The Citizens’ Assembly hoping to reform Connecticut’s property tax system teased big ideas and a robust political debate this fall and winter but will keep the details under wraps for a few more weeks.

The four assembly members who met virtually with reporters Thursday predicted their biggest challenge rests not with Connecticut’s governor or legislators but with a public long frustrated by the property tax but unfamiliar with how thoroughly it’s entwined with nearly all aspects of their lives.

Randy Collins, Associate Director of Public Policy & Advocacy for the Connecticut Conference of Municipalities, said the report is a planning document and potential template for cities and towns to consider as they confront their futures.

“There’s no magic bullet but there are a number of efforts you can make as you look at long-term planning,” Collins said. “It’s raining a lot more, so how do we deal with it? We’re having more flooding and how do we address it?” He said as buildings get elevated from flood levels, towns have to consider their local limits on the heights of structures.

Statewide, Connecticut sustained $553 million in flood related losses between 1978 and the end of 2025.

The Connecticut Citizens’ Assembly on Property Taxes took latest step in a groundbreaking initiative Saturday in New Haven.

“This is the weekend where the citizens are taking everything that they’ve learned and they’re starting to work towards their recommendations to make positive change for Connecticut,” one citizen said. “The hope is that the citizens will have at least a good structure or framework of the driver areas of the property tax that they want to take on.”

When a town adds development or property values rise, the tax base grows. The town may then be able to raise the same amount of money even after decreasing its local rate. If spending rises, state aid falls or the taxable property base is weaker, the rate can move in the other direction.

Revaluations can shift the equation again by changing the assessed value of a town’s tax base. George Rafael, deputy director and chief operating officer of the Connecticut Conference of Municipalities, said the pandemic offered a clear example: commercial property values declined in some places while residential values increased, changing the balance of the tax base when towns reassessed property.

Joe DeLong, CEO of the Connecticut Conference of Municipalities, is skeptical the state would continue to finance the lost car tax even if it did ban the tax and raise state revenues to do so.
"They don’t pay their bills now," he said, naming a few hot-button areas, notably education cost-sharing. "That is a fool’s errand ....There's no credibility there."

The hated car tax does a lot of good for struggling households compared with the realistic alternative.
