Monica White The History of the Citywide Education Council for District 75:
The Citywide Education Council for District 75 (CECD75) was formed after the Citywide Council on Special Education (CCSE) made recommendations upon reviewing Chancellor’s R
egulations D-150. A letter campaign was initiated calling for District 75 families to have its own distinct representation, as stakeholders and decision makers in their children’s education. After 2009 elections, an amendment to NY Education Law 2590-b, included the CCSE, whose parent body was to consist of, and represent, parents of children with IEPs located throughout city districts. It was expected, these leaders would serve a term period of two years. Revised Chancellor’s Regulations D-150, intended to serve CCSE parents whose children had IEPs and were being serviced by their community school districts. Two seats on the CCSE were to be reserved for District 75 parent leaders. The members of the CCSE felt that D75 families would not be fairly represented with only two seats to represent a citywide program, with most them being in non-D75 schools. All other CECs were made of parents that represented their district and their respective needs. Now, under chancellor’s regulations, D75 Citywide Programs has a CEC to represent them. District 75, which consists of parents of students with IEPs, and/or 504 accommodations, and are being served by the Citywide Education Council – District 75 (CEC-D75). The purpose of the amendment to Chancellor’s Regulations D-150 to include a CEC for District 75 was approved by the Panel for Education Policy (PEP) on March 23, 2010 at the Michael J. Petrides School in Staten Island, NY. Effective July 1, 2010, District 75 Officially became a Citywide Council for District 75. The Citywide Education Council for District 75 consists of nine parents of students receiving citywide special education services in District 75 selected by the PA/PTA Officers and two appointees by the Public Advocate. A high school senior receiving citywide special education services in District 75 is selected by the superintendent of District 75 and serves as a non-voting member for one year. Parent selections and Public Advocate appointments take place every two years. The Citywide Education Council for District 75 members are representatives of the parents of students receiving citywide special education services (District 75) and the community-at–large. Members of the Citywide Education Council for District 75 receive information on matters affecting the provision of special education services to students. The council, in turn must consult with a wider community of parents and comment on citywide special education policy. Our meetings will be open to the public, attended by the Superintendent and will allow the members of the community to be heard on educational issues.
