East Montgomery County Improvement District

East Montgomery County Improvement District Our job is to recruit business and promote economic and community development within our 158 sq miles

The East Montgomery County Improvement District (EMCID) is located 20 miles northeast of downtown Houston along Interstate 69/U.S. Highway 59 NAFTA Corridor, amid robust population growth in the region's northeast quadrant. Created in 1997 through Senate Bill 921 and ratified by local voters, EMCID is at the forefront of economic and community development activities within its 158 square miles loc

ated just north of the Montgomery/Harris County line, Kingwood, and the northern city limits of Houston, making it the largest improvement district in the nation. The District collects a $.01 - $.015 sales tax on all sales taking place within its borders. These monies are in turn used to promote and maintain economic and community development activities in East Montgomery County. The District's Operating Budget is allocated to three objectives: Economic Development, Community Development and Educational Scholarships. Our economic development program provides cash, land, infrastructure and other forms of incentives in return for jobs being created in the District. Our community development program provides funding for local nonprofit and community needs to enhance the quality of life for residents. Finally, our educational scholarship program provides $1,600 to every graduating high school student or GED recipient within the District to further their education through college courses. The East Montgomery County Improvement District is led by President & CEO, Frank McCrady, and eight elected Board of Directors who serve four-year terms: Chairman Brenda Webb, Vice Chairman Stephen Carlisle, Fred Wetz, Treasurer; Dr. Katherine Persson, Secretary; Leonard Rogers, Assistant Secretary; Martin Zepeda, Assistant Treasurer, and Directors Ronald Willingham and Richard Tramm.

We're thrilled to announce the name of our new convention center: Caney Pines!

This 210,070-square-foot venue is entering its final phase of construction, bringing us closer than ever to a true regional destination for tourism and community opportunity. The EMCID Board chose the name to honor our area's rich heritage, rooted in the logging industry and New Caney, one of the region's first settlements. It's a name that carries our history forward into the future.

What to expect from Caney Pines:
An exhibition hall for 6,000+ attendees
Flexible space, divisible into up to seven smaller rooms
Two signature meeting rooms with views of Valley Ranch
A terrace perfect for outdoor gatherings

Whether it's a large-scale convention or an intimate gathering, Caney Pines will offer the flexibility to host events of every size.

Stay tuned as we get closer to opening our doors in December!

Helping Local Businesses Make a Bigger Impact!

EMCID’s Facade Improvement Grant Program helps eligible commercial property owners and business owners in specific areas within EMCID's boundaries fund qualified exterior improvements—from new signage to larger-scale facade upgrades.

The goal is simple: help local businesses stand out, attract more customers and make East MoCo more vibrant. As an example, J&R's Ace Hardware and DECA B**r Company used grant money to purchase and install signage, boosting visibility and engagement.

A fresh look can make a big difference! Learn more about EMCID’s Facade Improvement Grant Program today and find out how your business could benefit.
