The climactic event that led black teachers to form AFT Local 527 occurred in direct response to this differential pay for black teachers and the differential funding for black schoolchildren. As Labor Day approaches and schools across New Orleans have had to close because of broken air conditioners (or even worse, the ones that have not closed in spite of broken air conditioners), it feels very ironic that Congress is trying to pass legislation to block heat related regulations.
