects requirements for the Metro Area Public Transit System (MAPS).

Today we had the privilege of joining the Land Learning Foundation as they hosted students from the GLADE Program in Neosho. Our environmental planner along with other professionals were able to speak to these high school students about college and career paths and encourage them to pursue their interest in the environmental field.

TRAFFIC ALERT: Route H/North Fork Spring River Bridge CLOSED for Inspection June 15


When: 9 a.m.-3 p.m., Monday, June 15

Where: Jasper County Route H over the North Fork Spring River west of Jasper

What: MoDOT crews will close the bridge for inspection

Traffic Impacts:

Both lanes of Route H CLOSED over the North Fork Spring River
Drivers will have access to driveways and entrances at either end of the bridge but will not be able to drive across the bridge
Signs and message boards will alert drivers approaching the work zone
No signed detours, drivers urged to find alternate routes
Check MoDOT’s Traveler Information Map for road closings/traffic impacts

Weather and/or scheduling conflicts could alter the work schedule.

Traffic Impacts:

Expect periodic lane reductions and possible traffic delays
Watch for crews and equipment working close to traffic
Traffic control signs will alert drivers approaching the work zone
Drivers urged to find alternate routes

What an exciting day for the City of Duquesne! 🎉🌳💦

HSTCC was proud to attend the ribbon cutting ceremony for the brand-new Duquesne Memorial Park — a fantastic new community space that families and residents will enjoy for years to come!

This incredible project was made possible through a 2023 Land and Water Conservation Fund Grant, a 50% federal / 50% local share grant that helped turn this vision into reality.

The park features a splash pad, playground, walking trail, park benches, shelter, and restrooms — offering something for everyone to enjoy!

Congratulations to the City of Duquesne and all the partners, leaders, and community members who helped make this amazing project happen! 👏
