The Office of the Independent Police Monitor (IPM) is an independent, civilian police oversight agency created in August of 2009.

The OIPM proudly sponsors the Constitutional Policing Award, first presented in October 2025 to Officer Jacob Barbe and awarded today to Officer Jaleel Richardson.

This award recognizes the recruit who demonstrated the highest level of skill in documenting and applying the core principles of constitutional policing during reality based training. This includes clear understanding of policy and legal standards, including reasonable suspicion, probable cause, and lawful uses of force, all reflected through detail and accurate reporting.

Congratulations again to Officer Jaleel Richardson!

Honored to attend the graduation of NOPD’s Recruit Class #206 and celebrate the next generation of officers stepping into service.

Two different days, two different hearings. On Wednesday and Thursday this week, the OIPM monitored disciplinary hearings at the NOPD. On Wednesday, the OIPM monitored Captain Panel hearings and on Thursday, the OIPM monitored Superintendent Committee panel hearings. The OIPM monitors disciplinary proceedings to ensure compliance with policy and law and consistency and fairness within disciplinary process. The OIPM will also provide assessments on the formal disciplinary investigations and recommendations on policy, practice, training, and supervision where necessary. No discipline is final until the officer receives a disciplinary letter from the Superintendent. Disciplinary outcomes can be appealed to the Civil Service Commission. Before a critical incident video is released, it goes through multiple layers of review.

Today, the OIPM met with the Public Integrity Bureau and the District Attorney’s Office to review footage tied to a critical incident, as required by PIB Operating Procedures.

We don’t just watch it — we:
• Discuss edits
• Flag concerns
• Talk through whether the video is legally eligible to be released

These videos often involve serious incidents like officer-involved shootings or major uses of force.

The goal is to balance transparency with protecting investigations and privacy.

This step helps ensure that when videos are released, they are done responsibly, thoughtfully, and with accountability in mind.

Today, the OIPM participated as a nonvoting member of the Use of Force Review Board (UFRB). At the UFRB, Force Investigation Team investigators present their cases of officer force that they investigated and their findings of whether the force was within policy, practice, and training or not. At these hearings, the OIPM will discuss our training, policy, legal, supervision, and tactical observations, concerns, questions, and recommendations with the room. After the discussion on the case, the presiding Deputy Chiefs vote. If the force is determined to be outside policy, practice, and training then the matter will go into the disciplinary system. The UFRB happens monthly at NOPD HQ.

Did you know that each month the OIPM produces a report that is provided to the City Council, the Ethics Review Board, and the public? In this report, the OIPM releases data regarding oversight work completed in the month – including use of force monitoring, misconduct work, community-police mediations, disciplinary proceedings monitored, and outreach activities conducted. Additionally, the OIPM highlights projects and discusses relevant developments that have occurred over the month that may impact how you’re policed.
