Delivering justice faster means protecting tenants sooner.

Yesterday, HPD Commissioner Dina Levy helped mark a major step forward in the City’s work to hold negligent landlords accountable through the launch of a new Housing Court Fast Track for some of the most urgent housing cases.

Since early in her tenure, Commissioner Levy has heard the same concern from legal advocates again and again that even in the most severe cases, tenants can spend months or years waiting for relief. For families displaced by vacate orders, residents living without essential services, or tenants trapped in buildings without working elevators, those delays can have enormous consequences.

The new fast track changes that. Eligible cases will now be assigned a judge the same day they are filed, with proceedings moving on an expedited timeline.

Commissioner Levy MCed the announcement alongside Mayor Mamdani, court leadership, tenant advocates, and City partners — bringing together many of the people who helped turn this idea into action.

As she put it: “By delivering justice faster, we will better protect tenants and more effectively pursue cases against willfully negligent landlords.”

When your home is unsafe, you shouldn’t have to wait months — or years — for relief. 🏠

We are launching a new Housing Court Fast Track to move some of the most urgent cases through Housing Court faster and help tenants get the relief they need without unnecessary delay.

The new fast track will prioritize cases involving major vacate orders, immediately hazardous building-wide conditions, complete elevator outages, and certain Article 7A proceedings involving severely neglected buildings.

For eligible cases, a judge will now be assigned the same day the case is filed, and parties will appear within five days of being served.

This is one more way we’re working to , which means protecting tenants, holding negligent landlords accountable, and making sure our housing enforcement system responds with urgency when New Yorkers’ homes are at stake.

Why is it so hard to find an affordable home in New York City? There aren’t enough of them. But how many homes does New York City need?

In 2023, City Council passed a bill tasking us with figuring that out. Today, we’re releasing the draft Fair Housing Growth Strategy.

New housing has also been concentrated in too few neighborhoods, limiting where New Yorkers can afford to live and making it harder to overcome longstanding fair housing barriers.

The Fair Housing Growth Strategy looks at how much housing New York City needs as well as how growth can be distributed more equitably. It discusses what strategies can expand housing choice across all five boroughs.

Welcome to the Innovation Tank 🦈💡

Recently, teams from across HPD stepped into the tank to pitch ideas for tackling real challenges and bottlenecks in our work to a panel of HPD Commissioner Dina Levy and agency leadership.

Staff brought forward ideas to better coordinate our resiliency and sustainability work, improve heat sensor data, centralize agency workflows, strengthen PBV processes, and more.

Beyond the scope of pitches, the Innovation Tank created a space for staff across teams to exchange ideas directly with agency leadership and make connections across divisions. It created an opportunity to think creatively about how we can make HPD work better for New Yorkers.

Some pretty great ideas came out of the tank. 🦈🏠

12,491 affordable homes, and we’re just getting started!🏠

Today, Mayor Mamdani and Deputy Mayor Leila Bozorg joined HPD Commissioner Dina Levy and Deputy Commissioner for Development Patrick Love to mark a major milestone: in the first six months of 2026, the City financed the creation and preservation of 12,491 affordable homes across New York City.

More than half of those homes will serve extremely and very low-income New Yorkers, and more than 2,000 will serve formerly homeless New Yorkers. During that same period, nearly 10,000 New Yorkers were connected to affordable housing, including 4,370 formerly homeless New Yorkers.

So, naturally, we had to hang a banner! 🎉There’s a lot more work ahead, but today was worth celebrating.

Over the past month, HPD Commissioner Dina Levy has been visiting offices across our Division of Enforcement and Neighborhood Services (ENS) to meet with the teams who help keep New Yorkers safe in their homes throughout Heat Season and beyond.

These luncheons have been an opportunity to hear directly from staff about their work and to recognize the expertise they bring to the agency every day. Moreover, they’ve been a chance to thank them for responding to complaints, inspecting buildings, enforcing the Housing Maintenance Code. Our vast ENS team works tirelessly to help tenants get the heat, hot water, and essential services they are entitled to.

Our work is only possible because of the people carrying it out across the five boroughs. Thank you to every ENS team member who welcomed Commissioner Levy and shared more about the work happening in your office.

There’s something incredibly satisfying about watching a home arrive by crane 🏗️🏠

Yesterday, our Division of Building and Land Development Services (BLDS) visited the Urban Ecospaces project in Staten Island, where three modular homes were erected on site in a matter of hours. Of the three, two were single-family homes and one was a two-family home.

The project is a great example of how innovative construction methods can help deliver resilient, sustainable homeownership opportunities while supporting MWBE developers. With construction expected to wrap up later this year, these units will become affordable homes for Staten Islanders.

We were especially excited to have our summer interns join the site visit, giving them a firsthand look at modular construction and the many ways housing gets built across New York City.

A huge thank you to everyone who helped make the visit possible, including our partners at New York State Homes and Community Renewal, and to the BLDS team for continuing to explore innovative approaches that can help deliver more housing for New Yorkers.
