On September 14, 2023, members of the Lawrence County District Attorney's High Intensity Drug Trafficking Area (HIDTA)Task Force executed a sealed search warrant at 361 Halco Drive New Castle, Pennsylvania 16101. Upon making entry, task force members located on the first floor Ms. Diana Taylor, and located on the second floor was the target of the investigation, Mr. Devin KING JR.
Mr. KING attempted to flee from the residence on foot and was quickly apprehended by task force officers.

A search of the residence resulted in the seizure of 6.1 grams of suspected crack co***ne, 8 grams of suspected co***ne, two (2) cellphones, two (2) digital weigh scales, and $1,770.00 in United States currency.

Mr. KING was charged with the following: (1) Possession with intent to deliver a controlled or counterfeit substance, and (2) Possession of drug paraphernalia.

HIDTA Operation #142

On Wednesday, August 9th, 2023, the Lawrence County District Attorney's Office HIDTA Drug Task Force executed a sealed narcotics search warrant at 14 Magee Street located in Union Township. Upon making entry into the residence, four individuals were detained, including the target of the investigation, Michele Zimmer. This operation was led by HIDTA member partnering Detectives from the Ellwood City Police Department and the Union Township Police Department.

A search was conducted of the residence and detectives seized:
19 Xtampza ER pills, 1 ½ Amphetamine & Dextroamphetamine pills, 11 Alprazolam pills, 3 Oxycodone pills, 20 methlyphenidate hydrochloride pills, 0.8 gross grams of suspected he**in / fentanyl, 10.3 total grams of suspected crystal methamphetamine, two digital weigh scales, .22 caliber handgun and a 12-gauge, sawed off shotgun.

Michele Zimmer was taken into custody and lodged in the Lawrence County Jail on the following charges: Pennsylvania Title 35: 13(a)(30) - Possession With Intent to Deliver a Controlled Substance (Six Counts).

HIDTA Operation #141

On August 2, 2023, Detectives from the Lawrence County District Attorney's HIDTA Drug Task Force, under the lead of one of its case agents from the Union Township Police Department, executed a sealed search warrant at 1717 East Washington Street apartment #2, New Castle, Pennsylvania 16101. The Lawrence County Critical Incident Response Team was utilized to make the entry into the apartment.

Upon entry, the target of the investigation, Mr. Jeremiah ALY, Mr. Trayshawn JOHNSON-MYERS, and four (4) juveniles fled to a third-floor apartment inside the building which was unoccupied and hid inside of a bathroom. Assorted United States currency and clear plastic baggies containing suspected narcotics littered the floor inside of the third-floor apartment. Detectives conducted a search of the second-floor apartment and a total of 194 grams of suspected fentanyl, a Smith & Wesson M&P 15 assault rifle, a GSG-16 .22 caliber rifle, a Ta**us GX4 9mm handgun, and assorted drug paraphernalia were located inside.

A subsequent search warrant was executed in the unoccupied third-floor apartment and an additional $2,080.00 in U.S. currency and 45 grams of suspected fentanyl was discovered.

Mr. ALY, Mr. JOHNSON-MYERS, and the four juveniles are being charged with possession with intent to deliver a controlled substance and will be lodged in the Lawrence County Jail and/or holding facilities pending the case outcome.

HIDTA Operation #140

On Thursday, July 6, 2023, the Lawrence County District Attorney's HIDTA Task Force executed a sealed search warrant at 699 Arlington Avenue in the City of New Castle. Once entry was made into the residence, two males identified as Zachary Loughner and Gary Lee Joseph Jr. and a female later identified as Tammy Habib, were located and detained.

The target of the investigation, Zachary Glaude, was located in the kitchen where he was detained. After all occupants were secured, a subsequent search of the residence was conducted and the following were seized by District Attorney Detectives: 39.6 grams of suspected he**in/fentanyl, 68.5 grams of suspected co***ne, 38.6 grams of suspected methamphetamine, 13.4 grams of suspected ma*****na, four digital weigh scales, $1,106.00 in U.S. currency, numerous assorted prescription tablets, and a cellular phone.

Mr. Glaude was taken into custody and lodged in the Lawrence County Jail on a parole detainer pending the following charges:

Pennsylvania Title 18: 5111(a)(1) - dealing in Proceeds of Unlawful Activity.
Pennsylvania Title 35: 13(a)(30) – Possession with Intent to Deliver a Controlled Substance (8 counts).
Pennsylvania Title 35: 13(a)(16) – Possession of a Controlled Substance (8 counts).
Pennsylvania Title 35: 13(a)(32) – Possession of Drug Paraphernalia.

On Wednesday, June 21, 2023, the Lawrence County District Attorney's HIDTA Task Force executed a narcotics search warrant at 1136 Parkwood Court, Apartment 1A, Oak Leaf Gardens Apartment Complex, in the City of New Castle. Upon making entry into the apartment, the target of the investigation, Vincent Hill, AKA - "JB", ran towards a rear bedroom but was quickly taken into custody. Two males, a female and a minor child were also located inside the apartment.

After securing all occupants, a search of the residence yielded the following:

91.6 total gross grams of suspected fentanyl;
6.6 total gross grams of suspected crack co***ne;
8.6 total gross grams of suspected ma*****na;
Five (5) Alprazolam tablets;
One (1) digital weigh scale;
One (1) Smith & Wesson 9mm pistol; and
$600 in U.S. currency.

Mr. Hill was taken into custody and lodged in the Lawrence County Jail on the following charges: Pennsylvania Title 35: 13(a)(30) - Possession With Intent to Deliver a Controlled Substance (Two Counts). Further charges are pending on additional co-conspirators in this investigation.

Operation HIDTA Initiative #38

On December 8, 2022, the Lawrence County HIDTA executed a sealed search warrant at 209 South 1st Street in the city of New Castle. The target of the investigation was Michael Brooks. During a search of the residence, Lawrence County District Attorney Special Investigations Detectives found 339 pink capsules containing suspected fentanyl, a clear plastic baggy containing suspected fentanyl, $3,232 in US currency, a pill press, two digital scales, cell phone and a Smith & Wesson M&P 9mm handgun. The combined weight of the suspected fentanyl was 110.58 grams. Michael Brooks was arrested on scene and is being charged with two counts of Possession with Intent to Deliver and other related drug paraphernalia violations. He has been lodged in the Lawrence County Jail pending arraignment.

Lawrence County HIDTA: Rewarding Past Performance

Several months ago, the Lawrence County District Attorney’s Office applied for and received confirmation from the federal government that Lawrence County would be designated a High Intensity Drug Trafficking Area (HIDTA). This designation was not predicated upon the state of our community but rather was awarded in response to building one of the most effective, decorated and highly regarded drug task forces in the Commonwealth of Pennsylvania. Its recognition by the United States Attorney for the Western District of Pennsylvania and Ohio HIDTA representatives serves to officially consolidate all narcotics policing initiatives within Lawrence County’s longstanding Special Investigations Unit of the District Attorney’s Office. Over the last ten years the policing of narcotics cases throughout Lawrence County has been primarily performed by the District Attorney’s Special Investigations Unit with local law enforcement agency membership and support. HIDTA’s recognition of the District Attorney’s Special Investigations Unit command structure not only comes with additional financial support but increases the District Attorney’s Office’s roster of seasoned multi-agency narcotics operatives.

In the coming months HIDTA monies will be used to equip our detectives with modernized surveillance equipment, drone technology, tracking equipment, reporting system software, and a county-wide motor vehicle identification system. This technological infusion combined with increased and diversified agency manpower will exponentially increase our effectiveness in the policing of narcotics throughout Lawrence County.

Operation Daddy's Home

On September 29, 2022, the Lawrence County District Attorney's HIDTA Drug Task Force along with New Castle CIRT executed a sealed search warrant at 2421 Graceland Road, New Castle, PA. The target of the investigation was a juvenile who was allegedly involved in the sale of illegal narcotics and possession of illegal fi****ms. During the search of the residence, narcotics officers located and seized a .22 caliber assault rifle, G***k 19 9mm, Ta**us 9mm and a .38 caliber revolver. Numerous extended weapon magazines and drum magazines were located and seized. Additionally, officers found 4.6 grams of suspected crack co***ne, 3.5 grams of ma*****na and a digital weigh scale. The juvenile was charged with 4 counts of possession of a firearm by a minor, 1 count of Possession with Intent and 1 count of Possession of Drug Paraphernalia. Lastly, a juvenile female that had been missing for more than a year had been found in the house and returned to East Coast Authorities.
