Lawrence County Department of Planning & Community Development The Department of Planning & Community Development is committed to maximizing the economic, environmental, and social development of Lawrence County.

We provide professional planning and technical assistance to Lawrence County’s 27 municipalities in a variety of land use activities, including:

Comprehensive Land Use Planning: Our goal is to provide the citizens of the County with pertinent planning data in an understandable form in order to facilitate intelligent land use decision-making and policy formulation. Ordinance Development: We are av

ailable to assist in the creation of any type of land use regulation, which includes zoning ordinances, subdivision and land development ordinances, overlay zoning district regulations, floodplain management ordinances, stormwater management regulations, sign ordinances, and conservation-based ordinances. Land Development Reviews: The land development review process for the County includes site plan reviews, subdivisions, rezoning, special exceptions, variances, and future land use map changes. We also manage other land development regulation processes related to natural resources and public facility concurrency management project reviews. Training and Education: The Department holds monthly meetings in which the public is invited to attend. We offer assistance with land, transportation, and ordinance issues, and are available to provide training programs to local officials related to planning, zoning, subdivisions, land development requirements, enforcement issues, and much more. Transportation Issues: We provide traffic volume/classification counts and speed study services to local municipalities, developers, and commercial and/or industrial enterprises. Grant Assistance: We are staffed to provide assistance in researching, applying for, and administering grant and/or loan programs to our 27 municipalities. The Lawrence County Department of Planning and Community Development reports to and is directed by the Board of Commissioners. The Lawrence County Planning Commission reviews all plans, development proposals, and provides recommendations to the Board of Commissioners.

Due to lack of business, the July 8, 2026, Planning Commission Meeting has been cancelled. Our next meeting is scheduled for August 12, 2026, at 12:00 PM. The meeting location is the Plain Grove Township Municipal Building located at 1029 Plain Grove Road, Volant, PA.

• Tuesday, July 14, 2026, at 8:00 A.M., at the Lawrence County Courthouse, 1st Floor, 430 Court Street, New Castle, PA 16101
• Tuesday, July 14, 2026, at 9:00 A.M., at the Shenango Township Building, 1000 Willowbrook Road, New Castle, PA 16101
• Tuesday, July 14, 2026, at 10:00 A.M. at the Ellwood City Borough Building, 525 Lawrence Avenue, Ellwood City, PA 16117
• Tuesday, July 14, 2026, at 1:00 P.M., at the Union Township Building, 1910 Municipal Drive, New Castle, PA 16101

The purpose of the Public Hearing is to discuss the Community Development Block Grant (CDBG) program in general, the needs of the municipalities and the County of Lawrence and On Behalf of Ellwood City Borough, Shenango and Union Townships performance under the previously funded CDBG Program years, and to discuss the required Three-Year Community Development Plan of each municipality.

The Bids will be publicly opened and read aloud on Tuesday, October 7, 2025, at the Lawrence County Commissioners meeting at 10:00 AM.

A Mandatory Pre-Bid Meeting shall be held at the Shenango Township Municipal Building located at 1000 Willowbrook Road, New Castle, PA 16101 at 9:00 AM on Tuesday, September 23, 2025. A visit to the site will follow if desired.
