The East Montgomery County Improvement District (EMCID) is located 20 miles northeast of downtown Houston along Interstate 69/U.S. Highway 59 NAFTA Corridor, amid robust population growth in the region's northeast quadrant. Created in 1997 through Senate Bill 921 and ratified by local voters, EMCID is at the forefront of economic and community development activities within its 158 square miles loc

ated just north of the Montgomery/Harris County line, Kingwood, and the northern city limits of Houston, making it the largest improvement district in the nation. The District collects a $.01 - $.015 sales tax on all sales taking place within its borders. These monies are in turn used to promote and maintain economic and community development activities in East Montgomery County. The District's Operating Budget is allocated to three objectives: Economic Development, Community Development and Educational Scholarships. Our economic development program provides cash, land, infrastructure and other forms of incentives in return for jobs being created in the District. Our community development program provides funding for local nonprofit and community needs to enhance the quality of life for residents. Finally, our educational scholarship program provides $1,600 to every graduating high school student or GED recipient within the District to further their education through college courses. The East Montgomery County Improvement District is led by President & CEO, Frank McCrady, and eight elected Board of Directors who serve four-year terms: Chairman Brenda Webb, Vice Chairman Stephen Carlisle, Fred Wetz, Treasurer; Dr. Katherine Persson, Secretary; Leonard Rogers, Assistant Secretary; Martin Zepeda, Assistant Treasurer, and Directors Ronald Willingham and Richard Tramm.

EMCID’s President/CEO Frank McCrady, along with John Marshall with Satterfield & Pontikes Construction, and Luis Fernandez of GCP Paper USA, Inc, participated in the traditional “fill it in” ceremony for GCP’s second location in the EMC Industrial Park.

The ceremony marks the final concrete pour, signaling the completion of concrete work for a project. This 565,765-square-foot manufacturing facility will be the flagship location in the United States and provide approximately 250 jobs when completed. GCP Paper produces private-label tissue products, such as toilet paper, paper towels and napkins, for Sam's Club, Walmart, H-E-B, Costco and Aldi.

We're excited to see continued investment, and job creation in our community and look forward to welcoming GCP's newest facility to East Montgomery County!
