August 31 is International Overdose Awareness Day . In 2025, Monmouth County lost 89 people due to overdose. The Borough of Neptune City is honored to participate in raising awareness to help end the stigma that surrounds mental health and substance use and support our residents and families who have experienced the loss of a loved one.

For the past five years, the Prevention Coalition of Monmouth County (PCMC): Opioid Task Force created a visually impactful display to raise awareness, end the stigma and, just as importantly, honor those whose lives have been lost and celebrate those in recovery.

Although progress has been made, more work is needed to raise awareness about overdose.

The display at Borough Hall includes eighty-nine (89) purple flags, each representing a life lost to overdose in Monmouth County in 2025.

As we prepare for back to school this week, it is so nice to see the recent profile published of Woodrow Wilson Pirates CSA Mr. Dan Layton.

Mr. Layton is going into his 2nd year with us and brings a record of increasing achievement, improving school culture, supporting the community and strenthening communication. From getting pie in the face for heart week, to calling bingo numbers at Back to School Bingo, to running the day to day school operations with a smile, Mr. Layton does it all and is a wonderful asset for the Neptune City School District.

I hope everyone enjoys every minute of what is left of summer and has a great school year ahead! Thank you Mr. Layton for all you do.

Hosting the New Jersey Department of Environmental Protection to evaluate climate and flood risks in our area this week was the result of ongoing collaboration over the last two + years. Relaunching the Shark River Roundtable (Neptune City, Neptune, Belmar, Avon, Wall, American Littoral Society, Shark River Cleanup Coalition) and starting the Regional Flood Mitigation coalition with Neptune Township, Bradley Beach, the State of NJ, Monmouth County and federal partner Congressman Frank Pallone, have allowed us to start to tackle the persistent problems of flooding, water quality and coastal resiliency in Borough of Neptune City and surrounding area.

This summer, as we experienced even greater-than-usual flooding that resulted in devastating property damage, power outages and displaced residents who are still recovering, it is important we already had a sense of urgency to this matter and are actively taking steps, particularly in the area of 3rd Ave. and Highway 35.

Over the past year, Neptune City Public Works has inspected our entire stormwater system from above ground, manhole by manhole, and have determined that the sewer pipe at 3rd Ave. and 35 maintains about 2 feet of water at all times. Along with visual inspection, our DPW, partnering with the Township of Neptune and Monmouth County, were able to perform drain camera inspections revealing that 50% of our capacity for storm drain system is full before it even starts to rain. This has been the case for decades and only now do we have a clear sense of the problem. We have also confirmed that the pipe is neither clogged nor collapsed.

We are working to secure funding to install a pump and generator to reduce flooding at State Hwy 35 and 3rd Ave. so the water can effectively flow to Sylvan Lake, significantly improving capacity and preventing sanitary sewer overflows and dangerous flooding.

After experiencing severe weather throughout this summer including the devasting flooding in July that caused damage to numerous homes and businesses, the Borough of Neptune City was glad to bring heightened awareness to this issue by celebrating Flood Safety Week on Monday with the New Jersey Department of Environmental Protection, Monmouth County and our state legislators. The Neptune City Environmental Commission did a great job representing the impacts of severe weather and needed improvements to combat increasingly devastating flooding in our area.

Beginning in Belmar at Maclearie Park and continuing through Shark River Hills along the South Riverside shoreline, the Shark River Basin Resilience Tour concluded at beautiful Memorial Park to observe the improvements gained by the living shoreline and discuss conditions in Musquash Cove to address flood and climate resiliency in our area.

The DEP's Resilient NJ program is funding an effort led by Monmouth County to develop a plan to improve resiliency, including water quality and environmental conditions of the Shark River, and begin the necessary steps to dredge the river. Neptune City is proud to partner on this effort with the State of NJ and Monmouth County and our neighboring municipalities in Avon, Belmar, Neptune and Wall as well as the Shark River Cleanup Coalition, American Littoral Society and Monmouth University Urban Coast Institute.

We could not possibly tackle the costly and complex nature of flood mitigation and protection of the Shark River for future generations without working across levels of government. This important work continues thanks to all involved.

Terry Raskauskas lives a block from L Street Beach in Belmar. Flash flooding from heavy rain and tidal flooding from storms happens on average more than a half dozen times a year.

In January of this year as part of Borough of Neptune City reorganization, Councilman Corlies Chong stepped up to serve and was appointed Finance Chair.

We have had many hardworking and diligent Finance Chairs over the years but Councilman Chong has raised the bar to a new level.

The professionalism and thoughtfulness Councilman Chong brings to this role is truly an asset to our community. I hope you will take the time to have a look at the property tax presentation shared here that was presented on Monday at the Council meeting.

The Borough has been working on restoring both our reserves and our debt payments along with improving collection of revenues owed to the Borough so that every municipal tax dollar is intentional and can be used to support our workforce and provide essential services that make Neptune City such a great place to live. We are working on bringing in new revenues to ease the property tax burden in the future. These are long term structural changes that will ensure Neptune City is on strong financial footing for years to come.

It is my honor to have recently been selected by Monmouth County Mayors to represent our region on the Board of the New Jersey Conference of Mayors. I am driven to be involved in NJCM because we can get more done for our communities by working together and sharing the best policies, practices and ideas in municipal government.
